National Green Tribunal halts ecotourism at Odisha's highest peak Deomali
The National Green Tribunal (NGT) has halted ecotourism at Deomali, the highest peak in Odisha in the Koraput district, and ordered the state to secure clearance under the Forest Conservation Act, 1980, for structures built for it within three months or demolish them and restore the land.
NGT's eastern zonal bench of Justice B Amit Sthalekar and Arun Kumar Verma said 10 cottages for tourists with dining halls and dormitories, and other constructions lacked permissions. 'If the required approval is not obtained within the stipulated time, the...structures erected shall be removed, and the area shall be restored to its original form. In any case, no diversion of the land in question shall be made for non-forestry purposes, and the respondents [state and the Union governments] shall ensure strict compliance with the Van (Sanrakshan Evam Samvardhan) Adhiniyam, 1980, read with the Forest Rights Act, 2006,' the bench said. The bench directed maintenance of a 1.5-2 hectare pine plantation.
Deomali, a mountaintop tableland in the Eastern Ghats range, is 5,486 feet above sea level.
The Wildlife Society of Orissa (WSO), a non-profit organisation, moved the NGT against the constructions, arguing they flouted sustainable development principles.
Lawyer Sankar Prasad Pani, who represented WSO, said any non-forest activity in the area requires prior approval under the Forest Conservation Act, 1980. 'If the land is not a notified forest and is devoid of trees and vegetation, as is the stand taken, the DFO [divisional forest officer] would have no role in issuing a tender notice for civil works,' said Pani.
The Koraput DFO submitted that the ecotourism project site does not fall within any notified forest block or recorded forest land as per the government records, and it is not identified as deemed forest.
The NGT was unsatisfied with the submission and said the question arises as to why village level meetings were held for the formation of Van Surakhya Samiti if the state's stand is to be accepted. 'If the land in question was revenue land, the procedure as prescribed under the Forest Rights Act, 2006, would have had no application or necessity,' the bench said.
The Deomali project is part of the Union government's Swadesh Darshan Scheme for infrastructure development to boost tourism. The tourism department has separately sanctioned ₹16 crore for the integrated development of the area. There is also a proposal for an ecotourism complex at an estimated cost of about ₹4.5 crore.

Noida: A 420-metre-long skywalk that is to connect the Sector 51 and 52 metro stations has missed yet another deadline of May 31. Noida Authority recently said the project would be ready by July 31. Construction of the L-shaped, air-conditioned skywalk, spanning 420 metres and featuring a travelator, started in March 2023 and was to be completed within a year. The work was hindered following a National Green Tribunal's (NGT) ban on winter construction to control pollution, and again over design modifications of the project. As work drags on, the stretch between the two stations has to be covered on foot, which becomes tricky for commuters as parts of the footpath is either broken or encroached. E-rickshaws and autos also block the road. Vipul Garg, a resident of Jewar who travels to Noida and Delhi for work frequently and prefers to use the metro, said it was inconvenient for commuters to switch between the Aqua and Blue lines in the absence of an interchange. "A temporary covered walkway that once connected the stations was dismantled before the construction on the skywalk began. Commuters are forced to exit the metro stations and walk the 400-metre stretch amid rain, storm and heat," he said. In May, Garg filed a complaint on the Integrated Grievance Redressal System (IGRS) and sought to know when the skywalk project would be completed. In its response on June 3, the Authority said some electrical work was pending, and the skywalk would be operational by July 31. Neeraj Sharma, a Delhi resident who works in the Noida Special Economic Zone (NSEZ), said he uses the metro daily and finds the interchange problematic. "The delay in completion of the skywalk is only a part of the problem. DMRC and NMRC are yet to integrate metro cards, so commuters need to keep separate cards or buy tickets separately. Again, the entry to Sector 51 station is through the rear as the front side has been leased out to multiple agencies for commercial activities. Auto drivers block the entry and exit points, which leads to chaos during peak hours. Enforcement drives are rare and largely ineffective," he added.

How Goa plans to take tourism beyond sea and sand
Tourists visiting Goa will have more destinations on their to-do list in the coastal state in the future. The state cabinet has approved tourism infrastructure projects, such as Rs 121 crore town square project in Porvorim and the development of the Chhatrapati Shivaji Maharaj Museum at Farmagudi near Ponda in North Khaunte, minister for tourism, said the town square in Porvorim is conceptualised as a first of its kind in the country. The town square, which is inspired by international landmarks such as New York's Times Square and London's Piccadilly Circus, will be designed as a community hub, and will host local artisans and create opportunities for employment and cultural town square will have a market court, welcome court, fountain court, movie court, heritage court, an Ashoka Stambh, and a clock tower. Of the estimated Rs 120.97 crore cost, Rs 90.74 crore will come from the Union government and the rest from the state government. It is expected to be completed by March who is a three-term MLA from Porvorim, said the town square will provide new avenues for artists and cultural entrepreneurs, and offer a modern space rooted in Goan heritage. This will be a heritage-linked public space that also promotes economic growth. It will be spread across 11,000 sq metres and operate round the year. Khaunte also announced the beautification of the Porvorim Creek and development of the Chhatrapati Shivaji Maharaj Museum at Farmagudi. This will enhance Goa's cultural tourism the Swadesh Darshan 2.0 scheme, the rural circuit from Porvorim to Harvalem will be developed. This project will enhance the creek experience, encompassing Torda Creek, Malim Jetty, Virlosa and Pomburpa Spring, extending up to Harvalem. Colva will also be redeveloped under the coastal component of the Swadesh Darshan 2.0 scheme, and will be given upgraded facilities and public said around Rs 400 crore worth of tourism projects have been sanctioned for Goa by the Union government. While domestic tourist footfall increased by 22 per cent, foreign tourist footfall increased by 3 per cent. Katra residents look forward to PM Modi's visit; count benefits Vande Bharat trains will bring
Katra: Excitement is running high among the locals of Katra in Jammu and Kashmir (J&K) as Prime Minister Narendra Modi is set to inaugurate the world's highest railway arch bridge over the Chenab and flag off Vande Bharat trains between Katra and Srinagar on Friday. The historic event will mark the completion of a long-pending railway project aimed at linking Kashmir Valley with the rest of India — an ambitious initiative that began over four decades ago. IANS spoke to locals where they expressed hope and gratitude for the anticipated economic and social transformation the railway connectivity is expected to bring to the region. 'Finally, our dream of seeing a train in Katra will be fulfilled. It will boost tourism and employment. This connectivity will facilitate travel between Katra and Kashmir and enhance business opportunities. During the summer, airfare used to be very high. 'I want to thank PM Modi from the bottom of my heart. These trains will improve tourism, create jobs, and make travel more comfortable. It's a great moment for Katra," he told IANS. This visit will also be PM Modi's first to J&K following 'Operation Sindoor'—India's precision strikes on terror camps in Pakistan carried out on May 7 in response to the April 22 Pahalgam terror attack that claimed 26 lives, mostly tourists. The inauguration of the train service was scheduled for April 19 but was postponed due to adverse weather. Just three days later, the tragic Pahalgam attack occurred. PM Modi's visit follows Union Home Minister Amit Shah's recent two-day tour of the region, during which he reviewed security arrangements and visited Poonch to meet victims of cross-border shelling.
