MoH Stands By Educational Enforcement Of Medicine Price Display Regulation
PUTRAJAYA, July 30 (Bernama) — The Ministry of Health (MOH) will continue focusing on education and awareness in enforcing the Price Control and Anti-Profiteering (Medicine Price Labelling) Order 2025, despite a pending judicial review application challenging the regulation.
Health Minister Datuk Seri Dr Dzulkefly Ahmad said the ministry respects the legal process but is committed to ensuring smooth implementation of the order through educational enforcement.
'We will continue with this approach to avoid enforcement gaps while the court process is ongoing,' he told reporters after officiating the 2025 National Health Technology Assessment Conference and the 30th anniversary of the Malaysian Health Technology Assessment Section (MaHTAS) here today.
The regulation, which came into force on May 1, mandates all private clinics and community pharmacies to display medicine prices on shelves, in catalogues or on written price lists, under the Price Control and Anti-Profiteering (Medicine Price Labelling) Order 2025.
Dr Dzulkefly was responding to reports that the Malaysian Medical Association (MMA) and seven other organisations have applied for leave to initiate a judicial review of the order.
Among the applicants are the Sabah Private Practitioners Association (APPS), the Malaysian Association for the Advancement of Functional and Interdisciplinary Medicine (MAAFIM), the Malaysian Muslim Doctors Association (PERDIM), and the Federation of Private Medical Practitioners' Associations Malaysia (FPMPAM).
On May 4, Dr Dzulkefly had clarified that no fines or compounds would be issued during the first three months of enforcement, as the ministry's priority was on stakeholder education.
As of now, neither MOH nor the Ministry of Domestic Trade and Cost of Living (KPDN) has announced an extension to the grace period, which ends tomorrow (July 31).

KUALA LUMPUR, Aug 2 — The Health Ministry (MOH) has inspected 281,381 premises throughout the country under Op Selamat Paru-Paru (Op Selamat PaPa) conducted since Oct 1, 2024. Its minister, Datuk Seri Dzulkefly Ahmad said that 459 investigation papers were opened under the Control of Smoking Products for Public Health Act 2024 (Act 852), 340 for advertising smoking products, 68 for selling smoking products not according to set prices and 51 for manufacturing, importing or distributing smoking products not according to proper packaging and labelling. 'The operation is a significant step to protect the young generation from the dangers of smoking products, including electronic cigarettes and vape,' he told reporters after attending the launch of the national level Op Selamat PaPa here yesterday, after joining an operation at the area around KL Traders Square, where he distributed flyers on Act 852 to traders. Act 852 came into effect on Oct 1, 2024 and was introduced to strengthen controls over the sale, advertising and promotion of all smoking products and is specially for non-adults aged under 18, who are prohibited from being involved with the sale, purchase or use of any smoking product. — Bernama

MOH inspects 281,000 premises under Op Selamat Papa to curb smoking
KUALA LUMPUR: The Health Ministry (MOH) has inspected 281,381 premises nationwide under Op Selamat Paru-Paru (Op Selamat PaPa) since its launch on October 1, 2024. Health Minister Datuk Seri Dzulkefly Ahmad revealed that 459 investigation papers were opened under the Control of Smoking Products for Public Health Act 2024 (Act 852). Of these cases, 340 involved advertising smoking products, 68 were related to selling smoking products at non-compliant prices, and 51 concerned improper manufacturing, importing, or distributing of smoking products. 'This operation is crucial to shield the younger generation from the risks of smoking products, including e-cigarettes and vape,' Dzulkefly said during a press conference after the national launch of Op Selamat PaPa. The minister also participated in an enforcement operation at KL Traders Square, distributing flyers on Act 852 to traders. Ops Selamat PaPa launched to enforce vape and smoking laws PETALING JAYA: The Health Ministry has initiated a special operation to enforce the law on smoking and vape offences, paving the way for a possible ban on vapes in the future. Codenamed, Operasi Selamat Paru-Paru (Ops Selamat PaPa), Health Minister Datuk Seri Dr Dzulkefly Ahmad said among enforcement priorities in this operation were product registration and ban on advertising, promotion and sponsorship. Under the special ops, enforcement officers will also scrutinise control over the sale and packaging of smoking products, he added. 'Ops Selamat PaPa is done to strengthen the enforcement under the Control of Smoking Products for Public Health Act 2024. It is being conducted simultaneously nationwide.
