The 30-year-old had been due to meet Sanderson Lam, 31, in round three on Sunday evening in the Kingdom but the Englishman has now received a bye into the fourth round.
The top 16 players, such as Ronnie O'Sullivan and Judd Trump, will enter the competition in round five on Tuesday.
It is believed Brecel will not be fined or punished for skipping the ranking tournament, particularly if he provides acceptable evidence to justify his medical situation.
The last time Brecel was involved in competition was back at the Crucible when he lost 13-8 to world No1 Judd Trump in the quarter-finals of the World Championship in Sheffield.

Ronnie O'Sullivan whitewashes Joe O'Connor in Saudi Arabia
Ronnie O'Sullivan put in an excellent performance to ease past Joe O'Connor 5-0 and progress to the last 16 of the Saudi Arabia Masters. O'Sullivan will now meet either Chang Bingyu or Mark Allen after cruising to a whitewash victory that rarely looked in doubt, finishing with a break of 90 in the final frame. O'Connor had briefly looked a threat during the first frame but missed an easy black as he failed to capitalise on an earlier O'Sullivan miss. Eight out of nine long pots were missed by O'Connor who exited the tournament inside 65 minutes. A fine display by Oliver Lines saw him beat defending champion Judd Trump 5-3 to set up a last-16 meeting with either Ali Carter or Gary Wilson. Lines produced an excellent fightback from a frame down after Trump had taken the first, hitting two centuries to move into a 4-1 lead. World number one Trump clawed it back to 4-3 as Lines frittered away more than one opportunity to clinch the match. But after a nervous final frame in which another chance to seal progression was spurned, Lines rediscovered his cool to finally got over the line, killing off the fightback with a third century of the match.

Is there extra time and penalties if the tie ends all square after two legs? 1 Newcastle are the current Carabao Cup champions Credit: Getty Will Carabao Cup first round ties go to extra-time and penalties? If the scoreline is level after 90 minutes, no extra-time will be played. The winners will be determined by a penalty shootout. Extra-time is only used in the Carabao Cup from the second leg of the semi-finals and onwards. What happened in the final last year? Last year, Newcastle ended their 70-year wait for major trophy after they beat Liverpool 2-1 to win the Carabao Cup. Local hero Dan Burn opened the scoring just before half-time with a bullet header from a Kieran Trippier corner. Seven minutes into the second half, Alexander Isak's stunning first-time finish doubled the Magpies' lead and sent the Toon Army wild at Wembley. Liverpool set up a grandstand finish after Federico Chiesa came off the bench to make it 2-1 with minutes of additional time to play. Eddie Howe's men hung on to claim a historic win as Newcastle took home the trophy back to Tyneside. When is the Carabao Cup 2026 final? The 2026 Carabao Cup final is set to take place at Wembley Stadium on Sunday, March 22. Kick-off time has not yet been confirmed, but the 2025 final kicked off at 4.30pm BST.
