Rangers and EPL side both see £1m offer for keeper 'ignored'
Charles, 20, has been on the radar after impressing during his brief appearances for the Owls and eight caps for Northern Ireland.
He is highly-rated and was even tipped for the very top by former Rangers star Josh Windass on a recent podcast.
However, the Telegraph's Mike McGrath is reporting the Championship side have ignored Rangers' offer of £1m plus add-ons, doing the same with West Ham's bid.
It is claimed neither interested club has heard back from the Owls and so the deals are off.
Rangers are also believed to be considering a loan deal for Arsenal goalkeeper Karl Hein as they look to strengthen between the sticks.

A replacement for the Brazilian has already been found with the Brentford man heading north Rangers have agreed a loan deal for Brentford's Jayden Meghoma. Rangers are set to sell Jefte for a £6million fee with another six figures in add-ons to Palmeiras. The move will see Rangers make a ten-fold profit on the fee they paid to get him last summer to buyout APOEL's option, where he had been on loan from Fluminese. It sees Rangers make major money on a player brought to the club by former technical director Nils Koppen. The Ibrox side also have a 17.5% sell-on as part of the Jefte deal.
