State-run power firm Mahavitaran files plea to distribute electricity across Mumbai
In a move aimed at expanding its footprint into
Mumbai
, state-run power utility
MSEDCL
has filed an application before the
Maharashtra Electricity Regulatory Commission
(MERC), seeking a parallel licence to distribute electricity across the financial capital.
In a release, Maharashtra State Electricity Distribution Company Ltd (MSEDCL or
Mahavitaran
) said the petition has been submitted under sections 14 and 15 of the Electricity Act, 2003, along with provisions of the MERC Rules, 2006, and the Electricity Distribution Licence Rules, 2005.
The company has urged the commission to grant it permission to supply electricity to key regions in Mumbai -- ranging from Colaba to Mahim, Bandra to Dahisar, Vikhroli to Chunabhatti and Mankhurd, as well as Chena, Kajupada, and Mira Bhayandar Municipal Corporation limits.
Currently, power in Mumbai is distributed by three players -- civic utility Brihanmumbai Electricity Supply and Transport Undertaking (BEST), private companies Adani Electricity Mumbai Ltd and Tata Power Mumbai.
Mahavitaran already supplies power to Mumbai suburbs of Mulund and Bhandup, but its entry into the rest of the city would mark a significant expansion.
Mahavitaran is among the largest electricity distribution companies in the country, serving over 31.7 million customers across Maharashtra.
It operates a vast network that includes 4,230 substations, nearly 25,000 high-voltage feeders, 960,000 distribution transformers, and more than 3.64 lakh kilometres of 11 kV lines, said the release.
The company supplies electricity to 457 cities and over 41,928 villages in the state, with a current daily supply capacity of 26,000 MW.
Mahavitaran said Mumbai's electricity demand has reached approximately 4,000 MW, and is set to grow rapidly due to the ongoing metro and coastal road infrastructure projects, expansion in the service sector, and a boom in data centre developments across eastern and western suburbs.
"To meet this growing demand, Mahavitaran has entered into power purchase agreements under the Resource Adequacy Plan, aimed at boosting the state's generation capacity from 42,000 MW to 81,000 MW over the next five years," the release said.
A significant share of this will be
green energy
, enabling supply of clean and affordable electricity, said the state-run company.
Mahavitaran has also proposed a reduction in tariffs before the commission, signalling its intent to make electricity more affordable for consumers.
"Mahavitaran has over seven decades of experience in electricity distribution in Maharashtra. With sufficient power capacity and an extensive network, the company is well-positioned to serve Mumbai's residential, commercial, and industrial consumers with reliable, green, and affordable power," the release concluded.

MSEDCL eyes licence for power supply across Mumbai
MUMBAI: State-owned Maharashtra State Electricity Distribution Company Limited (MSEDCL), which supplies electricity to parts of Mumbai's eastern suburbs and the rest of Maharashtra, is seeking a licence to expand its jurisdiction to the rest of Mumbai, from Colaba to Dahisar. It also aims to supply electricity to areas that fall under the Mira-Bhayandar Municipal Corporation, just outside Mumbai's city limits. To this end, MSEDCL, also known as Mahavitaran, has filed a petition for a parallel electricity distribution licence with the Maharashtra Electricity Regulatory Commission (MERC). At present, three companies supply electricity to Mumbai, the latest being Tata Power, after Adani Electricity and the Brihanmumbai Electric Supply and Transport (BEST) undertaking. Should MSEDCL be granted a licence, it would become the fourth supplier, offering consumers another option in a market where rates vary. In 2022, Adani Electricity had applied for a parallel licence to supply power to Navi Mumbai and adjoining areas, with a plan to invest ₹5,700 crore. The move was opposed by MSEDCL as Navi Mumbai generates significant revenue for the state-owned corporation, due to the number of high-end consumers here, such as housing societies, business establishments and industrial units, among others. MSEDCL's application for a parallel licence for electricity distribution in Mumbai and its suburbs is a counter move as Adani has a strong presence in the metropolis. MSEDCL's petition has been filed under Sections 14 and 15 of the Electricity Act, 2003, as well as the Maharashtra Electricity Regulatory Commission Rules, 2006, and the Electricity Distribution Licencing Rules, 2005, which allows for such a parallel licence. MSEDCL currently serves 31.7 million customers in 457 cities and 41,928 villages in the state via a large electricity distribution network of 4,230 power sub-stations, 25,000 high-voltage feeders, 9,60,000 distribution transformers, 3,64,000 km of 11 kV lines, and 51,771 km of 33 kV lines. MSEDCL supplies 26,000 MW electricity to the state, daily, while Mumbai's current requirement is 4,000 MW. 'Mumbai is seeing rapid development due to large-scale infrastructure projects, such as the Coastal Road and an expansion in its metro network. This improved connectivity is fuelling residential, commercial and industrial expansion, said an official with MSEDCL. 'Many data centres are being developed in the eastern and western suburbs of Mumbai, and they require a large amount of electricity. Apart from this, many businesses in the service sector are expanding. All this will require a large amount of power and MSEDCL can provide them cheap electricity,' he said. Lokesh Chandra, managing director, MSEDCL, said, 'Efforts will be made to provide affordable, green electricity and cheaper tariffs to Mumbaiites, as 52% of the power will come from green energy sources by 2030.'

Mizoram starts to corporatise power & electricity dept
Aizawl: In a step towards energy sector reform, the Mizoram govt has initiated the corporatisation of the power & electricity (P&E) department, planning to restructure it into three separate entities — generation, transmission, and distribution. At a high-level meeting on June 12, chaired by power minister F Rodingliana, senior officials and engineers discussed the roadmap, in line with guidelines issued by the Union ministry of power. Speaking at the meeting, minister Rodingliana said corporatisation is a key priority for the govt to enhance administration, improve efficiency, and strengthen service delivery. He urged department officials to offer full cooperation and commitment to the reform process. Under the proposed plan, the P&E department will undergo unbundling, creating three strategic business units (SBUs) — each focusing on generation, transmission, and distribution. These units will have functional autonomy, managing their own assets and responsibilities. The restructuring will also explore outsourcing and franchising opportunities where applicable. The reform aligns with the Electricity Act, 2003, and the central govt's ongoing push for power sector modernisation. Officials expect the corporatised model to boost efficiency, enhance professionalism, and significantly reduce aggregate technical and commercial (AT&C) losses. Department engineers welcomed the move and expressed full support for the govt's vision. The meeting was attended by the P&E secretary, engineer-in-chief, and other senior officers.
