Digital ‘panchanama' to accelerate disaster compensation

Nagpur: After a successful two-year pilot in Nagpur division,
e-Panchanama project
is ready for a full-scale roll out across the state. The digital platform has been developed to streamline and expedite disaster damage assessment and compensation. Training for its implementation has been done in four divisions including Nagpur, Amravati, Nashik, and Konkan.Training in the remaining two divisions, Pune and Chatrapati Sambhajinagar, is under way, with statewide implementation expected by the end of 2025.Developed under the initiative of Nagpur divisional commissioner Vijayalakshmi Bidari, in collaboration with the
Maharashtra Remote Sensing Application Centre
(MRSAC) and the Relief & Rehabilitation Department, the e-Panchanama system replaces traditional manual processes with a GPS-enabled mobile and web-based platform.
This allows for real-time, location-specific documentation of damage, enabling swift and accurate assessments.The Maharashtra govt approved an administrative expenditure of Rs 4.95 crore for the project on March 14, 2023. Subsequently, on January 25, 2024, an additional Rs 20.65 crore was sanctioned for MRSAC to develop the necessary server infrastructure to support the system.Bidari recently presented the e-Panchanama project at the Tech-Wari conference in Mumbai, where she was invited as one of the key speakers.
Reflecting on the development process, she shared how on-ground feedback played a crucial role during the pilot in Nagpur. "We're also exploring similar modules to assess human and animal losses due to floods and other natural calamities, although those are still in the early brainstorming stage. However, this system became much more efficient thanks to suggestions from village-level officers," Bidari told TOI."For instance, we introduced the land masking feature based on their input, which automatically excludes forest land and Gaothan areas — zones typically not eligible for compensation when farms are damaged by unseasonal rains. Initially, the system allowed uploading only one photo per assessment. But field officers pointed out that damages are often more evident from different angles, so we incorporated the option to upload multiple photos. These changes made the platform more practical and accurate," she said.Since its pilot inception, the project demonstrated significant results. In the 2023–24 fiscal year, 46,884 e-Panchanamas were conducted, benefiting 43,844 farmers. In 2024–25, 40,982 assessments have already been carried out, impacting 39,866 farmers during which parallelly manual punchanamas were filed. A total of 2,932 govt personnel, including Talathis, Tahsildars, BDOs, Agriculture Assistants, and Gram Sevaks, have been trained across the four completed divisions.Key features of the system include integration with land record systems (7/12, e-Peek Pahani), Sevarth ID for Direct Benefit Transfer (DBT), and auto-calculation of compensation based on crop-wise and farmer-specific damage. Each e-Panchanama is geotagged, assigned a unique ID, and stored in a centralised database that supports damage pattern analysis, decision-making, and forecasting.Looking ahead, plans are also there to integrate the system with the Indian Remote Sensing (IRS) satellite network and streamline DBT delivery. A Government Resolution detailing the new e-Panchanama process is under development. Support structures are also being established, including a dedicated support cell at Mantralaya and designated officers at each divisional and collector office.

Shares of Indian Railway Finance Corporation (IRFC) remain off track despite double-digit growth in Q1 net profit. The stock has fallen 3% since the results, extending a broader downtrend — 30% over the past year and nearly 50% from its 52-week high. Technical charts point to a weak setup, with the recent slip below the crucial Rs 130 mark turning it into a stiff resistance. Experts caution that reclaiming this level could be a tall order for the railway PSU stock. Nilesh Jain, Head Vice President, Equity Research Technical and Derivatives at Centrum Broking said that IRFC shares are currently trading in an oversold territory and he sees the chart structure largely weak. While the stock finds support at Rs 124 while the resistance at Rs 130. Echoing similar sentiments, Anuj Gupta, Director at Ya Wealth Global Research said that the overall trend of IRFC is looking weak and stock is looking down. Gupta said that only if the stock is able to sustain above 130 levels, a fresh buying would happen for the targets of Rs 138 and next target is Rs 145 reported a net profit of Rs 1,746 crore versus Rs 1,577 crore in the year ago period. The total revenue from operations stood at Rs 6,915 crore, rising 2% over Rs 6,766 crore in the corresponding quarter of the last financial year. It will be streamed live on Realme's official YouTube channel and official social media handles. It will be powered by the MediaTek Dimensity 7400 chipset paired with the Hyper Vision AI chip. For photography, the device will sport a 50MP primary AI sensor with an 8MP ultra-wide lens. The phone also carries IP65 and IP66 protection ratings. It will also house the same battery as the Pro variant. Realme P4 Pro 5G: Price and Availability According to the company, the Realme P4 5G will be priced at Rs. 17,499 in India for the base RAM and storage variant and will come in Engine Blue, Steel Grey, and Forge Red colour options. Meanwhile, the Realme P4 Pro 5G is expected to be priced under Rs. 30,000. It will come in three colour options: Midnight Ivy, Dark Oak Wood, and Birch Wood.

According to the viral post, the aim behind this move is to promote mindful ordering to reduce food wastage. Sharing the post, X user Ronita posted a photo of the restaurant's handwritten menu. It mentions the extra charge for wasting food at the bottom. 'You will be charged 20 (Rs) extra for wasting food,' the text on the white board read. Unfortunately I have never seen this in India. People just keep calling every other person to the wedding- like you have to come. No one asks whether they will come or not. With such inputs the food wastage can be mitigated to a certain extent as the prediction of guests is has now better margin for error,' another user commented. 'What if the food is not edible or doesn't suit my taste? I wouldn't know it beforehand for sure. Can I charge them twenty rupees for failing to satisfy my requirement? Not supporting food wastage but opposed to nonsensical policies,' a third user said.
