UPPSC to soon issue notification for hiring 1500 lecturers; makes BEd must

Time of India5 days ago
Prayagraj: The Uttar Pradesh Public Service Commission (UPPSC) will soon release a notification for recruitment of 1,500 lecturers (pravakta) across 20 subjects.
The move comes after the commission decided to begin the recruitment process for 7,466 LT Grade assistant teacher posts in govt schools on July 28.

This is a follow-up to a previous recruitment drive in Dec 2020 when 1,473 lecturer positions were advertised across 16 subjects.
In the current cycle, the directorate of secondary education had initially sent proposals to the commission for 19 subjects for male candidates and one for female candidates. However, the commission has now received proposals for all 20 subjects.
The release of the advertisement has been delayed due to discrepancies in the requisitions for two subjects.
Commission officials have confirmed that discussions with directorate officials are underway, and the issues are expected to be resolved within a week.
Once resolved, the official notification will be issued for nearly 1,500 lecturer positions.
A significant change in the eligibility criteria has been introduced this time. While a postgraduate degree was previously sufficient, the new rules—recently issued by the state govt—now make a Bachelor of Education (B.Ed) degree mandatory.
This aims to standardise the qualifications but has also come as a setback for many aspirants.
The revised recruitment rules have also removed the term "equivalent qualification," which previously led to legal disputes and delays. This clarification is expected to make the recruitment process smoother and timely.
However, this update has disappointed lakhs of candidates who hold only a postgraduate degree and were preparing for the recruitment. These candidates will now need to obtain a BEd degree, typically a two-year course, before becoming eligible to apply in future cycles.
With the revised qualifications and clearer guidelines, UPPSC aims to conduct a more efficient and dispute-free recruitment process this time.

Rahul alleges voter list fraud, warns EC of Oppn action

New Delhi: Leader of Opposition in Lok Sabha, Rahul Gandhi, on Thursday launched a scathing attack on the Election Commission of India (ECI), accusing it of enabling voter list fraud and warning that the opposition will not allow the Commission to go unchallenged over alleged irregularities in the Special Intensive Revision (SIR) process in Bihar. Speaking to reporters outside Parliament after proceedings were adjourned, Gandhi said, 'I want to send a message to the Election Commission: if you think you will get away with this, you are wrong. We will take action against you.' He alleged large-scale manipulation during the revision of electoral rolls in a constituency in Karnataka, claiming that the ECI had permitted fraudulent additions and deletions of voters. According to him, the irregularities include the removal of eligible young voters and the suspicious inclusion of thousands of new voters aged 50, 60, and even 65. 'Today we have 100 percent proof that the Election Commission allowed fraud in one seat in Karnataka. We've examined just one constituency and found this. I'm sure the same thing is happening in others too,' he said, though he did not provide evidence publicly. The opposition, including Congress and the Samajwadi Party, has strongly opposed the SIR process. They allege it is being used as a tool to disenfranchise marginalized communities ahead of the upcoming Bihar Assembly elections. Critics claim the process is unfairly deleting legitimate voters from the rolls. 'This is a very serious issue,' Gandhi added. 'The Election Commission is not functioning as a neutral constitutional body. Their latest statement is absolute nonsense. They are not doing their job.' Outside Parliament, Gandhi joined other opposition leaders, including Samajwadi Party chief Akhilesh Yadav and DMK leader TR Baalu, in protesting against the Election Commission and the BJP-led NDA government. The MPs carried posters reading 'SIR is murder of democracy' and 'Nyay, Nyay, Nyay', voicing their disapproval of the ongoing voter verification drive. In response, the Election Commission defended the SIR exercise, saying it is essential for maintaining the integrity of the electoral rolls. The Commission, in an affidavit filed before the Supreme Court, asserted its right to verify citizenship and remove ineligible voters in the interest of electoral purity. The ECI also urged political parties to rise above partisan interests, stating, 'The Constitution of India is the foundation of our democracy. Should the Election Commission, under pressure from certain groups, ignore constitutional duties and allow fake votes in the names of deceased, migrated, or duplicate voters?' The clash between the opposition and the poll panel continues to escalate, with Bihar's 243-seat assembly election looming on the horizon. As political temperatures rise, both sides appear determined to shape the narrative around voter legitimacy and electoral fairness.

BC Commission yet to get report on caste survey!

Hyderabad: The BC Commission, which was part of the caste survey, is yet to receive the report. This is not only hampering critical study regarding implementation of BC reservation in the State, but also affecting timely responses by the Commission to the pending Supreme Court cases. According to sources, the BC Commission on several occasions wrote to the Chief Minister A Revanth Reddy and Deputy CM Mallu Bhatti Vikramarka, the latter who is also handling the Planning Department for a copy of the report. The Commission was actively involved in door-to-door survey and conducted public hearings while camping various districts across Telangana under the deadlines. Ironically, even the Independent Expert Working Group (IEWG) recently submitted a 300-page report to the government and even this report could not be accessed by the BC Commission. 'The situation is that we even asked the members of the expert group for the copy. But they denied saying that it would be placed in the public domain shortly and the government will take a call,' told the sources to The Hans India. The Commission yearns for the report as all major decisions concerning the BCs depend on it. It also needs to respond to Supreme Court's cases. One such case is regarding removal of 26 castes from AP origin following bifurcation. 'Until and unless we study the report we can arrive at a decision. The Supreme Court has sought opinion regarding the case and we are awaiting to submit a reply. How can we respond till we have real figures related to the case?' wondered one of the members.

Amid S.I.R. controversy, EC doubles pay of BLOs, gives incentives for ‘special drives'

Amid the controversy over the ongoing Special Intensive Revision (SIR) of electoral rolls in poll-bound Bihar, the Election Commission of India (ECI) has revised the remuneration of Booth Level Officers (BLOs) and BLO Supervisors in West Bengal where Assembly elections are due early next year. The poll panel also declared that BLOs will get special incentive during the special drive. According to sources, the ECI sent a letter to all CEOs (Chief Electoral Officer) of the country. The letter stated, '…the Commission has directed that following minimum annual remuneration should be granted to BLOs and BLO Supervisors: Booth Level Officer (BLO) – Rs 12000, BLO Supervisor- Rs 18000, Special Incentive to BLO (for SSR/SR and any other special drive) Rs 2000.' Sources in the ECI said that BLOs used to get Rs 6,000 earlier, which has now been doubled. The ECI's latest notification follows a letter to West Bengal Chief Secretary in which it asked the West Bengal government to create a separate Election Department, completely delinked from any other state department, citing a 'lack of administrative and financial autonomy' available to the state Chief Electoral Officer (CEO). In a letter dated July 17 and addressed to the West Bengal Chief Secretary, the Election Commission wrote: 'The Commission has noted lack of financial and administrative autonomy available to CEO, West Bengal, in the existing arrangement, wherein CEO's office functions with limited financial powers relying on a minor permanent advance from the Finance Department. Further, the CEO's office has been categorized as a subordinate branch of the Home & Hill Affairs Department, which is led by a principal secretary-level officer, whereas the CEO himself is of ACS rank.' The EC was referring to the West Bengal government's April 3 notification, appointing IAS officer Manoj Kumar Agarwal as the state CEO. He was also made ex-officio Additional Chief Secretary of the Home and Hill Affairs Department. While the state government has so far not commented on the EC's letter, TMC and Left leaders condemned it, calling it an RSS conspiracy.
