No order to cover ‘Manipur' on bus, Chief Secretary says panel will inquire
Making it clear that there was 'no instructions' to cover the word 'Manipur', Singh, who was addressing mediapersons in Imphal along with Kuldeip Singh, Security Adviser to Manipur government, said, 'The state administration has taken the reported untoward incident with utmost seriousness and the incident is deeply regretted… The state will also ensure that such an incident does not occur in future.'
Chief Secretary Singh said that Governor Ajay Kumar Bhalla has constituted an inquiry committee comprising the Commissioner (Home) and the Secretary IT which will submit its report in a time-bound manner.
Emphasising that the state administration was 'committed to the integrity of the state of Manipur', he assured that after the report is submitted 'and those responsible for the lapses, if any, are identified, strict action would be taken'.
On May 20, security forces allegedly stopped a state-run bus, carrying journalists to cover the Shirui Lily festival in Ukhrul district, near the Gwaltabi checkpost and forced Directorate of Information and Public Relations (DIPR) staffers to cover the state's name written on the windshield with a white paper.
In the Valley, this was seen as an insult to the state which led to widespread protest.
According to Singh, there was 'no instructions whatsoever or even remote thought of covering the name of the state'. 'This has been amply clarified by the state government as well as by the responsible political leadership. What transpired on the ground, would be revealed after a thorough inquiry only,' Singh said.
Amid massive protests, Governor Bhalla, who was returning from Delhi after a meeting, was taken in a chopper to Raj Bhavan from the Imphal airport on Monday.
Congress state president K Meghachandra Singh has said the incident showed the failure of President's Rule in the state.
Chief Secretary Singh also said that the festival was organised 'as part of normalcy-restoration process' and it attracted about 1.7 lakh people.
'People of all communities travelled with families from valley areas and other parts of the state as well as from outside the state, to Ukhrul to attend the festival as the state administration provided foolproof security and safe environment for festive activities. However, one unfortunate incident on 20th of May 2025, when a Manipur State Road Transport Bus ferrying journalists to the Shirui Festival was stopped and the name of the state was reportedly covered, has drawn wide criticism,' he said.

Indian missions celebrate 79th Independence Day

India's Ambassador to Israel, JP Singh, hoisted the tricolour to celebrate the occasion in the presence of about 350 people from the Indian community. In his address to the community, Singh emphasised efforts to deepen 'our strategic relationship as one team India". Rezang La War Memorial: Tribute to 114 soldiers who set an example of bravery in 1962 war
ANI Union Finance Minister Nirmala Sitharaman in a group picture during her visit to the Rezang La War Memorial, at Chushul in Ladakh (File Photo) A few tent-like structures atop a nearby mountain are the first things to be noticed by a visitor at the Rezang La War Memorial on the high altitudes of the Chushul sector of eastern are the last physical remnants of a daring battle fought by the Indian army against the invading Chinese forces in the winter of 1962 at over 16,000 ft above mean sea level, in which 114 officers and soldiers of the 13 Kumaon Regiment laid down their lives. "Those are the very structures in which our forces were stationed when they took on the invading troops. It was the site where their bodies were recovered next spring," pointed an official of the Jammu and Kashmir Light Infantry (JAK LI), which is looking after the war memorial constructed on a nearby hillock. The revamped Rezang La War Memorial was opened in November 2021 and is part of 'Bharat Ranbhoomi Darshan', an initiative by the Indian Army and the Ministry of Tourism to promote battlefield tourism in India. The Memorial is just a short distance away from the Rezang La ('la' means pass in Tibetan language), which serves as the Line of Actual Control (LAC) between India and China now. At the centre of the War Memorial is the 'Ahir Dham', commemorating the soldiers killed in the battle of Rezang La."All the personnel of the Charlie company of 13 Kumaon Regiment who were martyred were from the Ahir community. This plaque has been erected at the site where they were cremated," the official, conducting a tour of the Memorial, said."This is mostly a barren landscape, and there was not enough wood for making a pyre. Furniture used in the military establishments here was used to complete the pyre as the cremation took place with full military honours," he inside is the memorial of Major Shaitan Singh, who had led the company and was awarded the country's highest military honour Param Vir Chakra (posthumously)."The body of Major Singh could be identified with the help of the tattered shoulder badge.
