Governor Saito faces criminal complaint over information leak
KOBE--A university professor has filed a criminal complaint against Hyogo Governor Motohiko Saito and two others over the leaking of private information about a whistleblower who later died in an apparent suicide.
The complaint was submitted to the Kobe District Public Prosecutors Office on June 10 by Kobe Gakuin University professor Hiroshi Kamiwaki.
It accuses Saito, former Vice Governor Yasutaka Katayama, and Chiaki Inomoto, former director of the prefecture's general affairs division, of violating confidentiality obligation stipulations in the Local Public Officer Law.
The whistleblower, who headed the prefectural government's branch office in charge of the Nishi-Harima region, had prepared a document that accused Saito and his top officials of power harassment and corruption. The document was sent anonymously to media organizations in March last year.
But the identity of the whistleblower was uncovered. And private information about him was leaked to prefectural assembly members.
He was found dead in July.
'I believe this is an organized crime carried out on the orders from the governor and the former vice governor,' Kamiwaki said. 'I hope the criminal allegations will lead to the truth being revealed.'
Saito told reporters on June 11 that he takes the criminal complaint seriously.
'I will cooperate with the investigation,' he said.
But he again insisted he never gave instructions for the information leak.
'As the prefectural government, we have already concluded this issue after conducting the investigation and deciding on disciplinary measures against the former head of the general affairs division,' the governor said.
The criminal complaint is based largely on a report released last month by a third-party investigative committee set up by the prefecture.
The committee concluded that Inomoto had leaked the information to three prefectural assembly members, and that the act was 'highly likely to have been ordered by the governor or the former vice governor.'
The criminal complaint alleges that Inomoto leaked secrets he learned in the course of his duties, and that Saito and Katayama either ordered or encouraged the move.
Kamiwaki said in the complaint that the three people tried to 'deny the credibility of the accusations from the deceased official through the leak in an attempt to protect themselves.'

Hyogo Assembly Decides Not to Vote on Governor Pay Cut Plan
News from Japan Society Jun 12, 2025 12:57 (JST) Kobe, June 12 (Jiji Press)--The Hyogo prefectural assembly Thursday decided not to vote in this month's session on a draft ordinance cutting the pay of Governor Motohiko Saito of the western Japan prefecture. The assembly decided with majority support to have further deliberations on the matter in a later session, due to a lack of materials to judge whether the draft is appropriate. Saito proposed the pay reduction over a leak of private information of a whistleblower who compiled a document containing harassment allegations against the governor. Saito has said he will punish himself as the prefecture's executive head, but he has denied giving an order to leak the information. The draft ordinance calls for expanding the governor's pay cut from the current 30 pct to 50 pct for three months from July. [Copyright The Jiji Press, Ltd.] Jiji Press

Hyogo Governor Slapped with Criminal Complaint over Info Leak
News from Japan Society Jun 10, 2025 11:00 (JST) Kobe, June 10 (Jiji Press)--A criminal complaint was filed Tuesday against Hyogo Governor Motohiko Saito and two others over the leak of private information of a whistleblower in the western Japan prefecture. Kobe Gakuin University professor Hiroshi Kamiwaki filed the complaint with the Kobe District Public Prosecutors Office, alleging violations of the confidentiality duty under the local public service law. The complaint also targeted former Vice Governor Yasutaka Katayama and Chiaki Inomoto, former head of the prefecture's general affairs department. According to the complaint, Inomoto showed three prefectural assembly members in April 2024 a printed copy of the private information, which had been stored on a computer for official use. The information was of a former senior prefectural government official who wrote and distributed a document alleging harassment by Saito, and who died in an apparent suicide July that year. Saito instructed Inomoto to inform the assembly members of the private information, while Katayama approved the leak after hearing from Inomoto about Saito's order, according to the complaint. A third-party investigative committee set up by the prefecture said in a report May 27 this year that Inomoto leaked the private information, likely at the instruction of Saito and Katayama.
