M23 closed after 'taxi driver' killed in crash on busy motorway

A man has died in a collision after being struck as he got out of his car in a layby.
Officers were called to the M23 following reports of a collision involving the driver of an Audi and the driver of a VW.
A man in his 50s, believed to be a taxi driver, was pronounced dead at the scene shortly before 6.30am this morning.
His family have been informed.
A man in his 40s has been arrested on suspicion of causing death by dangerous driving.
Police said the victim was out of his vehicle at the time of the collision.
The M23 northbound carriageway was closed for several hours between J8 and J7.
There were also closures in place on the A23 northbound between Glebe Road and Dean Lane.
A Surrey Police spokesman said: 'We are now looking for any information that could assist our investigation.
'We are particularly interested in the movements of a purple Audi Q4 immediately prior to the collision.'
'Were you in the area around the A23 and M23 between J8 and J7 this morning shortly before 6.30am?
'Did you witness the collision, or do you have any CCTV, dashcam or helmet cam footage that may assist our enquiries? Please get in touch with any information.'
He added: 'Please avoid the area and use alternative routes where possible. We will provide an update as soon as we are able to.'

Another 17-year-old boy suffered life-changing injuries in the cash in North Rauceby, Lincolnshire. Allarakhia then laughed while taking a roadside breathalyser test and spent more than an hour lying to police. She was today jailed for ten years after she pleaded guilty to causing death by dangerous driving and causing serious injury. Allarakhia wept and cried out "I'm so sorry" as William and Eddie's families read heartbreaking victim impact statements. Eddie's mum Kerri Foster said: 'Everybody loved Eddie. He's gone and I'm heartbroken. "I yearn for him constantly and remember all the special things about him. He was my baby boy.' William's mum Sarah Barker said: 'Will was such a caring, conscientious and compassionate person. "Will has always been by my side, it's like part of my identity died with Will.' Lincoln Crown Court heard Allarakhia was disqualified from driving in January this year over failing to provide information about two speeding offences in the weeks before and after the fatal crash. At the time of the tragedy, she was "literally drinking and driving" as she sped around with her two daughters, aged seven and 12, in the back while sipping from a can of lager. She reached speeds of 96mph before crashing into William's stationary car at 70mph. Data taken from the two cars showed Allarakhia did not take her foot off the accelerator until just two seconds before the collision. It also revealed she was just 121ft (37m) away from the Fiesta when her brakes were briefly applied. Prosecutor David Eager said William in comparison had shown "exemplary' driving before the crash in June last year. The boys, who had just finished their A-levels, had enjoyed a "pleasant" evening watching football. William had not consumed any alcohol before getting behind the wheel and had used both the handbrake and footbrake at the lights. Mr Eager continued: "He was sat talking to his friends at the lights when behind him this defendant drove her car. 'She was driving at that point, the Crown would say, at 96mph. Not only was she driving at 96mph, she was not paying attention to the road. 'She drove at speed into the back of that vehicle. Even with the tiny amount of braking she did, she hit that vehicle at 70mph. 'At the scene, when spoken to she said she was a passenger in the Audi. She said that the person who was driving was her partner's friend and he had run off. All of this took place in the presence of her two young children.' The cause of death for both teenagers was head injuries, while one of the two teenagers in the back of the car also suffered severe injuries to his hip. As well as a jail term, Allarakhia was banned from driving for a total of more than 12 year and must take an extended retest before she can drive again. Detective Sergeant Kate Johnston, from our Serious Collision Investigation Unit, said: 'This collision is solely down to the reckless, selfish and dangerous actions of Allarakhia. "Because of her utter disregard for the safety of others, two teenagers, with their lives ahead of them, were cruelly taken from this world. The other two occupants of the Fiesta are left with both the physical and mental impacts of that night. 'Allarakhia deserves no sympathy in this case – her immediate reaction was to concoct a false story and deny all responsibility until challenged demonstrating a contemptible disregard for anyone else involved. The death toll from last week's fire at an industrial plant in Russia's Ryazan region has risen to 24, with at least another 157 people injured, officials said Monday. The fire broke out Friday at the Elastik plant in Shilovsky district, around 250 kilometers (155 miles) southeast of Moscow. Emergency crews continued searching through debris, Russia's Emergency Situations Ministry said. State news agency RIA Novosti has reported that a gunpowder workshop at the facility caught fire and triggered an explosion. Images released by officials show some of the building reduced to rubble. Investigators are looking into the cause of the fire. Local authorities declared Monday a day of mourning in Ryazan. This was the second deadly incident at the Elastik plant in recent years. In October 2021, 17 people were killed in a blast at a workshop operated by explosives manufacturer Razryad, according to the state news agency Interfax.

THREE students have been kicked out of university and ordered to do 11 months of "corrective labour" for twerking in front of a Moscow cathedral. The trio, who are believed to be 18, were convicted of "petty hooliganism" for the act. They were expelled from their Russian university for "violating public order and insulting the religious feelings of citizens". The Stroganov Russian State University of Art and Industry acted following an outcry from Orthodox campaigners. Traditionalist pressure group Sorok Sorokov blasted the "brainless girls who decided to gain popularity". They attacked the video which they described as showing them "shaking their bottoms against the backdrop of the Cathedral of Christ the Saviour in Moscow". This cathedral is often attended by Russia's warmongering despot Vladimir Putin. "The infection, if left unchecked, will multiply," the group claimed. The three women were only identified as A Dmitrieva from Moscow, A Kalinkina from Astrakhan, and I Pchelintseva from Elektrostal. They were found guilty of an administrative offence for their "vulgar dance". "We thank law enforcement agencies for protecting the rights of believers, protecting public morality," the group added. The conviction prompted punitive action from their university. The institution pointed to their "video of a dance in provocative clothing against the backdrop of the Cathedral of Christ the Saviour". All three students were expelled and warned to "watch your behaviour and do not allow your life to be ruined by stupidity". It comes as Putin has green lit a wider prudish crackdown on Russians' behaviour. He has overseen a hunt for numerous youngsters who have posting themselves committing what is deemed debauchery.
