Panaji:
Chief minister Pramod Sawant said in the House on Friday that the zonal master plan for eco-sensitive zones is ready.
He said govt has received permission for drafting the Coastal Zone Management Plan (CZMP) 2019.
Once finalised, structures within 50 metres of the high tide line in urban areas will benefit, he said.
MLAs sought the finalisation of the CZMP 2019 for the benefit of traditional coastal inhabitants. Calangute MLA Michael Lobo requested periodic checks by the tourism department on licences and insurance papers of water sports operators, as a means to avert accidents.
The tourism department provides licences and renews them but doesn't check whether the boats are licensed and insured, Lobo said.
Benaulim MLA Venzy Viegas said the state's coastal and biodiversity bodies don't have a full-fledged plan to restore sand dunes. He called for a policy to protect khazan lands and ways to deal with mangroves encroaching on fields.

Bill to form trust for Mathura's Banke Bihari temple introduced in UP Assembly

Lucknow, Three bills, including the Shri Banke Bihari Temple Trust Bill, 2025, were introduced in the Uttar Pradesh Assembly on the third day of the monsoon session on Wednesday. Bill to form trust for Mathura's Banke Bihari temple introduced in UP Assembly The Shri Banke Bihari Temple Trust Bill provides for the formation of a board of government-appointed trustees, including 11 nominated and seven ex-officio members. The nominated members will include three eminent persons related to Vaishnav traditions, sects or peeths, three eminent persons related to other traditions, sects and peeths of Sanatan Dharma, which may include seers, gurus, scholars, mahants, acharyas etc. Besides, three persons belonging to any branch or sect of Sanatan Dharma, who could be from any field, such as educationists, scholars, entrepreneurs, social workers etc. Two members will be nominated from the Sevayat Goswami tradition in the temple, who are descendants of Swami Shri Haridas Ji. There is a provision in the bill for ex-officio members, including the Mathura district magistrate and senior superintendent of police, the city commissioner, the chief executive officer of the Uttar Pradesh Braj Tirtha Vikas Parishad, an officer from the charitable department of the state government, the chief executive officer of the Shri Banke Bihari Ji Temple Trust and any other member appointed by the government. Highlighting the objectives and reasons of the proposed bill on behalf of Chief Minister Yogi Adityanath, Parliamentary Affairs Minister Suresh Kumar Khanna said the Banke Bihari temple in Vrindavan town of Mathura district is an ancient and world-famous shrine. Every year, a large number of devotees and tourists visit the temple that is spread over around 870 square metres, including a scenic courtyard that covers about 365 square metres. The House was informed that devotees and visitors face great inconvenience due to the very narrow path leading up to the temple. On August 20, 2022, two devotees died due to an excessive crowd in the temple and there is an urgent need for efficient crowd management, the Assembly was told. Thus, it has been decided that a trust called "Shri Banke Bihari Ji Mandir Nyas" will be constituted for the all-round development of the temple and to look after pilgrimage, religious, cultural, spiritual and establishment-related aspects. It was clarified that since the state legislature was not in session and immediate legislative action was required for this work, the Uttar Pradesh Shri Banke Bihari Ji Mandir Nyas, 2025 was issued by the governor on May 26. This bill has been introduced to replace the ordinance. Apart from this, the Uttar Pradesh Fiscal Responsibility and Budget Management Bill, 2025 and Uttar Pradesh State Public Service Commission Bill, 2025 were also introduced in the House. Yogi Govt vows stern action on Fatehpur incident; Finance Minister Khanna warns against vigilantism

The Uttar Pradesh government has taken a tough stand on the recent Fatehpur incident, with Finance and Parliamentary Affairs Minister Suresh Khanna assuring the state assembly that those responsible will face strict action under stringent legal provisions. Rejecting allegations of government involvement raised by Leader of the Opposition Mata Prasad Pandey, Khanna declared that maintaining law and order is 'non-negotiable' and that no one taking the law into their own hands will be spared. Khanna informed the House that an FIR was registered on August 11 at Kotwali police station against 10 named individuals and 150 unidentified persons. The case has been filed under serious sections of the Indian Penal Code, including 190, 191(2), 191(3), 301, and 196, along with provisions of the Criminal Law Amendment Act-7 and Sections 2 and 3 of the Public Property Damage Prevention Act. 'The FIR itself is proof that the government is doing its job. Vigilantism will not be tolerated, and strict action will be taken against every accused,' Khanna said. He emphasized that legal proceedings were initiated promptly, demonstrating the government's zero-tolerance approach to disorder. Khanna dismissed claims that the state administration had any role in the incident, calling such allegations baseless and politically motivated. 'The opposition is unnecessarily giving a political colour to the matter. The police acted swiftly, and no one will escape punishment,' he stated. The minister reaffirmed that law and order remain the top priority for Chief Minister Yogi Adityanath's government, warning that any attempt to disrupt peace or create chaos will be dealt with firmly. By initiating swift legal action and invoking both IPC and special law provisions, the Yogi government has sought to send a clear message: unlawful acts and mob behavior will be met with uncompromising enforcement, ensuring accountability and protecting public order across Uttar Pradesh.
