Fenerbahce, which finished runner-up in the Turkish league, will go to Rotterdam for the first leg on Aug. 5 or 6 and host the return in Istanbul on Aug. 12.
The winner will advance to a qualifying playoffs round in August with a place in the lucrative 36-team league phase at stake.
In other pairings between teams that did not win their domestic league, Benfica will play the first leg at Nice and the winner of the second qualifying round clash between Salzburg and Brann will host Club Brugge in the first leg.
Benfica and Salzburg — which plays the first leg against Brann in Norway on Wednesday — have an early start to their European season after returning from the FIFA Club World Cup in the United States.
Benfica's season ended June 28, losing to eventual champion Chelsea in the round of 16, and Salzburg played until June 26 in the group stage.
Also in the Champions League qualifying section for non-champions, the winner between Rangers and Panathinaikos will advance to play Viktoria Plzen or Servette.
Games in the second qualifying round are completed July 30,

He had 59 catches for 494 yards but did not have a touchdown reception last season. The previous year, he posted career highs with 71 catches for 761 yards and five TDs. Ferguson dealt with knee and concussion issues last year but still started 14 games. This deal comes as two-time All-Pro defensive end Micah Parsons remains in negotiations for his own extension, entering the final season of his rookie deal. With Grant Holmes placed on 15-day IL, all 5 Braves opening day starters are out with injuries
ARLINGTON, Texas (AP) — The Atlanta Braves placed right-hander Grant Holmes on the 15-day injured list on Sunday, meaning all five of the club's starters on Opening Day are on the injured list. Holmes has elbow inflammation and was replaced on the active roster by Daysbel Hernández, recalled from Triple-A Gwinnett. Holmes pitched four innings Saturday in the Braves' 6-5 loss to the Texas Rangers in 10 innings. Hernández had been optioned to Gwinnett on July 13. The Braves' other Opening Day starters are all on the 60-day list. It began during the season's first week with right-hander Reynaldo López (placed on the list on March 29 with shoulder inflammation following one start, resulting in surgery), right-hander AJ Smith-Shawver (May 29, strained elbow, resulting in Tommy John surgery), left-hander Chris Sale (June 21, fractured rib cage diving to field a grounder in the ninth inning of a five-hit shutout of the New York Mets shortly after being selected to his ninth All-Star team) and right-hander Spencer Schwellenbach (July 2, fractured elbow).
