French Senate to vote on regulating fast fashion

The French Senate is due to vote Tuesday on a bill to regulate the fast fashion industry, by sanctioning companies and banning advertisements.
The bill is targeted at Chinese-founded e-commerce giant Shein, which has a reputation for selling lower quality clothes at a very low price.
Easy to order and replace, fast fashion items are exported to France on a large scale, causing pollution and saturating markets.
Adopted by the lower house National Assembly in March 2024, the bill will be voted on by the Senate later on Tuesday and is expected to pass, with backing from the government and widespread support in the chamber.
The vote is not the final legislative hurdle: a joint committee of senators and lower house deputies is expected to meet from September to produce a joint text, prior to the final adoption of the law.
The text plans to "reduce the environmental impact of the textile industry", said Anne-Cecile Violland, the centre-right member of parliament who proposed the bill.
Fast fashion is a growing market in France and between 2010 and 2023, the value of advertised products grew from 2.3 billion euros to 3.2 billion euros.
Around 48 clothing items per person are released into the French market each year, and 35 are thrown away every second in the country, according to the state environmental agency Ademe.
Fast fashion poses a "triple threat", said the minister for ecological transition, Agnes Pannier-Runacher.
"It promotes overconsumption, causes ecological disaster and threatens our businesses," she said.
Slamming an "invasion" of products that "do not last", the minister expressed hope it would help change things in Europe.
Once adopted in France, the European Commission will be notified to ensure it complies with European law according to Pannier-Runacher. Targeting fast fashion
The Senate, dominated by the right, modified the bill to target "ultra" fast fashion companies, such as Asian websites Shein ou Temu.
The Senate's amendments plan to leave out French and European brands that may be affected by the bill, such as Zara, H&M and Kiabi. The fashion giants will still be obliged to notify their customers about the environmental impact of their products, according to the new bill.
"I have no intention of making French brands that contribute to our country's economic vitality pay a single euro," said rapporteur Sylvie Valente Le Hir, member of the right-wing The Republicans party.
The bill will impose stricter sanctions on fast fashion companies by scoring their "environmental communication". This "eco-score" will affect all fast fashion companies, Pannier-Runacher said.
Those with the lowest scores will be taxed by the government up to 5 euros per product in 2025 and up to 10 euros by 2030. This tax cannot go beyond 50 percent of the price of the original product. Advertisement ban
The bill would impose sanctions on influencers who promote such products and ban fast fashion advertisements.
The regulation of the fast fashion industry will only succeed with a "collective effort", and not by targeting "a single actor," Shein spokesperson Quentin Ruffat told RTL radio on Monday.
According to Ruffat, the law will add "a tax of 10 euros per sold item of clothing by 2030" and "impact the purchasing power" of French people.
Environmental organisations are also worried that the law may be misinterpreted. Debates may amount to an interesting framework which still lacks substance, according to Green Senator Jacques Fernique.
On Monday, the Textiles Industry Union (UIT) recognised the bill as "a first step" and hoped for its "rapid adoption ... even if the text does not entirely fit our expectations".(AFP)

Asked in an exclusive interview with The Herald about new routes, taking into account how demand from travellers was developing, Gordon Dewar said: 'We think the Chinese and the Indian markets and other Asian markets are clearly things we should be working on, and we are.' While he said he was 'not going to speculate' on what would happen on this front, Mr Dewar added: 'The growth there demonstrates the opportunity. 'We just work quietly and we celebrate them [new routes] when they arrive.' He highlighted a major uplift in travel to destinations to which new, direct long-haul routes were launched. Mr Dewar said 'longer-haul new destinations add 30% to 50% to travel', noting direct routes meant journeys were 'less time-consuming". He highlighted Edinburgh Airport's success in winning direct flights between the Scottish capital and Beijing operated by Hainan Airlines, which revealed recently it was extending this service to year-round. Mr Dewar said: 'Hainan were one of many Chinese airlines we talked to. They were the one that responded first to really compelling data about why Chinese airlines will be very successful flying to Edinburgh." He flagged 'tens of thousands of Scots travelling between Scotland and Beijing…having to do it through other destinations' previously. Read more It was announced in late April that Hainan's direct service to Beijing would be increasing from seasonal to year-round. Edinburgh Airport has also enjoyed significant success in recent times in winning and building direct flights to North America, serving various key destinations in the US and Canada. It was announced in the spring that United Airlines is extending its service between Edinburgh and Washington DC to what the airport characterised as 'almost year-round'. In March, it was confirmed that Air Canada would launch a new direct route between Edinburgh and Montreal this summer. Mr Dewar said: 'We got a new Montreal route that was probably at least in part motivated by the reduction in traffic between Canada and America. We would have got Montreal at some point. I am not sure we would have got it this year if it hadn't been for that disruption.' In 2012, the year in which Mr Dewar took up the chief executive post at the airport, the passenger total was 9.19 million. Asked about the airport's capacity, in the context of its rapid increase in passenger numbers in recent years and the further expansion of flights projected, Mr Dewar replied: 'We have to build quickly…but we are not at the stage of being full yet. That has been true since 2012 where, apart from Covid, we have been in a constant build programme to keep up with that demand. 'We have got the space. We have got the funding. It is just a matter of getting it all lined up and making sure it lands the day before it is needed.' Mr Dewar highlighted the scale of the growth in the long-haul segment at Edinburgh Airport, and the general reduction in domestic traffic as things he did not foresee when he became chief executive. He underlined the extent to which overall passenger growth at Edinburgh Airport had been driven by international flights. Mr Dewar said: 'The ratio of international [traffic] we have is higher. All the growth is international. We have increased our proportion of inbound [passenger traffic]. The American routes – they tend to be stronger inbound demand.' Asked if he would in 2012 have envisaged passenger numbers being where they are now, Mr Dewar replied: 'We had a five-year plan [in 2012] which we slightly bettered.' Some cast members were expected to pull out of Wednesday night's gig at the John F Kennedy Center for the Performing Arts in Washington DC because they were aware the President was coming. He angered performers and patrons at the venue when he announced huge changes to its programming earlier this year - having controvesially been elected chairman. These plans included a cut on what he called "woke" productions, such as drag acts. ‌ And the fury could be felt in the auditorium as Mr Trump and wife Melania took their seats ahead of Les Mis. It was his first time at the venue, the national cultural centre of the US, since becoming President again - and since the massive overhaul of its output. There were also empty seats in the balconies and even in the orchestra section, with talk ahead of the gig that patrons intended to boycott the performance. It is understood understudies filled in for main performers, who also had decided to boycott the night due to Mr Trump's presence. The Mirror is working to confirm if this was the case - and how many cast members dropped out. Sales of subscription packages are said to have declined since Mr Trump's takeover, and several touring productions, including Hamilton, have cancelled planned runs at the centre. Actor Issa Rae and musician Rhiannon Giddens scrapped scheduled appearances, and Kennedy Center consultants, including musician Ben Folds and singer Renée Fleming, resigned. Yet, Mr Trump remained proud as, clad in a tuxedo, he sat for the performance on Wednesday. The politician has a particular affection for Les Misérables, the sprawling musical set in 19th-century France, and has occasionally played its songs at his events. One of them, Do You Hear the People Sing?, is a revolutionary rallying cry inspired by the 1832 rebellion against the French king. Vice President JD Vance and his wife, Usha, were also there. Ric Grenell, the Trump-appointed interim leader of the Kennedy Center, stood nearby as the President spoke to reporters. Attorney General Pam Bondi chatted with other guests. Health and Human Services Secretary Robert F. Kennedy Jr took selfies with attendees. But the MAGA takeover was met with heckles in the auditorium itself. People on X also shared the irony Mr Trump chose to see a performance about a mass uprising against a tyrannical king. Images on X show audience members dressed in drag, a nid to Mr Trump's criticism the venue put on drag shows before his takeover. However, some reports suggest a minority in the audience cheered the President's arrival. When reporters told Mr Trump it was expected some cast members had pulled out due to his presence, the nonchalant world leader said: "I couldn't care less."
