Denbighshire Council's chief executive earns more than six times the salary of the council's lowest paid member of staff, councillors heard. At a meeting at the council's Ruthin County Hall HQ this week, councillors rubber-stamped Denbighshire 's annual pay policy statement, which outlines how much council staff are paid, including senior officers and the lowest-paid employees.
The 2025/26 version included details of the latest national pay awards agreed for 2024/25, while noting that negotiations for the upcoming year were still ongoing. The policy, required under the Localism Act 2011, must be updated and published each year and confirmed the council's lowest-paid staff are expected to remain on wages above the Real Living Wage of £12 per hour.
The statement compared the salary of the chief executive with that of the council's lowest-paid worker, referencing national guidance that top earners in the public sector should not receive more than 20 times the lowest salary. The chief executive position receives an incremental scale of £144,452 - £148,822 per annum for 2024/25, with no agreement on the National Pay Award for 2025/26 being in place yet. Head of corporate support services Catrin Roberts said Denbighshire's pay structure was within the limits allowed. 'An important part of the policy is to show the relationship between the remuneration of the chief executive and chief officers pay and all other employees of the council, effectively looking at how much the chief officers earn compared to the other employees,' she said.
'There is some data there that relates to the pay relativity for the council. It states that the chief executive's salary is 6.4 times the salary of the lowest paid employee for the council.
"The average chief officer is 4.4 times the lowest paid employee, and looking at average salary, it states that the chief executive salary is five times the average salary of all council employees, and that the chief officer salary is 3.4 times the average salary of employees.'
She added: 'The requirement is that no public-sector manager can earn more than 20 times the lowest paid person in that particular organisation. So our figures are well within that limit.'
The council has a turnover of £439 million (£396 million revenue and £43 million capital) and employs around 4,500 staff. The report states that the current chief executive, Graham Boase, has been in the position since 1 August 2021.

New link road and 235 home estate development gets underway in North Wales town
A major homes development that also includes a new link road has got underway. Anwyl Homes has broken ground on a development of 235 new homes in Mold. The Ewloe-based family-run homebuilder is set to create an estate - named Dol Derwen - on the edge of the town. A new road will also be formed through the site linking Gwernaffield Road to Denbigh Road. Flintshire council gave it the go-ahead last year. Council officers and the planning committee backed the proposals despite some local opposition. Community leaders had voiced fears that the scheme could add to problems with traffic and flooding in the area. Graeme Gibb, sales director at Anwyl Homes Cheshire and North Wales said: 'This location offers an attractive setting within convenient distance of everything the thriving market town of Mold has to offer; including several supermarkets, independent shops, restaurants, cafes and highly regarded schools, including both English and Welsh language high schools. With work now underway we're expecting that interest to grow. The first homes will be released for sale towards the end of the summer.' The 28-acre site was allocated for housing in Flintshire County Council's adopted local plan. It will feature 94 affordable homes (40% of the total development) alongside 141 private sale homes. Across the development there will be a range of one, two, three and four-bedroom designs. As part of the planning agreement, Anwyl will contribute towards the local community, including more than £37,500 towards improvements at Ysgol Bryn Gwalia. There will be a play area and multi-use games area for residents and the wider community to enjoy. Graeme added: 'To encourage biodiversity on site we'll be creating habitats for local wildlife through new native planting, the retention of mature trees and hedgerows, and the installation of bird and bat boxes.'

North Wales waterpark sets long awaited date to reopen
Our community members are treated to special offers, promotions and adverts from us and our partners. You can check out at any time. More info A North Wales waterpark is set to reopen next month. SC2 waterpark - dubbed the 'new Sun Centre' after the famous former attraction - was opened in 2019 after a £15m investment on Rhyl seafront. But it was damaged by storms at the end of 2023 and was forced to close. This was one of a number of blows to Rhyl in recent times, with the multi-screen cinema and SeaQuarium closing, and the Skyflyer failing to take off. Today Denbighshire Leisure Ltd (DLL) announced the waterpark was reopening on July 5. They said new attractions had been added and that there would be discounts for locals. The new additions include a free adventure play structure in the Rainforest Diner that has been built for visitors. Bookings for the attraction open today. A DLL spokesperson said: "Unfortunately, due to storm damage to the roof at SC2, the waterpark has been closed for over a year. The repair work required was extensive, but the final touches are now being confirmed and the DLL team have pulled out all the stops to get the waterpark back open ready for the start of July." Join the North Wales Live WhatsApp community group where you can get the latest stories delivered straight to your phone Jamie Groves, Managing Director at DLL, said: 'Everyone at DLL is extremely excited to see our flagship attraction reopening. The damage to the roof was extensive, but we were never going to let that get us down. SC2 is the jewel in Rhyl's crown and our priority was to re-open the attraction as soon as we possibly could. (Image: Daily Post Wales) "We know how important SC2 is to Rhyl, and we were determined to come back bigger and better than before. As one of the Denbighshire 's biggest employers, we are proud to have recently taken on another 30 people at SC2, and will be reopening with an exciting team, who can't wait to give everyone the very best customer experiences. "This year, we want to give visitors and residents a summer of fun and happy memories at SC2, and we can't wait to see you all in July, with exclusive discounts for locals as a thank you for their support while we were closed!"
