Ludhiana: Chairman of Ludhiana Improvement Trust (LIT) Tarsem Bhinder has held a meeting with officials concerned of the trust and asked them to expedite public-related works to reduce public grievance redressal time.
Recently, in a meeting with cabinet minister Sanjeev Arora, a discussion took place about the works of LIT. Arora mentioned that he had received many complaints from the public that the trust's registry, transfer, ownership entry, NOC and NDC works were pending for a long time and the public was facing harassment. He asked the LIT chairman to pay attention to the public issues. Following this, Bhinder strictly instructed all staff members to ensure that public works were completed within the stipulated time without unnecessary delay, as per the Right to Service Act, so that the trust did not have to face any kind of litigation.
Along with this, Bhinder also strictly instructed the technical branch to take action regarding illegal encroachments and constructions taking place in various development schemes of the trust. Apart from this, Bhinder claimed that for the convenience of the general public, he was available for public works at all times. However, if any person still faces any problem in getting their work done at the LIT office, they could directly submit their written application to the undersigned, and the undersigned will ensure that the work of the public is completed within the stipulated time as per the rules/instructions.

The groundwater levels in Karnataka are falling steadily, and the State now ranks ninth in the country in terms of water depletion, noted Minor Irrigation Minister N.S. Boseraju, even as the Legislative Council on Thursday passed the Karnataka Groundwater (Regulation and Control of Development and Management) (Amendment) Bill, 2025. The Bill aims to check the year-on-year depletion of groundwater levels and to increase the availability of groundwater. The Bill makes it mandatory to obtain a No Objection Certificate (NOC) for digging borewells in notified areas. It also proposes levying charges for groundwater extraction, along with several other regulatory measures. He noted that the Bill is being brought in line with directions from the Central government, and similar legislation has already been implemented in 15 other States. 'Water is Future' To raise awareness about the importance of water and encourage groundwater recharge, the State government is planning to organise year-long programmes under the banner 'Water is Future' across Karnataka. These programmes will be held through urban and rural local bodies. Volunteers will be selected to serve as free brand ambassadors to promote the campaign. The government has earmarked over ₹5 crore for this initiative, Minor Irrigation Minister N.S. Boseraju informed the Legislative Council The Bill offers exemption from obtaining NOCs for borewells drilled for domestic use, rural drinking water schemes, and those drilled exclusively for drinking water purposes by urban and rural defence establishments, and institutions of the central armed forces. However, large-scale water supply users will be charged appropriately depending on the quantum of groundwater drawn. While industries, mining, infrastructure projects, residential apartments, and housing societies are exempted from obtaining NOCs, the law specifies the daily limits on the amount of groundwater they may extract. During the debate, members, including Ivan D'Souza, D.T. Srinivas and Balkis Banu from the Congress, P.H. Pujar, N. Ravikumar, D.S. Arun, Bharati Shetty, Chidananda Gowda, Gopinath and Hemalatha Nayak from the BJP and Govindaraju, T.A. Saravana and Manjegowda from JD(S), expressed concern over the falling groundwater levels. Members, cutting across parties, urged the government to take steps not only to reduce groundwater usage but also to augment recharge. Members stressed the need to make rainwater harvesting mandatory, saying that if the piped supply is improved, people would not be forced to depend on borewells.

New Delhi: India reduced its carbon intensity by 7 per cent in the nine-year period up to FY24 with increasing share of renewable energy in the grid and adoption of efficient energy technologies, Parliament was informed on Thursday. The government is aware that coal-based power currently contributes the largest share in the country's electricity generation mix, Minister of State (MoS) for Power Shripad Naik said in written a reply to Lok Sabha. He said India remains firmly committed to combating climate change while ensuring energy security, affordability and accessibility as critical inalienable priorities to ensure growth and development alongside the economy's transition towards achieving 'Net-Zero' emissions by 2070. "With the steadily increasing share of RE in the grid and promotion of clean and efficient energy technologies, there has been significant decrease of about 7 per cent (from 0.78 kg / KWh in 2014-15 to 0.72 Kg/KWh in 2023-24) in average carbon emission intensity of grid electricity in India," Naik said. In its updated Nationally Determined Contribution (NDC) submitted to the United Nations Framework Convention on Climate Change (UNFCCC) in August 2022, India targeted to achieve about 50 per cent of its cumulative electric power installed capacity from non-fossil fuel based energy resources by 2030. However, the country achieved this goal 5 years ahead, the minister said. As on July 31, 2025, the share of non-fossil fuel based installed capacity was 50.25 per cent of total installed generation capacity, he said. Permitting 100 per cent foreign direct investment, notifying Renewable Purchase Obligation, Renewable Consumption Obligation, and schemes like PM-KUSUM and PM Surya Ghar Muft Bijli Yojana are some of the initiatives introduced by the government to increase RE adoption in the country.

New Delhi: With the steadily increasing share of renewable energy in the national grid and promotion of clean and efficient energy technologies, there has been significant decrease of about 7 per cent (from 0.78 kg / KWh in 2014-15 to 0.72 Kg / KWh in 2023-24) in average carbon emission intensity of grid electricity in India, the Parliament was informed on Thursday. Minister of State for Power Shripad Naik said that India has already achieved the target of 50 per cent of its installed electricity generation capacity from renewable energy this year, which was fixed for 20230. "In its updated Nationally Determined Contribution (NDC) submitted to the United Nations Framework Convention on Climate Change (UNFCCC) in August 2022, India has targeted to achieve about 50 per cent of its cumulative electric power installed capacity from non-fossil fuel-based energy resources by 2030. As of July 31, 2025, the share of non-fossil fuel-based installed capacity has become 50.25 per cent of total installed generation capacity," Naik said in a written reply to a question in the Lok Sabha. India remains firmly committed to combating climate change while simultaneously ensuring energy security, affordability and accessibility as critical inalienable priorities to ensure growth and development alongside the energy transition of the economy towards achieving 'Net-Zero' emissions by 2070, he added. In order to increase the share of renewable energy in India's electricity generation mix, the government has taken various measures. The Ministry of New & Renewable Energy (MNRE) has issued a Bidding Trajectory for the issuance of RE power procurement bids of 50 GW/annum by Renewable Energy Implementing Agencies from FY 2023-24 to FY 2027-28, and FDI has been permitted up to 100 per cent under the automatic route. Inter-State Transmission System (ISTS) charges have been waived for the inter-state sale of solar and wind power for projects to be commissioned by June 30, 2025, for Green Hydrogen Projects till December 2030 and for offshore wind projects till December 2032. Standard Bidding Guidelines for tariff-based competitive bidding process for procurement of Power from Grid Connected Solar, Wind, Wind-Solar Hybrid and Firm & Dispatchable RE (FDRE) projects have also been issued. Besides, schemes such as the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM), PM Surya Ghar Muft Bijli Yojana, the National Programme on High-Efficiency Solar PV Modules, the National Green Hydrogen Mission, and the Viability Gap Funding (VGF) Scheme for Offshore Wind Energy Projects have been launched. A scheme for setting up of solar parks and ultra mega solar power projects is also being implemented to provide land and transmission to RE developers for installation of RE projects at large scale and laying of new transmission lines and creating new sub-station capacity has been funded under the Green Energy Corridor Scheme for evacuation of renewable power, the minister further stated. The minister further stated that the government is also promoting the adoption of electric vehicles. Production Linked Incentive Scheme for the Automobile and Auto Component Industry has been introduced to boost the manufacturing of electric vehicles. The government has also waived registration and permit fees for EV owners. The PM E-DRIVE scheme was notified on September 29, 2024, for the promotion of electric mobility and to reduce dependence on fossil fuels in the country. This scheme aims to incentivise the sale of e-2W, e-3W, e-Trucks, e-Ambulances, and e-buses. The scheme also supports the development of charging infrastructure and the upgradation of vehicle testing agencies. Besides, the PM e-Bus Sewa-Payment Security Mechanism Scheme was introduced on October 28, 2024, and aims to support the deployment of more than 38,000 electric buses. The objective of the scheme is to provide payment security to e-bus operators in case of default by Public Transport Authorities, the minister added.
