Old Rent.. Between Justice and Humanity

The Old Rent Law, an exceptional law issued during World War II, allowed the state to intervene in the relationship between landlord and tenant. Since its issuance, it has been a matter of debate. It was issued under exceptional circumstances resembling martial law, specifically with the implementation of the Exceptional Rent Law in 1944. It was subsequently amended by Law No. 121 of 1947, and interference in the rental relationship continued to a greater extent after the July 1952 Revolution.
Amendment No. 21 of 1992 further distorted the relationship between landlord and tenant.
Years ago, I Launched a campaign in Al-Akhbar newspaper against old rents. During the campaign, I met with a number of buildings' owners in areas such as Zamalek and Garden City. These were luxury buildings overlooking the Nile, but their revenues were insufficient even for their maintenance. Most of the tenants were retired, and their pensions were only enough to pay the rent, which did not exceed a few pounds.
This skewed reality has always been a subject of debate, especially after the Supreme Constitutional Court's 2002 ruling, which declared certain provisions of non-residential rental laws unconstitutional. This ruling was considered the beginning of a reconsideration of the entire system. The exceptional law issued in 1961 had established lifetime rental relationships and even passed them on to the second and third generations, creating a state of stagnation that lasted for decades.
Well, we need to protect the landlord's rights and grant him the right to benefit from his property, but at the same time, we cannot ignore the reality of the tenant who has lived in this apartment for decades, settled there, and has no alternative.
Law No. 4 of 1996 was issued, opening the door to fixed-term rental contracts with new terms. This meant we now had two laws, which is unconstitutional, as all Egyptians are equal before the law.
The issue is not just legal, but also social and humanitarian, and requires realistic solutions. Many of these property owners have become millionaires on paper, while tenants in very upscale neighborhoods pay symbolic rents that are disproportionate to the reality.
Today, the old rent law is before the Parliament once again to discuss this thorny humanitarian issue.
I hope we can reach a just and humane law, which is a difficult equation.

Taarek Refaat The Palestinian Ministry of Foreign Affairs and Expatriates said on Friday that settlement expansion and incursions into the West Bank by Israeli occupation leaders require effective international mechanisms to halt annexation plans. In a statement reported by the Palestinian News Agency (WAFA), the Palestinian Ministry of Foreign Affairs stressed that the incursions into the occupied West Bank by ministers of the occupation government, the settlers' encroachment on its land, streets, and citizens' property, and the boasting about building 22 new settlements constitute an Israeli attempt to destroy the two-state solution and a blatant disregard for United Nations resolutions and international law, as well as for the international consensus rejecting settlements, which violate international law and directly threaten the establishment of a Palestinian state. Mohamed Mandour The Muslim Council of Elders participated in the Astana International Forum (AIF), hosted in the Kazakh capital, Astana, under the theme 'Connecting Minds: Shaping the Future.' The forum, held from May 29 to 30, brought together a wide range of global leaders and decision-makers and aimed to advance international dialogue and multilateral cooperation to address complex global challenges that require coordinated and comprehensive responses. During a panel session titled 'The Innovation Challenge: Making Climate Action Work for All,' the Muslim Council of Elders emphasized that the Document on Human Fraternity—signed in Abu Dhabi in 2019 by Dr. Ahmed Al-Tayeb, the Grand Imam of Al-Azhar and Chairman of the Muslim Council of Elders, and the late Pope Francis, former head of the Catholic Church—advocates the values of peace, justice, solidarity, and respect for the environment. The document is founded on the shared ethical and spiritual principles of the world's religions. The Council added that all religions call for respect for nature, the prevention of corruption on Earth, and the assumption of responsibility toward creation. These are not only spiritual principles but also moral foundations that can serve as a global reference point to support climate action. Hamas says consultations still ongoing regarding Witkoff proposal

CAIRO – 30 May 2025: Hamas said on Friday that it is still consulting with Palestinian forces and factions regarding the US Middle East envoy Steve Witkoff ceasefire proposal in Gaza that was received via mediators. In another statement, the Democratic Front for the Liberation of Palestine (DFLP) called on the Hamas leadership to exert more efforts, in cooperation with Arab mediators, to reach an agreement to halt the aggression in the Gaza Strip, even for 60 days. The statement explained that this period would be sufficient to allow for regional and international initiatives to develop the situation in the favor of the Palestinian people. The official spokesman for DFLP said that given the impasse in the ongoing negotiations with the US administration to halt the aggression on the Gaza Strip, due to Washington's clear bias towards the Israeli position of continuing the war, the Front is fully confident that the Hamas leadership is fully aware of the grave dangers facing our people if a ceasefire is not reached immediately. High hopes are pinned on the US Middle East envoy Steve Witkoff ceasefire proposal in Gaza after Israeli PM Benjamin Netanyahu announced accepting it; while Hamas said in a statement that it has received it via mediators and will 'study it responsibly'. The new suggested proposal is to secure a 60-day ceasefire in Gaza and allow aid to enter the Strip following the two sides' approval. The White House also expressed its optimism with the new proposal from envoy Steve Witkoff according to Axios, saying that this proposal expected to help bridge the remaining gaps between Israel and Hamas and produce a ceasefire and hostage deal in Gaza soon. 'If each side moves just a bit, we could have a deal within days,' Axios quoted a source. In case Hamas announced its approval; the United States President Donald Trump will explain details of the new brokered deal. According to Israeli reports, Witkoff has affirmed repeatedly Trump's commitment to reaching a ceasefire in Gaza. The proposal states that US, Egypt, and Qatar are listed as guarantors for maintaining the ceasefire over the 60-day period and any potential extension. Trump will be guaranteeing Israel's compliance, while Hamas is to release 10 living hostages and the remains of 18 individuals—half on the first day and half on the seventh day of the ceasefire, according to the proposal. Also, humanitarian aid is to be delivered to Gaza once both sides agree on the ceasefire and its distribution will be coordinated by the UN and the Red Crescent. On the tenth day of the ceasefire, Hamas is expected to provide full information regarding all remaining hostages. The Israeli occupation authorities have closed the Gaza crossings since March 2, following the end of the first phase of the ceasefire agreement. An agreement to consolidate the ceasefire was not reached, and Israel violated it with airstrikes on March 18, resuming its ground incursion and occupying various areas of the Gaza Strip. Israel also blocked relief aid and reconstruction equipment from entering Gaza. Limited aid trucks resumed entry into Gaza on Monday, May 19.
