
Westfield hopes to set itself apart from Hamilton County neighbors with another downtown project
'This is going to be the structure you're going to see as you come off U.S. 31 into downtown Westfield, so we wanted to make sure we got this one right,' said Mayor Scott Willis after the development, called Jersey 32, was introduced to city council on May 27.
If approved, the development would be built on the northeast corner of Jersey and Poplar Streets. Brian Simons, of Skender Construction, told city councilors that the project will be anchored by a five-story parking garage, which will bring almost 600 parking spaces to downtown.
'Every time we come downtown to dine, we know that there's a shortage of parking and that's been discussed over and over at council,' Simons said.
The project includes 235 apartment units, 15,500 square feet of office space, 43,500 square feet of retail space and a standalone, high-end restaurant. It also includes two roof decks, one with a pool that overlooks the nearby Grand Junction Plaza, public plaza areas and greenspace with water features.

The developers are already on their 14th version of the project after working with neighbors and city staff to get feedback, Simons said. He added that Skender Construction plans to move its Indiana headquarters from Carmel into a portion of the planned office space at the development.
The retail space is expected to be filled by 'micro retailers,' similar to businesses along Mass Ave in Indianapolis or in Carmel's downtown, Simons said.
The mayor expects the development, if approved, to attract young people as well as retirees with its unique apartment concepts.
"When you look out from the pool into Grand Junction, it's a million-dollar view," Willis said.
He added the greenspace and water features that separate the development from Poplar Street and State Road 32 set it apart from downtown developments in neighboring Hamilton County cities.
One rendering shown to city councilors included a small waterfall and fountain feature integrated into the green space and adjacent to the sidewalks at the development.

'We want more green space,' Willis said. 'We want more attractive development in our community. And I think this really does a great job of capturing that.'
Information on financing for the project, including its total cost, was not presented at the May 27 meeting. City councilors are expected to vote on the project's development plans in August after it works through the Advisory Plan Commission. Councilors will also consider a separate bond ordinance for the project that has not yet been presented to them.
'I know we'll dive deeper into the financials as this thing gets its legs,' Willis said.
Financing for the Jersey 32 project will be similar to how Westfield is financing another nearby development project that will transform downtown, the mayor said. That means at least some tax dollars that would have otherwise gone to the city will likely be used to cover some costs associated with the project.
Earlier this month, councilors approved plans for the $123 million mixed-use development called Park & Poplar. That project is a public-private partnership between the city and developer Old Town. It includes a public plaza, parking garage, apartments, retail and office space.
City councilors still have to approve the bond ordinance for the Park & Poplar project, but Westfield is expected to pay for 18% or about $22 million of that project. About $11 million of that will be generated by tax increment financing, and $4 million of the city's portion will be covered by an Indiana Economic Development Corporation grant.
Bonds for the Park & Poplar project will be backed by the city. The majority, $19.5 million, of the city's costs will be used to build the parking garage and the rest is for the public plaza.
The city does not expect grant funding to cover any portion of the Jersey 32 project.
The Park & Poplar project includes 240 apartment units, 56 townhomes, a public plaza and parking garage with 523 spaces, 29,000 square feet of retail, which the developer believes will be occupied by a restaurant and 40,000 square feet of office space.
That project is set to be built on the southeast corner of Park and Poplar streets, adjacent to Midland Trace Trail and across from the new Westfield Washington Public Library.
The Jersey street project, introduced at the May 27 meeting, would be a short walk from the project already approved at Park and Poplar streets. The developments are both within walking distance the city's Grand Junction Plaza and 'Restaurant Row."
In January, the city council approved a transformative development project for the other side of downtown.
The $27 million project, called Ambrose on Main will be built on the northeast corner of North East Street and State Road 32. It will include 87 one and two-bedroom apartments, with 12,000 square of feet of commercial space, including a restaurant with outdoor seating. The project also includes a plaza and courtyard areas spanning 6,000 square feet, a 2,000 square foot rooftop patio and amenities such as a work-from-home lounge, an indoor and outdoor cafe, a state-of-the-art fitness center, indoor bike storage and a pet spa.
Willis has noted that Westfield is the only city in Hamilton County that has seen its downtown population decrease in the last decade as the development projects have come before city council.

Toronto's first Simons location marks 'new chapter' for department store: CEO
TORONTO — Wandering through Simons's newest store a day before it opened on Thursday, Bernard Leblanc had a quiet confidence despite the busyness surrounding him. Across almost every inch of the flagship store at Yorkdale mall in Toronto, staff were scurrying to unwrap and steam the last of the location's merchandise, vacuum carpets and dress mannequins. The seemingly menial tasks belied the enormity of what they were all preparing for: Simons's entry into the venerable Toronto market. That feat has been a long time coming. La Maison Simons is 185 years old but has taken such a methodical expansion outside its home province of Quebec that it only counted 17 stores until now. While it's long wanted to head to Toronto, it somehow detoured through Halifax, Vancouver and even the city's outskirts in nearby Mississauga before forging its way into the heart of Ontario on Thursday. Leblanc, the CEO of Simons, sees the entry as both a "new chapter" for the company and proof that "slow and steady wins the race." "Ultimately, we have owners that don't think in quarters. We think in generations," he said of the Simons family. They founded the business in Quebec City in 1840 as a dry goods retailer and charted its evolution into a department store beloved by Canadian fashionistas. Leblanc is the first non-family member to hold the company's top job and so there's a lot riding on the Toronto expansion. The retailer will spend a combined $75 million on the Yorkdale store and another to follow at the Eaton Centre this fall. Leblanc expects them to increase the company's annual sales by 15 per cent to $650 million. In some respects, his milestone is coming at a perfect time. The last eight months saw the fall of Simons' biggest competitor — 355-year-old department store Hudson's Bay — and a rise in consumer support for Canadian goods amid the tariff war. Simons' house brands, including Twik, Icône, Contemporaine and Le 31, make up 70 per cent of its stores' merchandise on average. While Leblanc is thrilled to see the patriotism having an effect on customers, he's not relishing the collapse of his rival, which filed for creditor protection under the weight of mounting debt in March. "I'm saddened by the fact that such a historical Canadian icon has left the market," he said of Hudson's Bay. "As a retailer, we like to have a very buoyant and dynamic retail industry, so having somebody exit is always a little bit of a shock to the industry." It was also a reminder to Simons that the company has to keep reinventing itself because "history and heritage is not a guarantee of success," he said. Simons has not publicly emerged as a bidder for any of the Bay leases or intellectual property. Nor has it "aggressively pursued specific brands that we didn't have because of exits from different people in the industry," Leblanc said. "We do scout the market globally for new upcoming brands and discover brands that people perhaps don't know about," he said. "That's more our focus, not so much coming in to be opportunistic, to pick up something that somebody left behind." But it's something that somebody left behind that helped make his company's Toronto ambitions a reality. Simons was only able to move into Yorkdale and Eaton Centre because U.S. department store Nordstrom decamped from Canada in 2023, saying it had been too hard to make a profit in the market. The massive properties Nordstrom held in some of Toronto's top shopping destinations presented the opportunity Simons had long been looking for. "We had been in discussions with Yorkdale for some time," Leblanc said. "We were here many years ago trying to see what potentially we could put together." At 118,000 square feet, the new, two-storey Yorkdale location will be the largest space in Simons's Ontario portfolio. It carries many of the same brands shoppers have come to expect from other markets — Herschel, JW Anderson and Lacoste. Unique to this location is a sprawling, geometric ceiling mural called "Ciel" from French artist Nelio that gives the store a fresh, airy feel. A "walk of frames" composed of 40 pieces from 24 artists brings another reason to linger in many of the store's nooks. Leblanc is betting the merchandise and store vibe will keep customers coming back and teach his company valuable lessons it can use as it continues to plot future growth. He named both Toronto and Vancouver as markets that may be able to support even more Simons stores but said for now he's focused on "taking it all in stride." "I'm really excited about making these two stores a success, starting with Yorkdale," he said. "And then we'll see where things take us." Coffee and tea prices continue to ramp up due to tariffs, worrying retailers and importers
While last month's consumer price index showed that food prices were effectively flat month over month, tariff-sensitive items like coffee beans, specialty teas and spices are showing signs of inflation, worrying small businesses selling those products. According to the Bureau of Labor Statistics, coffee prices surged 14.5% in July year over year. The average retail price for a pound of ground coffee hit $8.41. Overall, food prices were unchanged from June to July but remained 2.9% higher than a year ago, the data showed. Jessica Simons, owner of Bethany's Coffee Shop in Lincoln, Nebraska, told CNBC that her shop has seen prices go up 18% to 25% since January. "We had to put a 3% fee on the coffee because we are waiting for our new menus to be printed, reflecting the new price," said Simons. "But the prices have changed so quickly that we can't reprint menus every time the price goes up." Simons said in addition to coffee, the shop is paying increased prices on avocados and tomatoes. "We also have a restaurant and we employ 24 people," added Simons. "We are at a point where we don't have a choice but to raise prices. Our margins are thin. Small businesses are struggling with the rising costs of tariffs." The Tax Foundation recently calculated that almost 74% ($163 billion) of U.S. food imports will be facing tariffs. Josh Teitelbaum, senior counsel at Akin, said that companies that import unavailable natural resources such as coffee or coconut water don't have the option of on-shoring to avoid the tariff. "Their ability to shift sourcing to other countries is limited," said Teitelbaum. "They feel stuck facing a higher tariff no matter where they import from. The Administration does have a policy to accommodate this reality in some instances, but it's still a work in progress." Anjali Bhargava, founder of Anjali's Cup, which makes retail spice packages of Ayurveda-inspired turmeric and chai blends, said nearly all of their caffeine sources come from abroad. Bhargava's spices are sourced from Vietnam, Thailand, Africa, and South America; tea and peppercorn from India; saffron from Afghanistan; and special retail tin packaging is made in China. "Consumers will still drink tea, but they may get lower quality products from companies that can weather these costs," said Bhargava. "Small, bootstrapped brands that prioritize integrity and authenticity could be squeezed out entirely." Bhargava is concerned about the 50% tariff on tea from India, and said at the retailers where her product is sold, like Whole Foods, there is little room for major price changes. "The president frames this as punishing India, but it will primarily harm American small businesses, companies, and their employees, as well as American consumers," said Bhargava. "The 50% tariff on tea, not to mention the tariffs on my spices and other necessities, will devastate my already slim margins and could force me to raise prices that customers are already balking at, given the leverage my large competitors have." Bhargava has made concessions on her packaging, which was manufactured in China, but told CNBC she refuses to compromise on ingredients. "This tariff forces a choice between maintaining quality and staying in business, and many small businesses won't survive that choice," said Bhargava. "My chai concentrate uses organic single-origin Assam CTC tea that I can only get from India; There's no alternative source. I can't afford to stockpile like my larger competitors, especially given how unlevel the playing field already is." There are concerns as well that the impact of tariffs will flow further onto grocery stores into other products. That could be further amplified by the cuts to the SNAP program by the Big Beautiful Bill, all of which is leading to lower forecasts from retailers, according to Heather Rice, who leads the consumer, retail, industrial manufacturing, energy, and life science practice at KPMG. "Almost 9% of spending comes from those recipients," said Rice. "The amount of products on the shelves, I believe, will change based on where they source their products. Between our crops and exports, we can have blueberries 12 months out of the year. But I think with tariffs, we could see a change there, where you don't have blueberries all year long. I think we could see a product shift." Other fruits and beans not grown in the United States facing tariffs include bananas and kiwis. Bhargava said the global trade war is going to hurt everyone. "Coffee shops are already fighting for survival and need to protect their margins to keep the lights on. When authentic, quality products become unaffordable, the entire supply chain suffers. The tariffs will eliminate the diverse, authentic businesses that make American markets vibrant."
