
Supporters of removing barriers at Portage and Main excited to take steps 46 years in the making
The Winnipeg intersection will open to pedestrian traffic Friday morning for the first time since 1979, and Bellamy will be wearing a custom T-shirt with results from the 2018 plebiscite in which 65 per cent of Winnipeggers voted to keep the streets closed.
'I'll be there first thing in the morning. I might cross back and forth all day, actually, just for fun,' Bellamy said Thursday. 'It's obviously long overdue.'
The creative director for Number Ten Architectural Group and Free Press columnist has been one of many long-standing advocates for removing the concrete barricades that prevented Winnipeggers from crossing the intersection for nearly 50 years.

'At one time it was the centre of our city, and it was where people came together,' he said. 'The storefronts in every direction are empty, and the plazas are empty all the time. It's really just a place void of life.'
With nearly 20,000 people living and working between the intersection, Bellamy believes people returning to the sidewalk will help bring a new energy and life to the downtown.

'I don't expect the world is going to change in one day, but I think there are lots of good things happening already,' Bellamy said. 'Reintroducing Winnipeg's history back into our consciousness will be an important thing.'
He hopes that will someday include the city revitalizing the area using art and sculptures to tell the story of Winnipeg's history.
Adam Dooley, another prominent supporter for opening the intersection, said he's thrilled the city is correcting what he called a 45-year-old mistake.
'It's a time of hope and progress for how we're looking at how we should be building our cities,' said Dooley, who was a spokesperson for the Vote Open campaign prior to the 2018 plebiscite under then-mayor Brian Bowman. 'Cities need to be designed for people first and cars second.'
At the time, Winnipeggers voted 'no' by nearly a 2-1 margin in the non-binding plebiscite.
Dooley hopes the public takes pride in the change as he believes it will help people feel safer and help visitors better navigate the area.

'I simply plan to walk across the street, when the walk light tells me I can,' Gillingham said Wednesday.
The mayor stressed patience with the intersection, which closed to pedestrians in 1979 as foot traffic was redirected to an underground concourse.
'I once again please ask motorists, cyclists and pedestrians to be patient,' he said.
'Slow down, slow down at all intersections, but certainly at Portage and Main. This is going to be an adjustment. For 46 years, pedestrians have not been permitted to cross that intersection. Now they will be permitted to cross that intersection.
'So, let's just have everybody be patient.'
The opening will occur despite a 2018 citywide plebiscite where 65 per cent voted 'no' to opening the intersection.
The mayor said the move will help revitalize the area.
'Opening Portage and Main to pedestrians is not going to save downtown, but it is one important piece of many pieces of investment that are happening simultaneously throughout the downtown.'
Gillingham said a report on the underground concourse will come forward this fall.

He intends on celebrating the occasion by walking across the intersection with other Vote Open colleagues.
Former mayor Glen Murray, another significant proponent of foot traffic at Portage and Main, applauded the move but said it won't change much.
'Opened or closed, the serious issue is how everything functions,' said Murray, who served on the Exchange District Business Improvement Zone for eight years. 'It's good news, but it has a marginal impact.'
Murray said the open intersection won't change the city's ability to retain strong business development, which he said is affected by heavy, undisturbed crime and traffic congestion caused by poor street planning.
'Every time I go back to the city for a couple of months, I just go for a long walk through the city or go on my bike, and I'm always sad to see what's going on downtown,' he said. 'We're just not seeming to get it.'
Murray, who has residences in Winnipeg and Toronto, said Portage and Main needs to be restructured so it is cohesive for everyone. He believes parks, residential developments, businesses, and pedestrians should be spotted every three blocks within either direction of the two streets.

Loren Remillard, president and CEO of the Winnipeg Chamber of Commerce, expects more people to be engaged with downtown once the blockades are permanently axed.
'This moves us in the direction we need to go, which is a downtown that invites people to the heart of the city that makes it an exciting place to go. People walking and milling around downtown who don't normally come for activities will start to build more momentum that we need.'
Remillard knows crossing an intersection is not the be-all and end-all or the cure to what ails downtown, but he said it is a key ingredient to becoming a people-centred area.
'It's been a long time coming, and we're hoping it will create a vibrant atmosphere with people walking, engaging in events, and activities downtown,' he said.
Remillard said members from the Chamber will be crossing the street Friday and working with partners and businesses to celebrate a historic Winnipeg moment.

7th Avenue Fashions closing after decades of dress success
Minutes ticked down to Melina De Luca's morning appointment. Effortlessly, she organized racks of wedding dresses and checked the air conditioning. She's been assisting brides for 33 years — the daily tasks are nothing new. But the 'store closing sale' sign in 7th Avenue Fashions's window is different. RUTH BONNEVILLE / FREE PRESS Joe and Melina De Luca, owners of 7th Avenue Fashions on Academy Road, are closing their store and retiring after 33 years in business. The large painting — a bride and four bridesmaids amid a cityscape — is 16 years old. It appeared roughly halfway through Melina and her husband Joe's ownership of 7th Avenue Fashions. After more than three decades, the business partners are retiring. 'I'm going to exhale,' Melina, 61, said. She's now finding dresses for past clients' daughters. The landscape has changed since the shop's early days in 1992, she noted. Brides might enter with a clear vision of what they want, armed with pictures and inspiration from social media. Dresses overseas seem more attainable. It's an 'exciting' evolution. And it was exciting decades ago when 7th Avenue Fashions signed its first European dress lines, which were harder to reach, Melina said. '(We were) so proud of that,' she recalled. She and Joe began the business in a smaller shop at 442 Academy Rd. At the time, 7th Avenue Fashions was a boutique with a wedding section. The section, with about 20 wedding dresses, outperformed and led the De Lucas to change their business model. They pivoted to a bridal shop after a year in business. Inking deals with designers was challenging at the start, said Joe, 62. 'Nobody wanted to deal with you really, because they don't know who you are,' he said. 'You tell them you just opened up a store a month ago. They're like, 'Oh.'' Owning a business was his dream, though. He's a business school graduate; Melina earned a clothing and textile degree from the University of Manitoba because she wanted to run a fashion store. The couple built sales for four years. Then they ran out of room — and a prominent Academy Road building with street-facing windows Melina loved hit the market. They moved to 546 Academy Rd., swapping 900 sq. ft. for 2,700. Two banks had rejected the couple when they were starting up; by the time of the move, getting a loan was easy, Joe said. Melina visited bridal shows, buying gowns for brides and mothers and flower girls. Joe handled the books. 'A lot of gumption by me and a lot of good accounting by him — that's our secret,' Melina said. 'We both have our areas of expertise; we respect those areas. He does his job, I do my job.' Soon, the company was adding exclusive lines and seamstresses. Twenty dresses became 350; Melina was training groups of sales staff to pick the perfect gowns. 'It's all about non-verbal cues,' Melina said. 'We don't judge people about how they dress coming to a store, but I will look at what you're wearing.' Jewelry size, makeup application and hairstyle can be indicators, she explained. 'I've seen it a million times where they'll try on a bunch of dresses, and then Melina will say, 'Why don't you try this one on?' And they're like, 'Oh my God, that's the one,'' Joe said. The entrepreneurs have weathered recessions, the COVID-19 pandemic and an ongoing trade war with the United States. They started reducing their dress count two or three years ago in preparation for retirement, Joe said. They've sold the building. They wouldn't divulge the new tenant, but Melina said an incoming business will be a 'wonderful addition.' Meantime, customers are dress hunting. Mykayla Santilli browsed the aisles, flipping over tags covered with sale labels. 'They're really reputable,' the bride-to-be said of 7th Avenue Fashions. 'We have family and friends that have gotten their dresses from here.' Lenny Kerr called the upcoming closure 'bittersweet.' She grew up in the area and now manages Bump Maternity, a retailer near the wedding shop. Bridal customers often visit Kerr's store. Monday Mornings The latest local business news and a lookahead to the coming week. 'They've been around and open for so long,' Kerr said. 'Very exciting that they're retiring and starting a new chapter.' Kim Vo, the founder of neighbour eatery Popbar, is used to eyeing dresses in 7th Avenue Fashions's windows. 'I'm excited for what might pop up,' Vo said. 'There's a lot of diversity in… shops and stores around here, so it makes Academy really fun and beautiful.' Former docks site to become ‘lush urban oasis,' Forks says
It's been more than a decade since Winnipeg's Alexander Docks closed for good, and plans are now underway to turn the site into a riverside park. The Forks announced plans for the site Thursday, which is set to include gathering and recreational spaces and dedicated ceremonial areas. The site will also feature a new waterbus stop and a dock for canoes, kayaks and other watercraft. Also being preserved is a memorial for missing and murdered Indigenous women, girls and two-spirit people, which has been in place since 2014. Family members and community advocates were consulted on this element of the new park, which began with public consultations dating back to 2016. 'Alexander Docks will become one of Winnipeg's great riverfront parks — a place for everyone to gather, reflect and enjoy the water,' Mayor Scot Gillingham said in a statement. Southern chiefs, Métis federation join forces in economic development, Indigenous rights protection
The Southern Chiefs' Organization and Manitoba Métis Federation announced plans Wednesday to partner on infrastructure and development projects, while seeking greater roles in initiatives led by federal or provincial governments. SCO Grand Chief Jerry Daniels and MMF president David Chartrand signed a memorandum of understanding at The Forks, a traditional gathering place for Indigenous Peoples, with the aim of advancing economic reconciliation and protecting Indigenous rights and the environment. 'We are forging a path toward economic independence and sustainability, ensuring the voices of First Nations and Red River Métis are integral to the design, approval and implementation of nation-building projects across this province,' Daniels told reporters. The signing happened with an eye toward federal Bill C-5 (the Building Canada Act), which gives Ottawa new powers to speed up permitting for nation-building initiatives, against the backdrop of the U.S.-Canada trade war. The Manitoba government is proposing a new Crown-Indigenous corporation to proactively assemble Indigenous leaders for reviews and approvals of economic development projects. Sources told the Free Press earlier this week the short-term goal is to secure federal dollars for local nation-building projects. Chartrand said SCO and MMF will work with the province on the proposed Crown-Indigenous corporation. He said Bill C-5 will bring 'massive' job and training opportunities for Indigenous Peoples. 'Bill C-5 is coming, and it has to come. There's not a doubt it must arrive because the danger that (U.S. President Donald) Trump imposes on all of us is very scary, to be honest with you,' Chartrand said. 'This is an economic war, and people should not take it lightly.' He announced plans for an Indigenous-led natural resources committee that would look at harvesting practices, which are currently governed by the province. 'We would like to see freshwater fisheries be collectively owned by us, and control to be in hands of Indigenous nations,' Daniels said. Chartrand said MMF, the national government of the Red River Métis, is finalizing an agreement for two more downtown buildings. 'This is a message to all — the business community, the governments — that two massive groups are coming together, massive historical people are coming together, and with them they bring strengths, they bring leadership and we bring resources,' he said.
