The Monsoon Session of the Rajya Sabha began on Monday with five members taking oath of allegiance to the Constitution. This included three nominated members.
Among those who took oath were Birendra Prasad Baishya from the Asom Gana Parishad (AJP) and Kanad Purkayastha from the Bharatiya Janata Party (BJP). The nominated members who took oath were historian Meenakshi Jain, C Sadanandan Master, and former diplomat Harsh Vardhan Shringla.

Last Updated: The BJP earlier in the day declared CP Radhakrishnan as its vice-presidential candidate after a meeting of the party's Parliamentary Board Aiming to ensure a consensus and possibly an unopposed election, Defence Minister Rajnath Singh on Sunday reached out to Congress president Mallikarjun Kharge to seek opposition's backing for the NDA's vice-presidential candidate CP Radhakrishnan, sources said. They added that Singh has been tasked with coordinating the NDA's efforts for the election, while Union Minister Kiren Rijiju will serve as election agent, reported news agency ANI. It is a parliamentary convention for the ruling party or alliance to approach opposition leaders during elections to key constitutional posts such as the President, Vice President, Speaker and Deputy Speaker. The practice is aimed at building consensus for positions that are expected to remain above partisan politics. The BJP earlier in the day declared Radhakrishnan as its nominee after a meeting of the party's Parliamentary Board. Announcing the decision, BJP chief JP Nadda said the alliance would also approach other parties. 'We will talk to the opposition as well. We should also get their support so that together we can ensure an unopposed election for the post of Vice President." 'As we said earlier, we have been in touch with them, and our senior leaders have contacted them earlier as well and even now, we will remain in touch with them, and all our NDA colleagues have supported us. CP Radhakrishnan is our NDA's candidate for Vice President," Nadda added while addressing a conference. Radhakrishnan took charge as Maharashtra's Governor in July 2024, after a brief tenure as Governor of Jharkhand. He has also held additional responsibility for Telangana and Puducherry. A senior BJP leader from Tamil Nadu, he twice represented Coimbatore in the Lok Sabha, served as state party president, and later chaired the Coir Board. He won his first election from Coimbatore in 1998 with a margin of over 1.5 lakh votes. The Election Commission has scheduled the Vice Presidential election for September 9, with both polling and counting to be completed the same day. The deadline for filing nominations is August 21, and candidates will be able to withdraw their papers until August 25. The office fell vacant after Vice President Jagdeep Dhankhar stepped down on July 21, the opening day of the Monsoon Session of Parliament, citing health concerns. 'Everyone supports that key issues must be resolved with Ukraine's participation in a trilateral format – Ukraine, the US, and the Russian chief,' Zelenskyy said after talks with the Coalition of the Willing in Brussels on Sunday. Writing on X, he stressed that the guarantees must go beyond political gestures. 'Security guarantees, as a result of our joint work, must really be very practical, delivering protection on land, in the air, and at sea, and must be developed with Europe's participation.' Macron, for his part, made clear that Russia's proposals amounted to capitulation. 'There is only one state proposing a peace that would be a capitulation: Russia,' he said. Moscow's foreign ministry later denounced this as an 'abject lie.' Behind the scenes, sources cited by AFP claim that Washington had discussed proposals linked to territorial concessions. Shukla, who piloted the spacecraft to the space station as part of the Axiom-4 mission, was welcomed by Union space minister Jitendra Singh, Delhi chief minister Rekha Gupta and Isro chairman V Narayanan, and a large crowd of space enthusiasts at the airport. Posting on X later, minister Jitendra Singh said, 'A moment of pride for India! A moment of glory for #ISRO! A moment of gratitude to the dispensation that facilitated this under the leadership of PM Narendra Modi. 'As I sit on the plane to come back to India, I have a mix of emotions running through my heart. I feel sad leaving a fantastic group of people behind who were my friends and family for the past one year during this mission. I am also excited about meeting all my friends, family, and everyone in the country for the first time post mission. I guess this is what life is -- everything all at once," he said. In the 79th Independence Day speech at the Red Fort on Friday, PM Modi, while mentioning Group Captain Shukla's successful mission to ISS, had said that India is working towards becoming self-reliant in the space sector and preparing for the launch of Gaganyaan, its indigenous human space flight mission, and is also working on developing its own space station. In June, Shukla became the second Indian to go to space — after IAF wing commander Rakesh Sharma in 1984— as part of the Axiom-4 mission to the ISS. During the 18-day mission, Shukla, along with astronauts Peggy Whitson (US), Slawosz Uznanski-Wisniewski (Poland), and Tibor Kapu (Hungary), conducted more than 60 experiments and 20 outreach sessions aboard the ISS. He returned to the Earth on July 16.
