Nitish Kumar places plant on senior officer's head during event, RJD questions his ‘mental state'
In an unusual gesture, Bihar chief minister Nitish Kumar placed a potted plant on the head of a senior IAS officer who gifted it to the CM during an official event. Kumar's act drew a mix of laughter, confusion, and criticism across the political sphere.
The incident occurred when CM Kumar was attending an appointment letter distribution ceremony at the Lalit Narayan Mishra Institute in Patna and handed over appointment letters to 20 newly recruited faculty members.
As part of the protocol, the education department's additional chief secretary S Siddharth presented a ceremonial sapling to the chief minister, a usual gesture at official government events. However, what followed was anything but routine.
In a move that startled attendees, Kumar first calmly accepted the plant but then placed it gently atop Siddharth's head.
The officer stood still as the audience reacted with a mix of stunned silence and awkward laughter. He then promptly removed it and walked away as onlookers smiled.
Chief minister Kumar, meanwhile, proceeded as if nothing had happened.
However, the act was recorded on video and soon went viral, with social media erupting in memes and renewed debate over Kumar's public conduct.
Meanwhile, Kumar's conduct during the event garnered sharp criticism from RJD spokesperson Mrityunjay Tiwary, who said the incident was shocking and shameful.
"His activities are bringing shame to the state. This shows that his mind is not under his control. He is being controlled by a group of bureaucrats. He is the weakest CM Bihar has ever had," he claimed.
The now-viral clip added to the CM's list of unusual public moments. In March, Kumar abruptly left the stage ahead of the national anthem during the inauguration of the Sepak Takraw World Cup in Patna.
In November last year, he made an attempt to touch Prime Minister Narendra Modi's feet at a public event in Darbhanga.

Delhi HC to hear court staffer's plea seeking protection from arrest on June 11
The Delhi high court on Monday refused to immediately entertain a 38-year-old court staffer's plea seeking protection from arrest for allegedly taking bribes in return for facilitating bail. The case was registered by the Delhi government's Anti Corruption Branch (ACB). The accused was identified as Mukesh Kumar. A bench of justice Tejas Karia's refusal came after ACB's counsel sought additional time to place on record 'substantial piece of evidence' and Kumar's lawyer urged the court to direct ACB to not take coercive action until evidence was placed on record. ACB's standing counsel Sanjeev Bhandari also submitted that there was development in the probe and the latest status report filed by it also implicated Kumar's wife, who was also a court staffer. Considering the contention, justice Karia fixed June 11 as the next date to hear Kumar's anticipatory bail application and directed ACB to file an additional status report till Tuesday. The court said that the material would have an impact on the pre-arrest bail. 'This application (anticipatory bail application) has been pending since May 23. There is no interim protection. For anticipatory bail, we will also have to look into the material (filed by ACB). We will hear you (Kumar) day after tomorrow, no further adjournment,' justice Karia remarked. 'List on June 11. In the meanwhile, Mr Sanjay Bhandari, additional standing counsel for ACB shall place on record an additional status report indicating the additional material by tomorrow,' the court said in its order. ACB in January this year had written to the law secretary of the Delhi government seeking permission to prosecute a special judge of the Rouse Avenue court and Kumar after complaints were received that the judge would demand bribes to grant bails. Kumar, who worked in the same court, was accused of taking bribes on behalf of the judge. This request was forwarded to the Delhi high court. However, the high court in February refused to grant sanction to prosecute the judge, citing insufficient evidence. ACB was given permission to continue with the probe and approach the court if they later find evidence indicating the judge's involvement. On May 16, ACB registered an FIR against Kumar under sections 7 (public servant being bribed) and 13 (criminal misconduct by a public servant) of the Prevention of Corruption Act and sections 61 (criminal conspiracy) and 308 (extortion) of the Bharatiya Nyaya Sanhita (BNS). Four days later, Delhi high court on May 20, had transferred the special judge of the Rouse Avenue court to North West district 'with immediate effect'. The judge was handling ACB cases pertaining to Goods and Services Tax evasion. The court was hearing two petitions filed by Kumar. One challenged a city court's May 22 order denying him anticipatory bail; the other sought quashing of the FIR and transfer of the probe to the Central Bureau of Investigation (CBI). Kumar alleged in his plea that the FIR was a 'counterblast' to judicial orders by the judge threatening contempt proceedings against ACB officials. He claimed that ACB, a principal litigant in several pending matters before the judge, had acted vindictively and that its officers had threatened him with dire consequences, prompting his earlier request for transfer. On May 27, the high court declined to grant immediate protection from arrest, citing the seriousness of the allegations. On June 6, ACB had told the high court that it had reconstituted a special team on June 3 to probe the case, a day after the high court asked ACB to consider replacing an officer against whom Kumar had earlier raised concerns.

Compassionate appointments: Chandigarh rolls out merit-based scheme
Chandigarh: The Chandigarh administration unveiled the merit-based 'Compassionate Appointment Scheme' to grant appointments on compassionate grounds to a dependent family member of a govt servant who dies in harness or retires on medical grounds. To achieve the scheme's objective, centralisation/grouping of 5% vacancies under the direct recruitment quota across all departments of the Chandigarh administration against Group C will be carried out. This will enable the administration to provide compassionate appointments to needy applicants at the earliest possible opportunity against such vacancies. For effective implementation, three sections have been constituted — a sub-committee at the department level, a dedicated compassionate cell under the personnel department, and an apex committee constituted under the chairmanship of the senior-most IAS officer below the chief secretary. Conditions for appointment If any spouse (either husband or wife of the deceased govt employee) in the family is in regular govt service, then compassionate appointment shall not ordinarily be given to dependents. Likewise, if any brother or sister of a deceased unmarried govt employee in the family is in regular govt service, then compassionate appointment shall not ordinarily be given to dependents. "Transparency and objectivity are the foremost aspects of the scheme for compassionate appointment. A holistic assessment of the financial condition of the family has to be made, taking into consideration factors like the presence of earning member(s), size of the family, and financial needs of the family," said a senior UT official. Point-based Merit System To ensure transparency, the administration has developed a system of allocating points for various attributes based on a hundred-point scale. This allows the merits of the cases to be conveniently decided by allocating points to the applicants based on various attributes. In cases where the wife of the deceased official has applied for compassionate appointment for herself, she shall receive 15 additional points as grace points, in line with the general principle that the widow needs to be given preference for compassionate appointment. The date of death of the deceased govt employee will be given first preference (e.g., an applicant related to a deceased govt employee, whose date of death comes first, will be given preference over another applicant). The process for considering various applications and recommending individual applicants for compassionate appointments will be carried out through a Departmental Sub-Committee (at the department level), a dedicated Compassionate Cell, and an Apex Committee. The Apex Committee shall make its recommendation for appointment on compassionate grounds as per the total points obtained by each applicant under the aforementioned point-based merit system. The minutes of each meeting of the Apex Committee, including the merit points earned by each applicant, should also be placed, within four weeks from the date of the meeting, in the public domain on the website of the Chandigarh Administration for the information of all concerned. The final recommendations of the Apex Committee will be placed before the Chief Secretary for consideration and approval. Box: 100 Point Scale (allocation of points to various attributes) Family Pension: Points ranging from 6 to 20 based on family pension slabs (6 points for Rs 28,001 and above; and 20 points for up to Rs 10,000). Terminal Benefits: Points ranging from 1 to 10 based on terminal benefits slabs.
