
Video shows Florida deputies punching and dragging a Black man from his car
William McNeil Jr., 22, was sitting in the driver's seat, asking to speak to the Jacksonville deputies' supervisor, when authorities broke his window, punched him in the face, pulled him from the vehicle, punched him again and threw him to the ground.
The footage from the Feb. 19 arrest shows that seconds before being dragged outside, McNeil had his hands up and did not appear to be resisting as he asked, 'What is your reason?' 'What happened to William McNeil Jr. is a disturbing reminder that even the most basic rights — like asking why you've been pulled over — can be met with violence for Black Americans,' lawyers Ben Crump and Harry Daniels said in a statement. Crump is a Black civil rights attorney who has gained national prominence representing victims of police brutality and vigilante violence
'William was calm and compliant,' they said. 'Yet instead of answers, he got his window smashed and was punched in the face, all over a questionable claim about headlights in broad daylight.'
Jacksonville Sheriff T.K. Waters said the cellphone camera footage from inside the car 'does not comprehensively capture the circumstances surrounding the incident.'
'Part of that stems from the distance and perspective of the recording cell phone camera,' the sheriff said in a statement, adding that the video did not capture events that occurred before officers decided to arrest McNeil.
Cameras 'can only capture what can be seen and heard,' the sheriff added. 'So much context and depth are absent from recorded footage because a camera simply cannot capture what is known to the people depicted in it.'
McNeil was charged with resisting a police officer without violence; driving with a suspended license and having less than 20 grams of marijuana, Waters said. He pleaded guilty to the charges of resisting an officer and driving with a suspended license, Waters said.
McNeil was warned seven times that he needed to open his car door and get out, or officers would be forced to break his car window, the sheriff said. After McNeil was removed from the car, officers found a 'large, serrated knife' on the driver's side floor of the car, Waters said.
Waters said the sheriff's office on Sunday became aware that the cellphone video was circulating on social media. Investigations then began, and the State Attorney's Office determined that no officers violated any criminal laws, he said at a news briefing. An 'administrative review' to determine whether officers violated any department policies is still ongoing, he said.

Their ages weren't immediately known. A sheriff's deputy arrived on the scene within 3 minutes and took the man into custody. Steven Carter was loading his truck in the Walmart parking lot when he saw a man cut a woman's throat with a knife. About five minutes later, the man was surrounded by shoppers in the parking lot, including one who was holding a gun. The group of five or six people kept yelling to the man 'drop the knife,' he said, and the man responded: 'I don't care, I don't care.' 'At first, it was disbelief. I thought maybe it was like a terror attack,' said Carter, who delivers customer orders from Walmart. 'And then it was fear, disbelief, shock. And that was, it was just amazing. And it all happened fast. Like he was totally subdued on the ground by the time police arrived.' Sheriff Michael Shea told reporters that bystanders at Walmart were involved in detaining the man. 'I want to acknowledge there was citizen involvement in assisting in taking the individual into custody,' Shea said at a press conference Saturday. Emergency vehicles and uniformed first responders gathered in the parking lot of the shopping centre that houses several other retail stores. Authorities also were seen interviewing employees, still wearing blue uniform vests and name tags, nearby as the response gave way to an investigation. Tiffany DeFell, 36, who lives in Honor, about 25 miles (40 kilometres) from Traverse City, said she was in the store's parking lot when she saw chaos erupt around her. 'It was really scary. Me and my sister were just freaking out,' she said. 'This is something you see out of the movies. It's not what you expect to see where you're living.' Munson Healthcare said via social media that 11 people were being treated at the region's largest hospital in northern Michigan. Spokesperson Megan Brown said all were stabbing victims. As of Sunday morning, Brown said, four of the victims were in serious condition, and seven were in fair condition. 'We've have seen encouraging signs of recovery among our patients,' Brown said. Shea said the weapon involved appeared to be a folding-style knife, adding that the stabbing started near the checkout counter of the store and that his victims were 'not predetermined.' HALIFAX – Nova Scotia's Black community is including safety measures at a reunion of former residents of a historic community, one year after a shooting during the event. The Africville reunion last July was marred by shots that injured five people, but organizers say the community has returned in force and is celebrating the 42nd anniversary of the four-day gathering. President of the Africville Genealogy Society Irvine Carvery says after the violence a safety audit was carried out and as a result there is improved lighting at the National Historic Site. The society also requested a heightened police presence and set up a system to register vehicles entering and leaving the park in the city's north end. The reunion is a key event in the African Nova Scotian community, as hundreds of former residents and their descendants gather to recall the Black community that was demolished at the site in the 1960s. Halifax's police chief, Don MacLean, said yesterday that despite 100 search warrants and interviews with 200 people, the force has not yet been able to make an arrest related to last year's shooting.
