UAE: Everything is manipulated; AI social engineering is a real threat, experts warn
Cybersecurity professionals should focus on behavioural patterns, as AI-driven social engineering is becoming a real threat, industry executives said at a cybersecurity conference organised by Khaleej Times on Wednesday.
"AI social engineering is real. Anyone who has any form of social media, be it Facebook, TikTok, or even LinkedIn, I'm sure we've all seen a video that looks very real. Something wasn't quite right about. We dig a bit deeper and look into the comments, and we see it's deepfake video content, deepfake audio, impersonating something that's deemed to be real. That is tremendously scary," Raj Sandhu, Regional Lead MEA- Principal Solutions Architect, SecurityHQ, said at the FutureSec 2025 conference.
"I speak to government entities, enterprise customers, almost every single day, and the one thing CISOs tell me is they're getting pressure from their board to deal with and counter AI social engineering. Now, traditional email content filtering is not going to cut it these days. We need to focus on behaviour — something that my team and I are focusing on.
"It is thinking about behaviours – how are users interacting with devices, and how are entities interacting with devices? What is the attack pattern? Because everything is being manipulated, it's hard to see what is real and what is just strange behaviour. So it's important to have that declassification," he said during the conference.

Involving cybersecurity teams early on
A large number of public and private sector professionals and officials attended the one-day conference in Dubai.
Dr Tim Nedyalkov, Global Cybersecurity and AI Security Expert called for the early involvement of cybersecurity members during automation or when incorporating new artificial intelligence (AI) technology to make the processes faster and better.
"When I'm engaged with executive teams, one of my first questions is, how often do you talk to your cybersecurity teams? And then, normally they say, they invite them to board meetings, maybe once every quarter. On average, they spend between four to six hours per year in direct contact with their cybersecurity teams. Why don't you just double or triple the time that you spend with your security teams?" said Nedyalkov, Global Cybersecurity and AI Security Expert.
"Cybersecurity is often on the tail end of the equation, which is not ideal. There are many situations where cybersecurity can be involved much earlier in the journey, whether it is in work, automation, or when incorporating the latest and greatest piece of AI technology. When cybersecurity is involved early in the journey, things will always move a lot faster and better," he said during the FutureSec 2025 conference.
Dr Nedyalkov said that every single organisation wants to do more and faster with AI, but one of the biggest challenges is the lack of governance or the actual foundations for doing things safely and securely with AI.
"I've seen organisations deploying models, for example, with hiring. In some situations, the models cannot explain their decisions. I've seen software engineers deploying models with trained on data that cannot be traced back, and it makes a big difference," he added.

UAE earns top sovereign credit ratings from Moody's, S&P, and Fitch in 2025
The UAE has secured strong sovereign credit ratings from the world's top three agencies – S&P Global (S&P), Moody's Investors Service (Moody's), and Fitch Ratings (Fitch) – reinforcing international confidence in its economy and fiscal resilience. On June 17, S&P assigned the UAE a sovereign credit rating of 'AA' with a stable outlook. Moody's affirmed its 'Aa2' rating, also with a stable outlook, in its 2025 annual review. Fitch followed on June 24 with an 'AA-' rating, maintaining the stable outlook. These consistent evaluations from all three major global credit agencies reflect the UAE's strong fiscal position, economic diversification efforts, and disciplined financial governance. UAE credit ratings The country now joins a small group of nations worldwide with favourable sovereign credit ratings from all three agencies. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, and Minister of Finance, said: 'The affirmation of the UAE's strong sovereign rating by the world's top three international credit rating agencies, and their consensus on a stable outlook, reflects the deep-rooted international confidence in the resilience of our national economy and the efficiency of our fiscal policies. 'This is the result of a comprehensive economic vision led by His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE, and closely followed by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister of the UAE and Ruler of Dubai.' Sheikh Mohammed said the UAE continues to implement economic policies grounded in diversification, transparency, and fiscal discipline, with a strong focus on increasing non-oil revenues and achieving financial sustainability. This reflects the integrated performance of government entities and long-term strategic planning, which continue to reinforce the UAE's position as a flexible and credible global economic hub. He added: 'At the Ministry of Finance, we remain committed to working closely with all government entities to enhance the efficiency of resource management, develop productive sectors, and improve the country's investment appeal. 'The development of the sovereign yield curve for the dirham was a major milestone in enhancing market transparency, providing investors with a reliable benchmark for pricing dirham-denominated debt instruments. 'This strengthens the UAE's presence on the global economic map and reinforces its ability to confidently navigate regional and international changes and challenges — by expanding the investor base and enhancing the country's reputation as a reliable and attractive destination in global capital markets.' The individual reports from each agency highlight key strengths: S&P: Cited the UAE's robust financial position and the strength of consolidated sovereign assets. It also noted that regional geopolitical tensions are likely to have limited impact due to the country's internal stability and sovereign wealth. Moody's: Emphasised continued progress in non-oil revenue development and the UAE's attractiveness to foreign investors and talent, underpinned by sound policy frameworks. Fitch: Recognised elevated regional risks but affirmed the UAE's capacity to absorb shocks, supported by strong fiscal and external reserves. The ratings confirm the United Arab Emirates' ability to diversify revenue streams beyond hydrocarbons, maintain fiscal discipline, and manage risks effectively. These achievements have contributed to macroeconomic stability and sustainable growth across key sectors such as finance, trade, infrastructure, and innovation.

Fitch affirms UAE's AA- rating; expects conflict to be short-lived
Fitch Ratings has affirmed its AA- rating on the UAE, citing the country's robust financial buffers despite high regional political risks and hydrocarbon dependence. The long-term foreign-currency issuer default rating (IDR) with a stable outlook mainly benefits from the UAE capital's substantial sovereign net foreign assets, which were estimated to be 157% of the country's gross domestic product (GDP) last year – one of the highest among Fitch-rated sovereigns. 'The AA- rating reflects the UAE's moderate consolidated government debt, strong net external asset position and high GDP per capita,' the ratings agency said on Tuesday. Fitch noted that while regional political risks are high, the ongoing conflict involving Israel, the United States and Iran is expected to remain contained and short-lived. If the conflict does become widespread, Abu Dhabi's oil infrastructure and Dubai's role as a trade, tourism and finance hub would be impacted. In the event of lower oil prices, Abu Dhabi is expected to increase borrowing over large drawdowns from Abu Dhabi Investment Authority, Fitch said. It projected a low UAE fiscal breakeven oil price of $45 to $50 per barrel in 2025 and 2026, excluding investment income. The consolidated surplus is projected to stand at 5.3% of GDP in 2025 and 5.9% in 2026. GDP could rise by 5.2% this year, supported by a 9% growth in Abu Dhabi's oil output and robust non-oil expansion exceeding 4%. (Writing by Cleofe Maceda; editing by Seban Scaria)
