UT holds meeting to reconsider security deposit for group home admissions

Chandigarh: In the wake of Punjab and Haryana High Court directions, the Chandigarh administration has called a meeting of the governing body of the UTTHAAN Society of the group home in Sector 31, on June 13.
The governing body meeting, to be chaired by the UT chief secretary, will address the issue of the exorbitant security deposit.
Terming the security deposit of Rs 20 lakh for admission to the group home for mental health patients as "exorbitant," the Punjab and Haryana high court, on May 19, directed the Chandigarh administration to reconsider it. The bench of Chief Justice Sheel Nagu and Justice Sumeet Goel instructed the administration to "apply its mind on the aspect of the quantum of security amount of Rs 20 lakh, which deprives admission into the said mental illness home even to deserving mental health patients merely because of a paucity of funds.

The court observed, "After hearing learned counsel for the rival parties, especially on the question of the quantum of security deposit of Rs 20 lakh required for admission of mental health patients in Group Utthaan Society and testing the same on the anvil of the Mental Healthcare Act, 2017, particularly sections 18, 19, 20, and 21 of the Act, mandating every person suffering from mental illness to be treated with dignity, reasonableness, and without any discrimination, the quantum of security deposit of Rs 20 lakh is exorbitant.

The court directed the governing body to hold an emergent meeting to reconsider the aspect of the deposit of Rs 20 lakh as security, which is unaffordable for several genuine mental health patients.

Citizen science is yielding to wildlife conservationists and ornithologists a richness of data and behavioural observations from the field, the latter a much-neglected domain of natural history. Retired banker Rajesh Khurana took time off from the ongoing renovations in his house to observe and photo-document the incredible work the male Grey hornbill puts in for nesting success. Khurana went for seven days to the Garden of Fragrance, Sector 36, Chandigarh, where a hornbill pair had a nest. This species has been bestowed the honorary title of the State Bird of Chandigarh (UT). Khurana's dedication paid off richly, he took a video of the male bringing 22 fruits (probably figs) in one go to the barricaded nest in a tree hollow, which had the female and eggs/chicks. This kind of enumeration of the number of food items the hornbill can carry in its pouch (crop) in the oesophagus and then regurgitate through a slit it at the nest entrance to the awaiting female has rarely been documented. It requires much more work and passion than clicking pretty bird pics and posting them on Instagram. 'For the first few days, the male hornbill would bring a few food items in its crop and discharge them. But on one occasion, I took a video in which the male expelled 22 fruits from its crop, one by one. Hornbills are known to lay two-three eggs, rarely four. After the eggs hatch, and sometime later, the female breaks down the barricaded nest and flies out to assist in collecting food for the ravenous chicks. She drowned while plucking buds Edith Holden (1871-1920) was a naturalist of uncanny sensitivity. Her eyes ever so brooding and curious, Holden would wander in the woods and along the brooks of the Midlands (UK), resulting in poems, jottings and watercolour paintings. The circumstances of Holden's death were cast in poetic finesse. The English bard, Robert Herrick (1591-1674), whose lines below she inscribed on one of her watercolours, may have well have presaged her epitaph: 'Gather ye rosebuds while ye may, Old Time is still a flying; And this same flower that smiles today, Tomorrow will be dying.' In March 1920, Holden was found drowned in a backwater of the river Thames, near Kew Gardens. She had tried to reach a branch of chestnut buds. The bough was out of reach, and with the aid of her umbrella, Holden had tried to break it off, fallen forward into the river, struggled intensely, and then surrendered gently to nature's eternal embrace. NDA govt improved medical services in State: Yadav

Guntur: Minister for Medical and Health Satya Kumar Yadav said the coalition government streamlined the medical services at the government hospitals in the State during the last one year. He addressed the media in Amaravati on Saturday. Speaking on the occasion, he explained how the coalition government improved the medical services at the government general hospitals in the State. He said outpatient numbers increased at the GGHs and the State was moving towards 'Arogya Andhra Pradesh.' Infrastructural facilities have been improved. There is rise in accountability in medical staff. He said the Centre released Rs 100 crore prize for implementing the 30 schemes of National Health Mission in the State during the year 2024-2025. He further said that the government increased the capacity of diagnostic centres in the GGHs to render better services. The Health Minister said the coalition government was planning to conduct medical tests at the doorsteps of the patients through 104 vehicles. Special Chief Scretary (Medical and Health) M T Krishna Babu was also present.
