Tight race likely in Assam, seat-sharing suspense in TN as EC announces polls for 8 Rajya Sabha seats

Indian Express27-05-2025

The Election Commission (EC) on Monday announced June 19 as the polling date for the eight Rajya Sabha seats – two in Assam and six in Tamil Nadu – which will fall vacant over the next two months.
Both the ruling NDA as well as the Opposition do not have the numbers to win both the seats in Assam. While in Tamil Nadu, constituents of both the DMK-led ruling alliance as well as the NDA are in the dark over seat distribution.
In Assam, two seats will fall vacant as the terms of Birendra Prasad Baishya of the Asom Gana Parishad (AGP) – an NDA ally – and the BJP's Mission Ranjan Das will end on June 14.
In the 126-member Assam Assembly, each Rajya Sabha candidate would require 42 votes to win the poll. The ruling NDA with 80 MLAs (BJP: 64, AGP: 9 and UPPL: 7) has the numbers to comfortably win one seat, but is likely to fall short by four votes in the second seat.
The Congress, which has 26 MLAs and is likely to get the support of the lone CPI(M) MLA, is believed to be eyeing the support of the 15 MLAs of the All India United Democratic Front (AIUDF) and three of the Bodoland People's Front (BPF) to spoil the BJP's chances.
The NDA's tally in the Rajya Sabha will not see a change if it manages to win both the seats.
Currently, the NDA has 128 members in the Upper House while the Opposition has 89 MPs. Non-aligned parties like the YSRCP, BRS, BJD, BSP and MNF have 20 members while eight seats are currently vacant
In Tamil Nadu, the terms of six members – Anbumani Ramadoss (Pattali Makkal Katchi), N Chandrasegharan (AIADMK), M Shanmugam (DMK), P Wilson (DMK), M Mohamed Abdulla (DMK) and Vaiko (MDMK) – will expire on July 24. While the AIADMK and the PMK are constituents of the NDA, PMK is a part of the DMK-led INDIA bloc in the state.
As Tamil Nadu has a 234-member Assembly, each candidate would require a minimum of 34 votes to win a Rajya Sabha poll.
The INDIA bloc, with 158 members (DMK: 133, Congress:17, VCK: 4, CPI: 2, CPI(M): 2) is set to comfortably win four seats while the NDA (AIADMK: 66, BJP: 4, PMK: 5) looks poised to win two.
However, it remains to be seen if the DMK gives a seat to Kamal Haasan's Makkal Needhi Maiam (MNM), which had joined the INDIA bloc ahead of the 2024 Lok Sabha polls but did not field candidates after it was reportedly promised a Rajya Sabha berth.
With the BJP replacing its firebrand state chief K Annamalai to 'facilitate' the re-entry of the AIADMK into the NDA, it remains to be seen if its new coalition partner will return the 'favour' with a Rajya Sabha seat.
J&K bypolls
A day after the EC announced five Assembly bypolls in four states but left out the two seats in Jammu and Kashmir, the National Conference (NC) on Monday questioned the delay and appealed to the poll panel to hold Rajya Sabha polls in the Union Territory (UT) at the earliest.
'Jammu and Kashmir has a right to representation in the Rajya Sabha. I appeal to the EC to hold elections as soon as possible. Moreover, Assembly by-elections are taking place everywhere except for Budgam and Nagrota. Why is there a delay only in Jammu and Kashmir?' NC chief spokesperson Tanvir Sadiq asked.
The Budgam Assembly segment fell vacant after Chief Minister Omar Abdullah decided to give it up and retain Ganderbal while the Nagrota seat fell vacant following the death of BJP leader and incumbent MLA Devender Rana soon after last year's polls.

Ludhiana: E-rickshaws with jingles buzz through bypoll campaigns

At a time when candidates are dabbling with reels, hashtags, digital filters, and social media platforms to lure voters; several political parties in Ludhiana West have roped into a more traditional, yet creative, approach, e-rickshaws fitted with loudspeakers playing catchy campaign jingles and rhyming slogans. These battery-operated vehicles are being used as mobile platforms to promote candidates and connect with residents in a more engaging and accessible manner. The jingles, mostly written in Punjabi and set to familiar tunes, include the candidate's name, party symbol, subtle jibes at opponents, and promises of development. So far, parties like the Aam Aadmi Party (AAP) and Bharatiya Janata Party (BJP) have adopted this method for street campaigning, while Congress and others are yet to follow suit. Shedding light on the trend, Vikram Anand, owner of Khushi Advertisers, a firm that composes and records these jingles for political campaigns, said, 'Political parties approach us with slogans and key points they want highlighted. Based on that, we compose jingles in a catchy meter with rhyming sentences that reflect their message.' Anand noted the costing model as well, by stating, 'We charge around ₹1,000 per e-rickshaw. Out of this, ₹300 is for recording the message, ₹400 covers the flags and banners, and the remaining ₹300 goes to the driver.' He added that once candidates receive permission letter from the Election Commission to use e-rickshaws for campaigning, his firm provides the fully equipped vehicles within 24 hours. 'These musical rickshaws are a creative way to connect with people. They help spread the message even when candidates are busy with door-to-door visits and public meetings,' Anand noted. In recent days, streets across Ludhiana West have been buzzing with these campaign songs. BJP's rickshaws, decked with party flags and sound systems, have been using terms like 'Lotu Tola' in reference to the Aam Aadmi Party, urging voters to back local leadership instead of 'outsiders from Delhi.' On the other hand, e-rickshaws promoting AAP candidate Sanjeev Arora are playing jingles like 'Na gussa na ahankaar, badhegi vikas di raftaar,' encouraging voters to support the ruling party for fast paced development in the West constituency.

Rahul's allegations on M'rashtra polls baseless: Karnal MP

Union energy minister Manohar Lal Khattar on Sunday refuted the recent claims by Leader of Opposition in Lok Sabha, Rahul Gandhi, regarding 'rigging' in the Maharashtra assembly elections, saying the public have already rejected them. Khattar was speaking to reporters on Sunday after concluding a workshop on the completion of 11 years of Prime Minister Narendra Modi-led NDA government at the Karnal Lok Sabha constituency. The Karnal MP also took a dig at the Congress leader for his recent attempts to re-build party organisation in Haryana. 'They must have accelerated the process but the outcome is important. Even we are waiting that they are able to build the party structure at the earliest. I've offered them in the past that if they are not able to do so, they should hire someone from us as advisor,' he added. Earlier, he addressed the gathering that included cabinet minister Arvind Sharma and BJP MLAs from nine assembly constituencies of the Lok Sabha seat along with office-bearers of the party. Khattar said that under the leadership of Prime Minister Narendra Modi, the country is on the path of progress in terms of development and is receiving respect from all over the world. 'Not only this, other countries of the world have also been surprised by many big historical decisions which included the construction of Ram Mandir, abrogation of Article 370, strong opposition and fight against terrorism, ban on triple talaq for the respect of women, 33% reservation to ensure women's participation in politics, free ration and houses and toilets for the poor class, gas cylinders at affordable rates, distribution of Ayushman cards, Waqf law, among others,' he added. Minister Arvind Sharma said that on lines with the Union government, the BJP government has been formed in the state for the third consecutive time due to the elimination of the system of nepotism, regionalism and casteism and the transfer industry, job industry in the state by Khattar. Sharma counted on various social welfare schemes introduced under Khattar's tenure and taken forward by chief minister Nayab Singh Saini.
