
Disabled could be helped back into work with new right similar to maternity law
They said such a right would 'would clarify and strengthen existing legal protections' under the the Equality Act and 'provide a much stronger message to workers about what they are entitled to'.
The report warned that the Government risks failing to meet its aim to raise the employment rate to 80% without a 'serious strategy to shift employer behaviour' and argues employers must be incentivised to reintegrate existing workers back into jobs.
The report comes in the same week as the Universal Credit Bill cleared the House of Lords, aimed at rebalancing the benefit 'to remove work disincentives', according to a Government minister, while giving existing claimants 'the security and certainty they need'.
Separately during the debate, Paralympic champion Baroness Tanni Grey-Thompson, who sits in the Lords, said disabled people have been portrayed as 'benefit scroungers and a drain on society' in the conversation on welfare reform.
In its report, the Resolution Foundation said around 12% of disabled staff leave work each year – consistently 1.5-times the rate of non-disabled workers.
It added that twice as many people move from work into inactivity due to ill health – around 304,000 each year – than those moving the other way (around 151,000).
But the think tank said despite there being 'strong' legal obligations in place already on employers, they are 'simply not doing enough to retain existing workers', with fewer than half of disabled workers who request a reasonable adjustment – which can include a change to working arrangements or provision of equipment, services or support – having this granted in full.
With 15% of disabled people reporting workplace discrimination relating to their disability in 2022, the report said this remains a 'pressing issue'.
The think tank said: 'Boosting disability employment is not straightforward: it will involve improvements to the health system, benefits system and world of work. But action to incentivise and support employers is a vital piece of the puzzle.'
Louise Murphy, senior economist at the Resolution Foundation, said: 'The Government should do more to incentivise firms to employ disabled people – especially those who have been out of work for long periods – but employers need to do more in return.
'A new right to reintegration could help disabled workers back into work in the same way that maternity rights transformed women's employment prospects a generation ago.'
The foundation said the new right could be enforced through employment tribunals, but urged the Government to also consider 'more proactive enforcement mechanisms, whether via the Equalities and Human Rights Commission or connected to a new system of caseworkers that are expected to be covered in the forthcoming Mayfield Review'.
Former John Lewis boss, Sir Charlie Mayfield, is undertaking a review to investigate how Government and businesses can work together to support ill and disabled people into work, with a report expected in autumn.

The PCS union is facing legal action from one of its senior members, Fiona Macdonald, who claims to have been discriminated against due to her gender critical views. Sandie Peggie's battle with NHS Fife has sparked another gender critical woman to take legal action against her trade union for discriminating against her. The nurse is embroiled in an employment tribunal where she is suing the health board after being unhappy with sharing a female changing room with a trans female. Now a leading trade unionist is using her union after members campaigned and rallied against her due to her gender critical views. PCS also issued a statement rejecting the Supreme Court's ruling that for the purposes of the Equality Act 2010, the term "woman" refers to a biological woman, and "sex" refers to biological sex. According to the Herald, Fiona Macdonald believes that PCS has been taken over by trans rights activists who have tried to destroy her life due to her gender critical beliefs. She has hired Ms Peggie's employment lawyer Margaret Gribbon to fight her case for her. Ms Macdonald has held several leadership positions within the union and says she was subjected to a sustained campaign of hostility for defending women's single-sex spaces, reports the Scottish Daily Express. She said: 'I'm suing them because of my belief system. I believe in a materialist and collectivist approach to politics and this runs contrary to my beliefs. Someone needs to burst this bubble in the unions and I'm now prepared to do it. I'd contacted a lawyer before for advice but then dropped it. Who wants to take action against their own union? 'Then recently, a friend of mine died and it prompted me to change my mind. She had also been an active trade unionist, but had found herself hounded and humiliated for her beliefs. The Supreme Court ruling [on single sex spaces] aligned with my perspective and yet my union issued a statement rejecting it. When I saw what was happening to Sandie Peggie, it made up my mind.' Ms Gribbon of McGrade Employment Solicitors in Glasgow, added: 'Trade unions, like employers, must comply with their duties under the Equality Act. That means they must not discriminate against members who hold gender critical or sex realists beliefs. 'Trade unions who are actively and publicly disassociating themselves with this lawful protected belief by, for instance, openly criticising the Supreme Court's decision in FWS may find it more difficult to defend litigations raised by members claiming they have been harassed or refused union assistance for holding and/or manifesting sex realist beliefs." Ms Peggie is also planning to sue her union, the Royal College of Nursing, after it failed to offer her support during her court action. A spokesperson for the PCS said: 'PCS notes that this matter may be the subject of litigation. Accordingly, we will not be offering any comment at this time.'

Tesco UK boss: 'Price alone won't help customers to shop a healthier basket'
Ashwin Prasad, the chief executive of Tesco's UK arm, writes: 'We, and the whole food industry, can and must innovate and find new ways to encourage healthier choices' Good health starts with good food. We all know the importance of getting a balanced diet – for our health, and the health of those we care about. But worryingly, the latest data shows many of us aren't getting the nutritious diet we need. Fewer than one in five adults and one in 10 children regularly eat the recommended five-a-day. That needs to change. Getting enough fruit and veg can reduce the risk of longer-term health conditions, like heart disease, stroke, and some types of cancer. As the Government's new food strategy rightly identifies, the more people we can help to eat their five-a-day, the more people we can help to live healthier lives. That means we need to listen and understand the barriers people face to getting their five-a-day. Over the last year, we have been working with the British Nutrition Foundation to understand in more detail the challenges our customers face when it comes to eating healthily. We spent time in communities up and down the UK, speaking to community members, including youth and charity workers, council members, and health professionals. Affordability is of course front of mind for many. But it's clear that price alone won't help customers to shop a healthier basket. We want to help our customers make small changes that amount to big health benefits for themselves and their families. People told us they want help with ideas and inspiration, or need more confidence in cooking healthy meals. And they want to see young people empowered to make healthier choices through access to fruit and veg and education. We, and the whole food industry, can and must innovate and find new ways to encourage healthier choices, so we can put healthy food in the hands of customers, more of the time. That's why at Tesco we are launching a campaign to help families eat their five-a-day. We are investing in new initiatives to inspire and incentivise our customers to make healthier choices easier for everyone. That includes new personalised Clubcard Stamps for millions of customers on fruit and veg that will be tailored to their buying habits, Clubcard Challenges on frozen and tinned fruit and veg and pulses, additional Clubcard prices and offers in store, and refreshed recipe inspiration online. That's on top of long-running promotions on fruit and veg, like Fresh 5, and two thirds of our Aldi Price Match products being healthy. We'll also be building out our support for kids to get off to a healthy start in life. As well as providing millions of pieces of fruit and vegetables to thousands of children in 400 schools across the UK this year through our Fruit & Veg for Schools programme, we'll be giving away free fruit for kids in selected stores across the UK during the school holidays. We're committed to doing our part, now and in future – but we won't solve this alone. It's time for the whole food industry to come together with the Government and wider society so that great nutrition is something everyone can enjoy. As Health and Social Care Secretary Wes Streeting says: "Obesity has doubled since the 1990s and costs our NHS £11 billion a year, triple the budget for ambulance services. Unless we curb the rising tide of cost and demand, the NHS risks becoming unsustainable. The good news is that it only takes a small change to make a big difference. If everyone who is overweight reduced their calorie intake by around 200 calories a day - the equivalent of a bottle of fizzy drink - obesity would be halved. This government's ambition for kids today is for them to be part of the healthiest generation of children ever. That is within our grasp. With the smart steps we're taking today, we can give every child a healthy start to life. "Our brilliant supermarkets already do so much work for our communities and are trying to make their stores heathier, and we want to work with them and other businesses to create a level playing field. Through our new healthy food standard, we will make the healthy choice the easy choice, because prevention is better than cure. By shifting from sickness to prevention through our Plan for Change, we will make sure the NHS can be there for us when we need it." Only through collective and co-ordinated action across the whole of the food industry can we make an impact at scale. Doing so will not only help millions of families to live healthier lives. It will also boost our economy, reduce the number of people living with long-term health conditions linked to poor diet, and relieve pressure on our health services. The Government's plans to mandate food businesses to report on healthy food sales and take action to increase them are a positive step. We look forward to working with them on the details of the Healthy Food Standard and its implementation by all relevant food businesses to create a truly level playing field. We're committed to playing our part, working with the wider food industry and our health charity partners. We've shown what's possible when we work together as an industry. Through further collaboration and innovation, we can work to put healthy choices into the hands of customers, wherever they live, more of the time.

Striking doctors accuse Wes Streeting of a 'slap in the face' of trade unions
Angry doctors on picket lines demand Government increases their pay but Health Secretary Wes Streeting refuses to budge on 'unnecessary, reckless strike action' Thousands of doctors are out on strike today in a bitter pay dispute with the Government. Resident doctors across England are walking out for five days, demanding Labour commits to pay 'restoration', after over a decade of below-inflation deals under previous Tory governments. The British Medical Association has organised main regional picket lines for around 50,00 striking doctors at NHS sites in the North East, North West, Midlands, east of England and across the South. Dr Kelly Johnson told of her anger at Health Secretary Wes Streeting's opposition to the strikes. Speaking outside St Thomas' Hospital in London where she works, she said: "Every union has the right to strike. It feels like a slap in the face to say that we are doing something that is unjust. Just because we're doctors doesn't mean we can't come out and strike and protest for what we think is right." Speaking outside Leeds General Infirmary, paediatrics registrar Cristina Costache said: "Reducing the waiting list is a really good target but you're going to reduce the waiting list if you increase the numbers of posts, if you give better pay so the jobs don't leave for another country." Dr Ben Cowdry, posted on social media site X the crab emoji which has been adopted by a faction of resident doctors to represent not taking a backward step in their industrial dispute. He said: Today's picket at the Queen Elizabeth Hospital in Birmingham. £22.67/hr is not an unreasonable ask. Doctors have subsidised the NHS for far too long. Perhaps Wes Streeting needs reminding that the power to stop these strikes lies squarely with the government.' Picket lines are being staged at Manchester Royal Infirmary, Royal Sussex County Hospital, Southampton General Hospital, Leeds General Infirmary, Royal Hallamshire Hospital, Hull Royal Infirmary, Bristol Royal Infirmary and Norfolk and Norwich University Hospital. The BMA points to pay erosion since 2008 saying real terms salaries are down 20% since then according to the Retail Price Index measure of inflation. The Government's preferred measure of inflation, the Consumer Price Index, shows average resident doctor salaries down 5% since 2008 but ministers point out they have been increasing in real terms in recent years. The latest deal for 2025/26 consisted of a 4% uplift plus £750 "on a consolidated basis" - working out as an average rise of 5.4%, before inflation. Speaking outside the Bristol Royal Infirmary, Dr Fareed Al-Qusous, 26, said: "But the most recent pay uplift represents a 1% real terms uplift. At that rate it would take roughly 20 years to restore a 21% pay erosion. Wes Streeting said that pay restoration is a journey - we're willing to take him on that journey, but that journey is far beyond the lifespan of this Government. Dr Al-Qusous added: "'The power to stop these strikes lies squarely with this Government'. That is a direct quote from Wes Streeting when he was the shadow health secretary in 2022. That same logic and that responsibility lies with him at the moment. All he has to do is negotiate with us on pay. It doesn't have to be all in one year, it can be split over several years. We're asking for our pay to be restored. Our pay demands are only so high because our pay erosion has been so severe." Health Secretary Wes Streeting says doctors have received a 29% pay increase over the last three years, before inflation. This is because after Labour came to power it settled a dispute it inherited from the previous Tory government with a pay deal worth 22.3% on average over two years. However this covered a period of high inflation following the chaos of the short-lived Liz Truss government. Mr Streeting has insisted the 5.4% they received for 2025/26 is the highest in the public sector and all the Government can afford right now. The Royal College of Nursing is balloting its members over a 3.6% pay award. Mr Streeting said: "I'm really proud of the way that NHS leaders and frontline staff have prepared and mobilised to minimise the disruption and minimise the risk of harm to patients. We've seen an extraordinary response, including people cancelling their leave, turning up for work, and resident doctors themselves ignoring their union to be there for patients. I'm extremely grateful to all of them. "What I can't do today is guarantee that there will be no disruption and that there is no risk of harm to patients. We are doing everything we can to minimise it, but the risk is there, and that is why the BMA's action is so irresponsible. "They had a 28.9% pay award from this Government in our first year, there was also an offer to work with them on other things that affect resident doctors - working lives - and that's why I think this is such reckless action. "This Government will not allow the BMA to hold the country to ransom, and we will continue to make progress on NHS improvement, as we've done in our first year." It comes after NHS England chief executive Sir Jim Mackey told broadcasters about his different approach to managing the strike, including keeping as much pre-planned care going as possible rather than just focusing on emergency care. Asked about next steps and the continued threat of doctor strikes, given the BMA has a six-month mandate to call more industrial action, Mr Streeting said: "When the BMA asks, 'what's the difference between a Labour government and a Conservative government?', I would say a 28.9% pay rise and a willingness to work together to improve the working conditions and lives of doctors. That is why the public and other NHS staff cannot understand why the BMA have chosen to embark on this totally unnecessary, reckless strike action.." It comes as NHS chief executive Sir Jim Mackey told broadcasters on Friday about his different approach to managing the strike, including keeping as much pre-planned care going as possible rather than just focusing on emergency care. Other NHS sites where striking doctors are gathering are the Royal Victoria Infirmary in Newcastle, Queen's Medical Centre in Nottingham, Queen Elizabeth Hospital in Birmingham, Queen Alexandra Hospital in Portsmouth, John Radcliffe Hospital in Oxford and Addenbrooke's hospital in Cambridge. Melissa Ryan, co-chair of the BMA's resident doctor's committee, said she and other medics regularly receive job offers from hospitals Down Under. Ryan, a paediatric trainee working in Nottingham, told the Mirror: ' Australia sends me messages on social media saying 'come and work for us — we'd pay you better, you'd work less hours and the weather is better.' We have had new doctors, coming through, make those choices to leave because it's very stressful in the NHS but also because our pay is just not competitive and it's a global market for doctors.' Ryan, 45, continued: 'The problem is it's the patients who will miss out — we're already short staffed, we can't afford to lose a single more doctor to oversees work. What we need is for the Government to recognise the value of doctors, to reverse our pay erosion, actually come and talk and give us an offer and then I wouldn't need to be out here on strike, I could be back at work.' NHS leaders are urging the public to keep coming forward for care during five-day walkout and to turn up for appointments unless informed it has been cancelled. Charities warn industrial action will inevitably lead to cancellations in treatment and negatively impact patients, particularly those with less survivable cancers like lung, liver, and brain cancer. One person posted on social media site X - formerly Twitter - told how his elderly mum's appointment for today had been postponed He said: 'She's been waiting 18 months in agony and unable to walk. Is it in your code of ethics for her to be lying in pain until the new appt in February? I'd sack the lot of you… I tell you what if you don't like it go and get another job, stop being so cruel to people in desperate need of help, who have no quality of life while waiting for care.' It comes on the day other NHS workers followed resident doctors in rejecting the Government's pay deal, in a move that could lead to strikes further down the line. The GMB union said its thousands of health workers, including ambulance crews, voted by 67% against the 3.6% pay award offered for 2025/26 in England. It has written to Health Secretary Wes Streeting calling for an urgent meeting. Rachel Harrison, GMB national secretary, added: "We await his reply with interest." The GMB represents about 50,000 health workers including 20,000 in the ambulance service.
