BEAVER COUNTY, Utah () — A U.S. Army Sergeant has been charged with dozens of felonies after investigators discovered his alleged relationship with a 15-year-old from Utah.
Tomas Richard Shipman, 27, has been charged with 30 felonies. He is facing 20 charges of sexual exploitation of a minor, 10 charges of dealing in materials harmful to a minor, and one charge of enticing a minor.

According to the arresting statement prepared by the Beaver County Sheriff's Office, Shipman is employed as a Sergeant in the U.S. Army and stationed in Washington state. Officers believe he is stationed at Joint Base Lewis-McChord and is living there at this time.
Officers with the Beaver County Sheriff's Office began investigating Shipman after a 15-year-old girl confessed to her parents that she was involved in an online relationship with a 27-year-old man. Her parents turned over the teen's electronic devices to the sheriff's office to perform an investigation.
One of the devices, an iPod, was given to the 15-year-old by a friend. Officers spoke with the friend, and he stated that he gave her the device to help her contact her 'boyfriend.' The friend only knew that boyfriend by the name 'Quade,' and believed that he lived in Beaver County.
The friend was able to provide the sheriff's office with Shipman's cellphone number. The 15-year-old's parents found a different number in her phone records that they believed belonged to Shipman.

After obtaining search warrants, investigators discovered an app called 'TextMe' on a Kindle Fire device that belonged to the 15-year-old. They discovered conversations between her and a phone number that matched the one her friend said belonged to 'Quade.'
The 15-year-old told an officer that she and Shipman had been in communication since July 7, 2024. According to documents, she said that he was aware she was 15, and that they had exchanged inappropriate photos.
Throughout the conversations on 'TextMe' and Snapchat, police discovered 'expressions of love and endearment' between the two. Shipman sent messages that were extremely graphic and sexual in nature to the 15-year-old girl.
Sheriff's officials said that some of the most alarming discoveries were messages where Shipman was finding routes from his home in Washington to where the 15-year-old lived in Utah. Officers said he had begun exhibiting stalking-like behavior in these conversations.
A proposed arrest warrant has been filed for Shipman, who is believed to be near Tacoma, Washington, at this time.

In exchanges with the agent Almond believed to be a 15-year-old girl, Almond allegedly discussed traveling to Florida and meeting at an Airbnb 'to get more privacy,' court filings said. Prosecutors allege that Almond's collection of sexually explicit images and videos were of children as young as 10 and included hundreds of files of one young girl taken over a two-year period, as well as content Almond received from a 14-year-old boy via Snapchat, court records said. Almond was indicted on four charges: receipt of child pornography, possession of child pornography, and two counts of attempted transfer of obscene material to a minor. New details have been released about a Carmel shooting on Aug. 9 leading to the arrest of five teenagers and requiring a man to have extensive surgery. The shooting began as a robbery over marijuana pens, according to newly filed court records. Four teenagers participated in the robbery while another was detained for supplying and storing firearms used in the robbery, according to court records. The man who was shot required extensive surgery as a result of "significant internal trauma" that may have long-term complications, court records said. Bullet fragments remain in his body. A man and his cousin drove to the 1100 block of Golfview Drive of Carmel on Aug. 9 to sell weed pens to someone he met on Snapchat, according to the Carmel Police Departments. The cousin thought the driver was selling shoes because the pens were stored in a shoebox, he told police. When the men arrived, they said they were ambushed by four teenagers with guns. One of the teenagers got into the back of their car and demanded the driver hand over everything he had, court records indicated. The driver refused and was shot. Along with a box of marijuana pens, court records said the teens stole about $1,200 in cash, which they split. As the teens left, one was dropped off at an apartment complex. He told police he had work nearby. The rest of the teens met with another juvenile on their way back to an address in Carmel where two of them lived. That juvenile said he took their guns. He told police he'd stored their friends' firearms at least five other times. During questioning, he also admitted to a robbery during an unrelated drug deal earlier in the year, according to court records. At least one teenager admitted to smoking the weed pens. Carmel police initially arrested a 14 year old for dangerous possession of a firearm, it said on Facebook one day after the shooting. It is not immediately clear whether prosecutors formalized the charge due to privacy considerations regarding minors. An 18-year-old recent Massachusetts high school graduate, who is about three months pregnant, disappeared after an argument with her boyfriend. Kylee Monteiro, 18, was last seen on Aug. 7 near County Street in Rehoboth — about 50 miles from Boston, according to The Rehoboth Police Department. WCVB 'The smallest detail is important and if there are hundreds of people going through the woods, they might not find it,' Catherine pleaded with the public. 'There's so many scenarios that have gone through all of our heads, so many theories that everybody has, it's all skepticism at this point. We don't know what happened to her but we're not giving up hope,' Faith said.
