East Lothian Council to create two apprenticeships to help plug gap in workforce

East Lothian Council is creating two apprenticeships to help plug a gap in its workforce after struggling to fill posts.
School leavers will be invited to apply for the modern apprentice posts in the council's road services department which will run for two years and pay the national minimum wage.
Despite admitting there may be no job within the council at the end of the placement, a report to council said the opportunity would give unemployed young people the experience and skills to find work once completed.
Setting out the reasons for the apprenticeships, the report said: 'Within road services we currently have a number of vacancies including one road officer and one senior road officer.
'We have tried to fill posts but have been unsuccessful. The two modern apprenticeship 'Trainee Roads Officers' would equip unemployed recent school leavers with the necessary skills and experience for them to compete more effectively in the current employment market.
'They would also greatly assist road services at a time of reduced resources and increased workloads. The 'Trainee Roads Officers' will cover distinct areas of project work across the teams within road services. The post holders
will be involved in a number of projects and will assist officers and team
managers in the delivery of this service.
'This will include but not be limited to producing designs, assessments, reports, drawings and contract documents for Engineering works and assisting with the supervision of works.'
The posts will be open to male and female school leavers aged between 16-19 with an extended age of up to 29 for those who are disabled or care-experienced . Applicants must reside in East Lothian.
Apprentices will be paid the National Minimum Wage which is currently £7.55 per hour for under 18s, £10 an hour for 18-20 year olds and £12.21 per hour at age 21 and over.
The report said the trainees would also achieve an HNC Civil Engineering qualification working with Edinburgh College and with mentoring support from road services.
It added: 'If no post is available within the Road Services team to achieve positive destination beyond the apprenticeship period, East Lothian Council will work with the individuals to assist them in securing employment; within the wider marketplace including both agency work and more permanent
employment.'

The Herald reported earlier this week that more than half of young people are racking up thousands of pounds in debt thanks to low youth wage rates. The Scottish Trades Union Congress (STUC) surveyed 198 young workers between May and June this year, and only 46% said they could always afford the basics in life, like food, transport and bills. Sir Keir Starmer promised to abolish youth wage rates during last year's general election campaign, and last July his Labour government committed to removing 'discriminatory age bands for adults'. But here we are, more than a year later, and young adults are still being paid a fraction of what they should be. Those aged 18-20 earn less than 82% of the national minimum wage. Sixteen and 17-year-olds earn less than 62% of the national minimum wage. Currently, the minimum wage for workers over 21 is £12.21, it is £10 for workers aged 18-20 and £7.55 for workers aged 16 and 17. Paying young people a poverty wage was the brilliant idea of Peter 'Prince of Darkness' Mandelson under Tony Blair's Labour government. The Low Pay Commission ('Low Pay Commission' sounds to me like a body created to keep wages low, but I digress) was set up to decide what the minimum wage should be in the late 1990s because until that point, there was no National Minimum Wage. Based on no conclusive research or evidence, the government argued that lower pay for young people would protect their jobs and tackle youth unemployment. Their hypothesis was that if businesses had to pay people under the age of 25 the real minimum wage, it would deter them from hiring the youth. Really, it was just a way to keep good on the promise to deliver a minimum wage for the people without alienating businesses. A loophole that allowed employers to continue to benefit from cheap labour. A 2015 report from the London School of Economics found that increasing the minimum wage for young people in the UK actually had little to no impact on employment. The entire premise that young people deserve less money for the same jobs is inherently flawed. The last time I checked, rent, utilities, broadband, transport, council tax, food, and all the other basic necessities were more or less the same price whether you are aged 20 or 30. So what logic allows a government to condemn a large swathe of the population to poverty? It requires a politician to look at the country and only see middle-class faces looking back. That young people deserve to be paid less hinges on the fiction that they live at home or have parental support and don't really need a full wage or don't have the financial responsibilities of an adult, even though they are one. This profile certainly was not true of me at aged 20. Ironically, I was supporting myself on £60 a week, less than a 27-year-old colleague living at home with their parents. Not everyone under 21 is in education or living at home. There are plenty of parents under the age of 21 who have their own families to support. Older Millennials, or Generation Y, were the first to feel the sting of the youth minimum wage. Today, you can just add it to the list of setbacks facing Millennials and Gen Z, the most financially disadvantaged generations in recent history. Since the 2008 financial crisis, wage growth has stagnated. People who work in minimum wage jobs are typically also battling with zero-hour contracts. In 1985, the average UK house prices were about 3.7 times the average salary – these days, it is around 6.1 times the average salary, according to Nationwide Building Society figures from 2024. To add insult to injury, a pint costs around four times as much these days compared to 1990. The entire concept that young people should be paid less than older people, just because of their age, is entirely absurd. There is a counterargument that suggests if we take ageism out of the minimum wage and abolish discriminatory age bands, it will send businesses that rely on this exploitative practice into a tailspin. But just because we have done something as a country for more than 25 years, it does not make it right or efficient. A far better policy is to have a blanket minimum wage that is kept in line with inflation. Apprentice or student exemptions for those training on the job would help keep it fairer for businesses. And to help with the transition, perhaps consider lowering VAT on hospitality, an industry that employs a huge number of young people. You could reduce business rates for small independent retailers to help them fund staff wages. Or, my favourite, you could introduce a wealth tax to help tackle the country's repugnant inequality. Controversial ‘open space' housing plans revealed

Fresh plans for housing on a grassland originally set aside for a public park for residents in Wallyford have been lodged with East Lothian Council. Taylor Wimpey's plans to create more than 90 new homes at the edge of the estate include 84 houses – over half of which will have four bedrooms – and nine two bedroom flats with no affordable housing included. They come more than a year after councillors refused to grant permission for around 150 new homes on the land, which had originally been earmarked as open space. At the time developers of the overall site which has seen hundreds of homes already built around it East Lothian Development Ltd (ELDL) argued that the estate provided lots of open space across the site and did not need the additional park land. Councillors described the move as 'a step too far' and 'too much icing on the cake', however Scottish Ministers backed an appeal by the company overturning the decision and approving the plans. Now Taylor Wimpey have submitted their proposals for a smaller number of homes on the site which will go before the council's planning committee next week. A report to councillors recommending they back the new plans says: 'In his decision letter, the (Scottish Government) reporter concluded that he was satisfied that the other open space areas to be provided over the whole Wallyford/Dolphingstone expansion area were adequate to serve future residents of the expansion area without the need for the whole of the land of the appeal site to be provided for the large, consolidated area of open space, and granted planning permission in principle for a residential development of it, with a small part of the appeal site accommodating an open space area. 'All of the 84 houses and 9 flats to be erected on the site would be for private sale. The houses would comprise of 15 different house types, with 42 being terraced, 6 being semi-detached and 36 detached. 'Of the 84 houses, 44 would have 4 bedrooms, 24 would have 3 bedrooms and 16 would have 2 bedrooms. The 9 flats would all have 2 bedrooms.' The report notes that following the Scottish Ministers decision councillors cannot refuse consent for the housing but can have a say on determining the design, landscape and appearance of the site. Plans for a Battery Energy Storage System (BESS) on land near Dunbar are set to be opposed by East Lothian Council over a lack of information about road safety, impact on the countryside and flood risks. The proposal for the land at Pitcox, near the Biel Water, will be decided by the Scottish Government's Energy Consent Unit, but East Lothian Council is able to object as a statutory consultee. Officers have raised concerns about missing information in the application as well as some which they say lacks detail. In a report to councillors, officers highlight a lack of information and assessment in the landscape reports over the loss of hedgerow important to the character of the area and its visual impact. They say the proposed entrances for the site during construction fail to meet the required visibility distances with no mitigations offered to address the issue and there is insufficient information on the risks of surface water flooding. Speaking about the impact on the land itself, the council's landscaping officers said: 'We object due to lack of information and possible/likely loss of hedgerows important to the character of the area. Changing levels within the site may also impact on the adjacent hedgerow and trees. 'No information has been provided on this and this may have a greater impact on the existing landscape than suggested. Overall, we do have a number of concerns over the accuracy of the information submitted for consideration and we would ask that the additional information is submitted for our consideration.' The proposed BESS has been applied for by AEUK Battery Project and includes 80 BESS units, 200 metres of underground cabling, two emergency fire tanks, and safety fencing around the site. The applicants say construction is estimated to take up to 32 weeks if given the go ahead but once it is built is is expected there would only be one or two vehicle visits to the site each month. Local community councils have raised concerns from locals about the safety of the site and its impact on the area and officers recommend Energy Consent Unit considers the views of the organisations in its decision making. Councillors will be asked to debate the proposals and the council's response at a planning meeting next week after Councillor Donna Collins called it in because of local concerns.
