Pietermaritzburg battles drug crisis amid forensic lab backlog

The Directorate for Priority Crime Investigation (DPCI- Hawks) have been called in by local police to help them rid the city of Pietermaritzburg of drugs.

KwaZulu-Natal's capital city Pietermaritzburg was infested with drugs fuelled by the inadequate prosecutions in courts and a backlog in the SAPS Forensic Science Laboratory (FSL).
Pietermaritzburg SAPS acting station commander, Thulani Masikane, made the remarks at the Msunduzi Municipality's draft Integrated Development Plan (IDP) and Budget for the 2025/26 financial year consultations held at the Pietermaritzburg City Hall on Saturday.
Msunduzi Municipality Mayor Councillor, Mzimkhulu Thebolla, called for residents, businesses and all stakeholders to submit inputs and have their say on service delivery, development programmes and projects in the municipality.
Several residents in the meeting spoke about the drug issue in the city and communities and that nothing was done to address the issue. In March 2025, Ian Cameron, the chairperson of the Portfolio Committee on Police, visited the lab in Amanzimtoti which was affected by six flooding issues since 2016.
According to Cameron the SAPS was paying an exorbitant amount of rental on a monthly basis on a building they cannot fully utilise. Cameron said it was concerning that there has been no resolution to the problem, which has a direct impact on the staggering 140,000 DNA case backlog in the country.

Masikane said in the past financial year 2024/25, 1563 cases of contact crime were reported - a decrease of 29 from the previous year. He said 48 people were murdered and property crime decreased from 300 to 252 while the theft of motor vehicles decreased from 91 to 61.
He said this showed there was a trajectory that reported crime was decreasing in the CBD. There was 60 attempted murders reported. Police arrested 984 people for drugs, and 35 firearms were recovered in the town.
Masikane said street robberies were still a challenge.
He said in the SAPS analysis of crime, drug abuse was identified as the main generator in the CBD. Masikane said they have plans in place including three projects with the Directorate for Priority Crime Investigation (DPCI/Hawks) to identify the suppliers. He said operations began at the beginning of the year and could take months for an impact to be made.
'The town is infested with drugs. We will continue arresting the end users while intelligence is gathered on the main suppliers who we intend going after. We want to break the backbone of this scourge,' Masikane said.
'There are challenges we face as an organisation. We arrest people daily for drugs but our cases are not enrolled in court pending the analysis report on the drug. Prosecutors are saying the analysis of the drug has not been done. This is a serious challenge that is in the public domain. The same person we arrested is back on the streets within 12 hours. We will not allow ourselves to be discouraged. We had a meeting in Durban with the Provincial Commissioner where we raised our concern about this," Masikane said.
Masikane requested that Thebolla drive the issue of a drug master plan with the Department of Social Development. Masikane said unless all departments stop working in silos and join hands, the MM will not win the war on crime and drugs. He also called for a drug rehabilitation center.

Pursuit Police spokesperson Colonel Mavela Masondo said officers from Gauteng Highway Patrol responded swiftly and spotted two of the getaway cars, a silver Mercedes-Benz and a Silver Mazda CX3. 'A high-speed chase ensued. While on the N12 Highway, the suspects started shooting at the police, and the police returned fire. One of the getaway cars was chased until the driver lost control and the suspects jumped out of the car and ran into a field, while shooting at the police.' Masondo said officers recovered one of the getaway cars and more than one hundred rounds of ammunition. 'Police were joined by private security officers, and the search continued until five suspects were arrested. Inside the getaway car, police found scores of ammunition. Image: Nqobile Mbonambi/Independent Media Seasoned forensic crime expert and University of Johannesburg research associate, Calvin Rafadi, has condemned the incident where a 16-year-old girl from Mpumalanga was brutally raped after she was picked by a vehicle on the road where she was hitchhiking. Earlier on Thursday, IOL, quoting Mpumalanga provincial police spokesperson, Brigadier Donald Mdhluli, reported that the teenager was given a lift by strangers. The incident is said to have occurred in Lydenburg on Sunday, at approximately 4pm. Rafadi told IOL that at times, criminals go around looking for people who are hitchhiking, and give them lifts. "One of the dangerous issues about hitchhiking is that women and girls get sexually assaulted. The hitchhiking spots are places where some of the perpetrators spot their victims, they just drive around and identify these hotspots where people gather to hitchhike. They pick women and girls, and rape them. In some instances, they pick different people and abuse them," said Rafadi. "Even if you do not have money, they will force you to start borrowing money from your contacts, your family and friends. The criminals also get into your banking details while holding you under duress," said Rafadi. Earlier, police in Mpumalanga said teenage girl was offered a lift by two men travelling in Volkswagen Polo. 'According to the (police) report, the female victim was from Dullstroom, heading to Lydenburg when a black Volkswagen Polo, with two male occupants, stopped and offered her a lift. She then accepted the offer,' said Brigadier Mdhluli. After passing Coromandel, the driver of the VW Polo diverted the vehicle into a secluded area. 'The passenger allegedly covered her mouth with a cloth that emitted a chemical smell, causing her to lose consciousness. A case docket was opened and assigned to the family violence, child protection and sexual offences (FCS) unit for investigation. The perpetrators are still at large, and police are appealing to members of the public who may have information that may assist in locating and apprehending the suspects to contact the investigating officer, Sergeant Gabsile Mlangeni on 078 751 3463. Alternatively, people with vital information may share the details by calling the Crime Stop number at 08600 10111 or send details via the My SAPS App. 'All received information will be treated as confidential and callers may opt to remain anonymous,' said Mdhluli. Meanwhile, acting provincial commissioner of police in Mpumalanga, Major General Zeph Mkhwanazi, has given assurance that the perpetrators will be hunted down and brought to book. In 2023, Limpopo provincial police commissioner, Lieutenant General Thembi Hadebe, cautioned community members against hitch-hiking, and giving lifts to hitch-hikers, following different criminal activities recorded in the province. In the first incident, a 55-year-old man who was hitch-hiking was given a lift in a Suzuki Swift vehicle near the Mall of the North in Polokwane. The 55-year-old man was travelling to Ga-Dikgale. 'It is alleged that three unknown suspects (the occupants of the car) took the wrong direction, stopped, produced pistols and a knife, and robbed him of all his belongings such as a cellphone, wallet with cash worth R400, and bank cards, all valued at R5,400 and ordered him to run into the bushes,' provincial police spokesperson, Brigadier Hlulani Mashaba said at the time. The robbers then drove off with the man's possessions.

DNA results confirm the murder of Pretoria journalist

The South African Police Service has confirmed that the remains found in Rust De Winter last month, are of journalist, Aserie Ndlovu and his partner. Ndlovu and his girlfriend went missing on 18 February 2025. The bodies analysed for DNA were discovered by SAPS on 8 May 2025. 'The SAPS can now confirm that a DNA analysis has been concluded and has positively linked the remains to that of Aserie Ndlovu and Zodwa Mdhluli', said national police spokesperson, Athlenda Mathe. Mathe said the remains found were analysed and matched against samples taken from biological relatives of both Ndlovu and Mdhluli. SAPS has notified both families of the positive DNA match. The families have also been told that the results confirm that the remains found are of the missing couple. Mathe said the police were pleased to assist both families in finding closure. While the families come to terms with this new development, the case of the suspected killers of Ndlovu and Mdhluli continues before the KwaMhlanga Magistrate's Court. Seven suspects were arrested on 4 May 2025, over two months since the couple had been missing. The seven were charged with kidnapping, house robbery and possession of stolen property. Last month, a cross province operation involving Gauteng and Mpumalanga police led SAPS to the seven suspects. They were questioned and subsequently arrested. 'The first suspect who is arrested, is according to investigations, the last to be in the company of the missing couple', said Mathe. 'The second, third and fourth suspects that have been arrested were found with different vehicle parts believed to be that of the missing journalist', she continued. Police Commissioner, General Fannie Masemola has previously attributed the police successfully apprehending the suspects, to public participation. 'The social media community must also be appreciated for sharing the pictures of these suspects far and wide.
