Universities Will Be Weakened By Budget Focus On STEM And Science

Universities warn next year's funding boost for science courses and other STEM subjects won't drive up enrolments in those fields.
They also calculate that the government's decision to increase funding for STEM subjects but not for most other fields next year is a net zero.
That's because the Budget allowed an emergency two-year four percent funding boost to lapse.
Craig Marshall, an associate professor in Otago University's School of Biomedical Sciences and member of the Tertiary Education Union's council, told RNZ without a serious funding increase, universities would increasingly struggle to offer the research-informed teaching that defined them.
Marshall said the ongoing decline in university funding compared to inflation could prove fatal.
"I think it'll be incremental," he said.
"You'll just see small losses here and there and everywhere else and at the end of it all it's very difficult to predict what that leads to but perhaps the loss of a university."
Marshall said the latest decisions meant universities would struggle to offer some humanities courses and students would start to vote with their feet.
"What we're starting to see is students instead of coming to universities in New Zealand from school, they'll go to universities overseas. They see that as a better outcome," he said.
"Increasingly, students opt now for postgrad graduate training outside of New Zealand, rather than in New Zealand. Some of the universities will be weakened, some may be fatally weakened."
Marshall agreed the government was unlikely to let a university to go under, but one or more could lose the ability to provide the research-informed teaching that fostered critical thought - in which case it would cease to be a university in all but name.
Universities New Zealand chief executive Chris Whelan said the long-term trend for university funding was poor, but none of the eight institutions was close to failing.
"It's becoming challenging to basically retain our position internationally. We shouldn't care about things like international rankings, but the reality is they do send quite important signals to academic staff, to people that want to do research collaborations with New Zealand researchers and to international students," he said, referring to league tables in which New Zealand universities had been falling.
"There is a tipping point where if funding got so low we were not able to maintain that quality, we would have a problem. But I don't think we're anywhere near that."
However, Whelan said the net effect of the Budget was no increase to total university funding next year.
He said that was about as good as the sector could have expected under the circumstances.
But he said the government's decision to favour STEM subjects over humanities was mistaken.
"It's an unfortunate message. There seems to be a belief that somehow universities, if they're given more funding for science, technology, engineering, maths-type subjects, can persuade students to drop doing the liberal arts or social sciences and shift across. The reality is that's just not the case," he said.
Whelan said all fields of university study contributed to the skilled workforce the government said it wanted.
Universities minister Shane Reti told RNZ that was correct but STEM subjects were more closely linked to productivity.
"The message we're sending is that we're particularly investing and funding those courses that clearly have a pathway to productivity and economic gain and these are generally the science and the STEM subjects," he said.
Reti said enrolments in those subjects had been increasing and the funding decision should encourage universities to increase the breadth and depth of their STEM programmes.
He said universities were not sliding toward failure.
"Across the sector, there are some who are doing well and some who are struggling and indeed have been struggling for some period of time and and are receiving extra attention support and monitoring from TEC," he said.
"But if we look at the big picture, there's a significant increase in student numbers this year... It's quite a change in trend from over the previous few years where student numbers have been falling away."
Reti said the government had allocated $111m over the next two years to cover growing university enrolments.
He confirmed that the government had allocated enough funding to cover 99 percent of expected enrolments next year and the Tertiary Education Commission would be expected to cover the remainder from its reserves.

Education Ministry figures show the sciences have lost ground against other subjects in terms of enrolments in Bachelors degrees in the past 10 years.
Considered by predominant field of study, the percentage of students enrolled in the "natural and physical sciences" dropped from 14 to 13 percent between 2024 and 2015.
Health enrolments rose from 17 to 20 percent while education, management and commerce, and the creative arts all dropped slightly.

The University of Waikato is pressing ahead with its third medical school proposal, despite all indications it is now on life support. The Otago Daily Times has obtained a document advertising the position of an "independent commissioning agent" for the project. Interested parties have until the end of the month to submit applications, and a decision is due to made before July 4. "It is important to note that this procurement exercise is being conducted in parallel to the approval of the detailed business case being considered by government for a proposed medical school," the document said. "As such, there is no commitment that this contract will be awarded should the business case not be approved." A firm preference is placed on those with previous experience within the sector. "We are seeking respondents that have demonstrable experience in successfully delivering independent commissioning agent services on projects with a similar nature to ensure a seamless set-up and handover of the building to the university." The role would last about two and a-half years, depending on how long the first stage took to complete. It does not mention a salary band. There was also a outlay plan for stage 1 of the "division of health" precinct, which would provide teaching and learning facilities for the proposed new medical school and support the division's existing programmes in nursing, midwifery and pharmacy. "The division is in a strong growth phase and has more than 1000 equivalent fulltime students in these existing programmes," a Waikato University spokeswoman said. Green MP Francisco Hernandez said there was a level of desperation to these documents. "Aotearoa desperately needs more doctors and medical professionals, but unfortunately this government is just tinkering around the issue while at its core the problem gets worse. "The Health Minister should do the right thing and kill off this zombie project once and for all rather than keeping it in limbo. "Setting up a new medical school at a university with no track record of delivering medical graduates and which will require substantial levels of capital investment is a bad use of time and resources." The Waikato Medical School proposal has proved controversial — the existing medical schools at Otago and Auckland Universities argue they can deliver more medical school students more cheaply and efficiently. National campaigned on the third medical school at the 2023 election, but Act New Zealand made it part of its coalition agreement it would not like the project to go ahead without a detailed cost-benefit analysis. When asked about progress on the project, and when the government would likely announce an outcome, Health Minister Simeon Brown reiterated the proposal remained under "active consideration". This is despite the fact no extra money exists in the Budget for the project for this year. Documentation from Treasury, the Tertiary Education Commission and Ministry of Education have all expressed concern about the cost of the project, the logistical hurdles in establishing it and the speed at which the government hoped to complete it. An Otago University spokeswoman said ministers had been clear both before and after the Budget no final decisions had been taken on the proposal for a third medical school. "Already this year we have taken 10 more domestic students, and we will take another 10 students next year. "Otago is able to immediately increase our medical intake from 323 to 348 students, raising it to 450 from 2027. "This increase in students would not require any new capital funding as we would largely reconfigure use of existing facilities and resources."

Article – RNZ Nearly two thirds of the public believe the government should have first sought feedback on the controversial change, the latest RNZ Reid Research poll shows., Deputy Political Editor More New Zealanders oppose than support the government's shake-up of the pay equity regime, and a clear majority think the public should have been consulted first, a new poll shows. The latest RNZ Reid Research survey found 43.2 percent of respondents were against the overhaul, compared to just 25.5 percent in favour. Nearly a third – 31.3 percent – remained unsure. On the question of consultation, 68 percent said the government should have first sought feedback, with only 18.6 percent saying no. The remainder – 13.4 percent – were undecided. That opinion carried through to voters' party preferences, with even a slim majority of ACT voters agreeing that there should have been consultation, despite the changes being championed by Workplace Relations Minister and ACT deputy leader Brooke van Velden. The poll also indicated limited public comprehension: just 49.7 percent said they understood the changes, 38.2 percent admitted they did not, and a further 12.1 percent were unsure. More than half of those who claimed a lacked of understanding still expressed an opinion about the policy: 38 percent said they opposed it and 13 percent said they supported it. Respondents were surveyed from 23 May through to 30 May, capturing the immediate reaction to last month's Budget and the $12.8 billion of savings made from the coalition's pay equity pivot. Van Velden had announced the overhaul several weeks earlier, before passing legislation through all stages under urgency. Among the key changes: a new merit test was introduced, as well as a greater focus on whether employers could afford higher wages. The threshold to lodge a claim was lifted, and job comparisons across different industries were restricted. Along with the changes, the coalition also extinguished the 33 claims already being considered under the previous scheme. The government argues the regime had expanded beyond its remit, becoming too costly and confusing. The opposition parties and unions says the changes will make it harder for those in female-dominated sectors to achieve fair pay. The RNZ Reid Research result follows a similar question asked in the latest 1News Verian Poll, released on Tuesday. It found 45 percent opposed the pay equity changes, compared to 39 percent in support, and 16 percent who did not know or wouldn't say. Speaking to RNZ, van Velden said she had received mixed feedback but believed the community now recognised that the changes were necessary. 'It's always going to be a difficult conversation,' she said. 'We have fixed resources, we have to make those difficult decisions on behalf of New Zealanders.' And Prime Minister Christopher Luxon told RNZ he would not do anything differently if given the chance again. 'We made some pretty tough decisions to go through under urgency. But we had to fix a very unworkable and unaffordable law. It had got completely out of whack.' Finance Minister Nicola Willis suggested some of the public opposition or lack of understanding could have been driven by Labour promoting 'misinformation'. 'Labour have had a very confused position, and their hyperbole in claiming that we were ending equal pay has ultimately done a disservice to them and the people they're seeking to represent, because it's basically untrue.' But Labour leader Chris Hipkins said that was sheer desperation. 'Women up and down the country have a right to feel angry,' Hipkins said. 'The government cut billions of dollars that was otherwise going to be going into low paid women's pay packets, and now they're just desperately trying to deflect attention away from that.' The latest RNZ Reid Research poll showed National and ACT losing support, and without the numbers – even with NZ First – to form a government. ACT leader David Seymour said he did not put much stock in any one poll but acknowledged the recent pay equity changes could be on some voters' minds. 'Doing what is right is what is politically popular in the long term, and even if I'm wrong about that, good policy is worth it anyway. 'We have left New Zealand with a more sensible pay equity regime focused on actual gender-based discrimination, and I think that's worth it.' This poll of 1008 people was conducted by Reid Research, using quota sampling and weighting to ensure representative cross section by age, gender and geography. The poll was conducted through online interviews between 23-30 May 2025 and has a maximum margin of error of +/- 3.1 percent at a 95 percent confidence level. The report is available here.
