House Republican moves to permanently repeal sanctions on Syria
Wilson moved to repeal the Caesar Syria Civilian Protection Act, filing an amendment to the National Defense Authorization Act — must-pass legislation that is usually voted on by the end of the year.
'I am trying to use every mechanism possible to repeal this law as soon as possible,' Wilson said in a statement to The Hill.
'As the Caesar law was passed and extended through the National Defense Authorization Act, I am hopeful that the repeal could also move through the same vehicle. Unless we repeal the law, investors will not take the risks required for long term investment in Syria which will be necessary to Make Syria Great Again.'
While Trump announced in May that he was lifting all sanctions on Syria, he is only able to issue a 180-day waiver to the Caesar Act permitting international transactions with Syria's central bank and government ministries. Repealing the legislation in total would allow investors to make longer-term commitments without the threat of sanctions going back into effect.
The Caesar Act's 2019 passage was celebrated as landmark legislation imposing the toughest sanctions regime against Assad for gross human rights violations carried out under his rule and throughout the country's civil war, which began in 2011.
The bill was named for a Syrian whistleblower, Farid Nada al-Madhan, who was code-named Caesar and exposed the Assad regime's torture and killing of detainees. Al-Madhan was a photographer who worked with the Syrian military and smuggled out photographic evidence of war crimes.
Congress renewed the Caesar Act in December for five years, shortly before Assad was ousted in a shocking offensive by interim Syrian President Ahmed al-Sharaa and his group, Hay'at Tahrir al-Sham (HTS).
Caesar Act supporters had advocated for the 2019 law's renewal in the face of the former Biden administration's quiet negotiations allowing countries to normalize relations with Assad and ease sanctions. But with HTS's lightning takeover of the country, advocates supporting Caesar's renewal are now pushing Congress to repeal the law and lift sanctions on the country.
On Tuesday, Secretary of State Marco Rubio removed the terrorist designation on HTS. The State Department is also expected to review Syria's designation as a State Sponsor of Terrorism for repeal.

India indicates it will keep buying Russian oil despite Trump's threats
NEW DELHI (AP) — India has indicated that it would continue buying oil from Russia despite threats by U.S. President Donald Trump. The Indian foreign ministry said its relationship with Russia was 'steady and time-tested,' and should not be seen through the prism of a third country. Addressing a weekly presser on Friday, spokesman Randhir Jaiswal said India's broader stance on securing its energy needs was guided by the availability of oil in the markets and prevailing global circumstances. The comments follow an announcement by President Donald Trump that he intends to impose a 25% tariff on goods from India plus an additional import tax because of New Delhi's purchases of Russian oil. The threat came as the U.S. president has increasingly soured on Russia for failing to agree to a ceasefire in Ukraine and has threatened new economic sanctions if progress is not made. India bought 68,000 barrels per day of crude oil from Russia in January 2022, but by June of same year oil imports rose to 1.12 million barrels per day. The daily imports peaked at 2.15 million in May 2023 and have varied since. Supplies rose as high as nearly 40% of India's imports at one point, making Moscow the largest supplier of crude to New Delhi, the Press Trust of India reported, citing data from Kpler, a data analytics company. India's daily oil consumption is pegged around 5.5 million barrels, of which nearly 88% is met through imports. The country has historically bought most of its crude from the Middle East, but this has changed since Russia's full-scale invasion of Ukraine in February 2022. India, the world's third-largest crude importer after China and the U.S., began buying Russian oil available at discounted rates after the West shunned it to punish Moscow. Hamas Releases Video of Israeli Hostage Evyatar David

Evyatar David, 24, was kidnapped at the Nova Music Festival on Oct. 7, 2023, during the terrorist attack by Hamas in which 1,200 people were killed and 250 taken hostage. The video shows David looking visibly gaunt as he ticks off days on a calendar in a narrow tunnel. Another section of the video shows him being forced to dig a hole in the ground that he says will be his grave. The Hamas propaganda video is interspersed with images of starving Palestinian children. David, a guitar and piano player who comes from a musical family, is one of an estimated 20 living hostages still being held by Hamas and other militants. Of the estimated 250 people taken during the Hamas terror attack on October 7, 140 have been released during negotiations, 8 have been rescued, and the bodies of 57 who died in captivity or during rescue attempts have been recovered. The video release comes a day after Palestinian Islamic Jihad, another militant group with ties to Hamas, also released a video of another Israeli hostage, Rom Braslavski. President Donald Trump's Middle East envoy Steve Witkoff met with the families of the hostages in Tel Aviv on Saturday, where he told them that Trump and he believe they will be 'successful' in negotiating a deal to bring all of the hostages home. 'Now we have to get all the 20 [live hostages] at the same time... we think that we have to shift this negotiation to all or nothing so that everybody comes home. We think it is going to be successful and we have a plan around it,' Witkoff said, according to Axios. 'President Trump now believes that everybody ought to come home at once - no piecemeal deals. That doesn't work.' Ceasefire talks have continued to stall between Hamas and Israel as a starvation crisis spreads in Gaza, with a United Nations (UN)-backed international food security body warning that there is a 'worst-case famine scenario' unfolding in the region.
