Foreign investors free to own real estate outside Makkah, Madinah

Saudi Arabia's Ministry of Investment has announced that foreign investors will be permitted to own and sell real estate outside Makkah and Madinah for the purpose of carrying out their investment activities, reported the Saudi Gazette.
For this, the ministry has cited some conditions for foreign investors to obtain permission to engage in such business.
Most notable among these conditions is that the property is located outside the boundaries of these holy cities and that the purpose of selling the real estate is not for commercial speculation, which refers to buying and selling assets such as stocks, commodities, or real estate with the expectation of profiting from price fluctuations, stated the report citing the ministry.
As per a recent report, foreign investor firms are required to obtain the ministry's approval to own real estate in terms of personal residences, industrial facility headquarters, company administrative headquarters, residential facilities for employees, and warehouses.
The ministry pointed out that there will be no financial fee for this service, and that the service is provided by the ministry to beneficiaries through the ministry's e-services portal within five business days.
The only documents required will be the municipality's building permit or a letter of approval from the municipality, or a statement indicating the type of use of the land to be acquired issued by an official authority, and a copy of the deed to be acquired.
Real estate development establishments seeking to implement a real estate project or sell it are required to submit a report from an engineering office accredited by the Saudi Council of Engineers detailing the total cost of the project, as well as a copy of the deed to be acquired or sold, said the Saudi Gazette report.
The project cost must be no less than SR30 million for land and construction, and must be located outside the boundaries of Makkah and Madinah stated the report.
The establishment must also commit to utilise the land to be acquired within five years, it added.

The companies, drawn from strategic sectors, include firms in future health, energy and industry, education and human capital, and environmental sustainability. The majority — 13 firms — focus on future health, while six are in sustainability and basic needs, and three each in education and energy. The program is designed to increase private sector participation in RDI, support talent development, and create high-skilled jobs. The targeted outcomes by 2030 include generating over SR25 billion in total market value and creating more than 7,000 jobs, with three of the companies expected to reach unicorn status. The startups represent 12 countries, including the United States, Germany, France, the United Kingdom, Canada, Switzerland, Australia, and the UAE. Participating firms include Stargate Hydrogen, SecureOneLabs, Aitonomi, NovaLunas, and Deepdrill AG, among others. This initiative supports broader national efforts to expand the Kingdom's innovation capacity, strengthen private sector R&D, and contribute to economic diversification, according to the authority.

The total number of people travelled through the airports across Saudi Arabia exceeded 128 million during the year 2024, and this figure marks a 15 per cent increase compared to the previous year. According to the Air Transport Statistics Publication 2024, published by the General Authority for Statistics (GASTAT), there has been a notable increase in both passenger and air cargo traffic at the Kingdom's airports last year compared to 2023, reported Saudi Gazette. The number of International flight passengers surpassed 69 million, representing a 14 per cent rise from 2023, while domestic flight passengers exceeded 59 million, an increase of 16 per cent from the same year. King Abdulaziz International Airport, Jeddah topped the list in terms of passenger numbers, receiving around 49 million passengers with a growth rate of 14 per cent, followed by King Khalid International Airport, Riyadh, which handled 37.6 million passengers with an 18 percent increase. King Fahd International Airport, Dammam came third, serving 12.8 million passengers with a 15 per cent increase. The average daily number of domestic flight passengers at the Kingdom's airports reached approximately 162,000, while the average number for international flights stood at around 189,000. Regarding air cargo, total cargo volumes reached 1.2 million tons in 2024, recording a 34 per cent increase compared to 2023. March was the peak month for cargo traffic, with a total of 123,000 tons. The cargo volumes were distributed as follows: 64,000 tons of outbound cargo, 720,000 tons of inbound cargo, and 407,000 tons of transit cargo. The total number of aircraft in the Kingdom's fleet reached 361, representing an 11 per cent increase compared to 2023. Commercial aviation fleet recorded the highest share, with 258 aircraft, an increase of 12 percent over 2023, and a capacity of more than 250 passengers, totaling 97 aircraft. Meanwhile, the general aviation fleet included 103 aircraft, marking a 7 per cent increase. As part of efforts to develop the air transport industry, the publication is released annually by GASTAT to provide accurate data and indicators on the Kingdom's air transport system, including passenger movement, flights, and cargo operations across both commercial and general aviation sectors.

The International Air Transport Association (IATA) revealed that the aviation sector plays an enhanced vital role in Saudi Arabia, with its economic impact reaching a contribution of SR340 billion ($90.6 billion), equivalent to 8.5 per cent of the country's gross domestic product (GDP), reported Saudi Gazette. IATA expects a robust growth in the aviation sector's contribution to GDP with increased investments in infrastructure, talent development, and other sectors, according to a research study, published by the association, focusing on the sector's economic impact in Saudi Arabia. The aviation sector's contribution to the Saudi economy includes broader supply chains and tourism activities, while the sector directly employs 141,000 people and provides a total of 1.4 million jobs, including indirect jobs.
