There's no permission for building wall at Simhachalam save for oral instructions
Visakhapatnam: Recommendations will be made to the state government to ensure that incidents like Simhachalam wall collapse should not be repeated in future, emphasised Municipal Administration and Urban Development Principal Secretary S Suresh Kumar.
Stating that the preliminary report of Simhachalam incident came to a close, the committee member said that the report will be submitted to the state government on Saturday.
Sharing details with the media, Suresh Kumar underlined that there was no permission for the wall that was built in a hurry to facilitate queue line for Chandanotsavam.
The wall was built based on oral instructions. The evidence for the preliminary report has been collected. There is a need to carry out the inquiry with state-level officials, the committee member said.
He said apart from tourism and endowments department officials, priests of Simhachalam were also being probed and a detailed report will be readied in a month's time. The committee members further said that opinions will also be taken from the public and a detailed enquiry will be carried out.
Suresh Kumar said the probe was being investigated from all angles and material sample was collected from the incident spot.
'The retaining wall was built in a hurry. There was no record for its approval and the standard maintained to build it,' the committee members stated.
The wall collapse incident at Simhachalam claimed seven devotees. The three-member committee was constituted by the state government to investigate into Simhachalam wall collapse incident continued its investigation for the second day.
Based on the directions of the state government, the committee carried out a preliminary report in 72 hours.
The three-member committee under the chairmanship of Municipal Administration and Urban Development Principal Secretary S Suresh Kumar, EAGLE chief Ake Ravi Krishna, irrigation engineer in chief Venkateswara Rao launched the investigation visiting Simhachalam soon after the wall collapse incident occurred on Chandanostavam day.

47 ‘minor' girls rescued from four shrimp processing units in Nellore district
As many as 47 girls, suspected to be minors, working in four shrimp processing units, were rescued by special teams during joint inspections across SPSR Nellore district. Cases have been filed against these firms and the labour contractors at the Kodavalur, Dagadarthi and Indukurupeta police stations. As per the orders issued by District Collector O. Anand, the special teams constituted of officials from District Child Protection Unit (DCPU), Anti Human Trafficking Unit (AHTU), Child Welfare Committee (CWC), Factories and Police departments. Speaking to The Hindu, District Child Protection Officer (DCPO) Suresh Kumar said, 'The teams conducted inspections at 12 shrimp processing units as per the action plan. We identified some girls, suspected to be minors, engaging in child labour, in four shrimp processing units.' 'With the support of Medical Officer, the DCPU has rescued these girls, who allegedly have been recorded as majors in their Aadhaar cards. They were shifted to Viswajanani, a child care institution registered under Juvenile Justice Act, at Rajupalem village in Kodavalur mandal,' he informed. Of the 47 girls, 10 have been confirmed as minors based on general, dental and radiological examination conducted by a team of doctors from ACSR Government General Hospital (GGH) in Nellore. Following the examinations, they were handed over to their parents from Odisha.

AP needs digitally empowered urban governance: Principal Secy
Vijayawada: S Suresh Kumar, Principal Secretary, Department of Municipal Administration and Urban Development, on Tuesday pointed out that Andhra Pradesh was witnessing rapid urban expansion, with nearly 40- 45 per cent of its population now living in urban areas. This demographic transformation calls for a paradigm shift - from traditional administrative models to agile, digitally empowered urban governance, said Suresh Kumar. He was the chief guest at the State-level workshop conducted at the School of Planning and Architecture, Vijayawada on Tuesday. The State government in collaboration with the Capacity Building Commission (CBC), Government of India, organised a State-level orientation workshop on 'Capacity Building for ULB Officials' under the Mission Karmayogi framework. The event marks the beginning of a transformative capacity-building journey for urban administration in the State. The workshop brought together Municipal Commissioners of 123 ULBs and key State urban departments, including MEPMA, Public Health and Municipal Engineering, and Town and Country Planning. The sessions focused on bridging skills gaps, integrating digital learning and fostering a culture of continuous professional development. Suresh Kumar said 'Under the Mission Karmayogi' framework, the State is initiating comprehensive gap assessments to evaluate existing capacities within ULBs and identify key functional, domain and behavioral competencies required at various roles. Based on these findings, minimum annual training hours will be prescribed for municipal officials. Further, training will not be limited to technical domains. The State is promoting holistic development, with certificate courses offered in areas such as leadership, communication, ethics, digital literacy and even personality development - ensuring that public servants are equipped not just with professional skills, but with the confidence and emotional intelligence needed to engage meaningfully with citizens. He informed that to encourage active participation, a framework for non-monetary incentives linked to training milestones is under consideration. These may include certificates of recognition, preference in transfers / internal postings, visibility in performance appraisals and access to advanced learning programmes. The intent is to create a culture where learning is rewarded and professional growth is seen as integral to public service. A key highlight of the workshop was the demonstration of the iGOT Karmayogi platform, the digital hub of Mission Karmayogi. With over 8 lakh government officials already onboard nationwide, the platform offers role-based, modular learning content tailored for ULB functionaries. Courses range from municipal finance and e-governance to urban resilience, inclusive planning and citizen engagement. The workshop saw participation from several senior dignitaries from the Government of India and domain experts, including: Dr Alka Mittal, Member (Admin.), Capacity Building Commission, V Lalithalakshmi, Secretary, CBC and CEO, Karmayogi Bharat, Shubham Katyayan, Programme Manager – ULBs, CBC, Soumi Banerjee, General Manager, iGOTKarmayogi Bharat and others. They shared insights on the role of continuous learning in transforming governance and the strategic utility of role-based skilling.
