District Magistrate among 3 top Haridwar officials suspended over ‘land scam', Dhami asks Vigilance to probe
The Uttarakhand government suspended two IAS officers and a Provincial Civil Service (PCS) officer following an inquiry into an alleged land scam in Haridwar.
The suspended officers are Haridwar District Magistrate Karmendra Singh, Municipal Corporation Commissioner Varun Chaudhary, and Sub-Divisional Magistrate Ajayveer Singh.
An inquiry into the alleged scam was conducted by a senior officer in the Secretariat. According to officials to whom the report was submitted, the scam involved the officers allegedly facilitating the conversion of agricultural land into non-agricultural land, resulting in an increased valuation, after which the corporation acquired it for a higher price.
The seller of the plot of land had submitted an application for conversion of land use in July, which was approved in October 2024. An official said, 'The agricultural land, according to the circle rate, was valued at Rs 15 crore. But with the conversion, the circle rate shot up, and it was acquired for over Rs 52 crore. The whole procedure took place without seeking approval from the government.'
Following the suspension, Chief Minister Pushkar Singh Dhami has ordered a detailed investigation into the matter by the Vigilance Department. The sale deed related to the land scam has been cancelled, and orders have been issued to recover the money paid to the landowners. The Chief Minister has also directed a special audit of all works carried out during the tenure of Municipal Commissioner Varun Chaudhary in the corporation to look into any financial irregularities.
In the suspension order, the Municipal Corporation has been accused of committing irregularities in the acquisition of 2.3 hectares of land in village Sarai in Haridwar.
'As per the preliminary inquiry report dated 29-05-2025 received through the Urban Development Department, Ajayveer Singh (PCS), then Sub-Divisional Magistrate (SDM), Haridwar / currently SDM, Bhagwanpur, has been found prima facie responsible for potential collusion with the land sellers. Within a short period, he facilitated the conversion of agricultural land to non-agricultural under section 143 of the Uttar Pradesh Zamindari Abolition and Land Reforms Act, without complying with the Standard Operating Procedure (SOP) laid down by the Uttarakhand Revenue Council. He also violated other relevant rules and misused his official position,' the order stated.
The other two officers — the DM, who was then the administrator of the corporation, and the Municipal Commissioner — have been accused of neglecting official duties, failing to follow the prescribed procedures, not safeguarding the interests of the corporation, and violating rules.
DM Karmendra Singh and SDM Ajayveer Singh did not respond to calls from The Indian Express seeking their comment on the matter. Municipal Commissioner Varun Chaudhary said he could not comment as an inquiry is underway.
A total of 10 officials have been suspended in this matter so far.

3 loan recovery agents held for ‘illegally giving farmer's JCB to dowry death accused Shashank Hagawane'
The Pimpri Chinchwad police on Thursday arrested three loan recovery agents in connection with the offence lodged against Vaishnavi Hagawane's husband, Shashank, and mother-in-law, Lata, for allegedly cheating and threatening a farmer at gunpoint. The Hagawane family hit the headlines last month after Vaishnavi, the daughter-in-law of expelled Nationalist Congress Party leader Rajendra Hagawane, allegedly died by suicide following harassment over dowry. Shashank and Lata were arrested after Prashant Yelwande, a farmer from Nigoje village in Khed taluka of Pune district, lodged a First Information Report at the Mahalunge MIDC police station in Pimpri Chinchwad on May 29. The duo were remanded to police custody till June 6 for further investigation. The police identified the accused arrested on Thursday as Yogesh Rajendra Raskar, 25, Ganesh Potle, 30, and Vaibhav Pingle, 27, of Talegaon Dhamdhere. According to the police, Yelwande had purchased a JCB from Shashank and Lata for Rs 24 lakh in March 2022. There was a bank loan of about Rs 19 lakh on the said machine, and Yelwande paid Rs 5 lakh and took possession of it, the police added. It was allegedly decided that he should further pay Rs 50,000 per month to the Hagawanes for repaying the loan. The police said Yelwande paid Rs 6.7 lakh to Shashank and Lata, but they did not deposit the money in the bank for loan repayment. Shivaji Pawar, Deputy Commissioner of Police, Pimpri Chinchwad, said that the legal manager of the bank had not given any instructions to the recovery agency for taking away the JCB from Yelwande. 'But still, the accused Raskar, Potle and Pingle, working for the private recovery agency, illegally took the JCB from Yelwande and gave it to Shashank Hagawane around August 2024. So we have placed the three persons under arrest,' he added. According to the police, after the JCB was taken away from him, Yelwande demanded his money, around Rs 11.7 lakh, from the Hagawane family. But Shashank allegedly threatened him at gunpoint. The police had earlier arrested Shashank, Lata and others from the Hagawane family for the alleged dowry death of his wife Vaishnavi at their residence in Bhukum. Vaishnavi's father Anil Kaspate had lodged an FIR in this case at the Bavdhan police station in Pimpri Chinchwad on May 17, alleging that Vaishnavi's in-laws had been abusing her, mentally and physically, demanding Rs 2 crore to purchase a property. Kaspate also said in the FIR that there were injury marks on Vaishnavi's body, alleging that this suggested physical abuse, adding that he feared that his daughter had been murdered.

Maharashtra labour department to crack down on agents fleecing construction workers in BOCW registration
PUNE : The labour department has said it would take strict action against agents and middlemen who illegally charge construction workers exorbitant fees for registration under the Building and Other Construction Workers (BOCW) Welfare Board, despite the official fee being just Re 1. The move came following reports of rampant exploitation at tehsil offices across the state, including a recent case from Junnar taluka in Pune district, where agents demanded up to Rs 1,000 per registration. "Any complaints of overcharging will be dealt with strictly. If a written complaint is filed, we will register an FIR," the board's CEO, Vivek Kumbhar, told TOI. "We are aware of the Junnar case, but a formal complaint is awaited. Workers are encouraged to report such malpractices directly to the board." Kumbhar emphasised the need for awareness. "Workers must know they can register directly and independently. The process is simple, digital, and costs just Re 1," he said. He also urged developers to proactively register their labourers. Several workers confirmed to TOI that middlemen were present at nearly every registration point. Sunita Kale, a daily wage worker from Pune, said: "The agent said the process was too complicated and charged me Rs 800. Later, I realised I could have done it online. It's heartbreaking — every rupee matters to us, but people are fleecing us here." Another worker said, "I urgently needed the registration and paid Rs 1,000, unaware that the actual fee was only Re 1. We feel cheated." Labour rights activists pointed out that without registration, workers are cut off from govt welfare, and this process is their only route to legal protection and dignity. To increase accessibility and reduce exploitation, the Labour Board introduced an online registration system in Feb 2025 confirming that the fee would remain Re 1. Despite this, unscrupulous agents continue to exploit workers unfamiliar with the process. To counter this, the state established 358 Taluka Suvidha Kendras where workers can book slots for biometric verification and document validation. Each centre processes around 150 applications daily, easing the load on district-level offices. Workers can register at developer-run camps, tehsil offices, or online via the Integrated Welfare Board Computer System (IWBMS). However, in-person verification remains mandatory. "The tehsil offices were started so that it would be easy for workers to come in for verification. The only thing they would require is the mandatory 90-day work certificate, Aadhaar card and bank details, if any," an official said. Since the online facility began, the board has seen a steady flow of registrations. In total, it has 38 lakh active registrations, with an additional 16 lakh applications pending renewal. The surge has, however, led to crowding and loss of daily wages for many workers visiting registration centres. To manage this, the labour department rolled out new efficiency measures, whereby district-assigned late dates would be revised for quicker processing at the taluka level. In districts housing headquarters, additional taluka buildings will serve as worker facilitation centres while staffing has been ramped up, with three data-entry operators and two specialists per district facilitation centre. "All facilities now operate under CCTV surveillance for transparency. A coordination cell at the board level monitors pending applications," said an official.
