
Halifax incident where navy sailor died happened after boat hit unlit buoy: documents
Petty Officer 2nd Class Gregory Applin of Shoal Cove West, N.L., died after he and another sailor were thrown into frigid water at 9:25 p.m. AT on Jan. 24, 2025. Applin was 38 years old and had been with the Royal Canadian Navy for 19 years. The other crew member was sent to hospital and survived.
The inflatable boat — known as a rigid-hull inflatable boat or RHIB — was being used to transport staff ashore who had participated in training exercises.
After the day's trials were over, the boat was returning from dropping staff off at the Mill Cove jetty and was heading toward the naval dockyard.
The boat, which was more than seven metres long and had the capacity to carry about 10 passengers, then collided with an unlit buoy. This buoy was located next to HMCS Montreal, which was anchored in the water.
"The RHIB capsized and the two crew members went into the freezing water," says an incident report written by Halifax Regional Police Const. Anil Rana.
The report says a nearby pilot ship responded to a 911 call from from one of the crew and "both crew members were pulled from the water at 9:55 p.m.
Unclear why boat hit buoy
It's unclear whether the crew could see the buoy or if there was a malfunction on board that caused the crew to lose control and hit the buoy. On the night of the crash, it was cloudy and –12 C with light winds.
In an email to CBC News, the Canadian Forces Provost Marshal, which oversees Canada's military police, said Applin's death remains under investigation.
There are at least 11 unlit buoys in the Halifax harbour, including the one the RHIB hit, and they are marked on harbour charts.
Seven of the buoys are in the Bedford Basin and four are between McNabs Cove opposite York Redoubt. Some of the unlit buoys in the Bedford Basin are in a location labelled "military area." The top parts of the buoys can be seen sticking out of the water.
The buoys can be seen on dry land in the navy yard along Windmill Road in Dartmouth, N.S. They are about the size of a dumpster. They're orange, white and brown and have the word "NAVY" painted on them.
Maritime Forces Atlantic, a branch of the Royal Canadian Navy, would not say what the buoys were for or why they're unlit.
In a statement, Maj. Trevor Ackland said details could not be provided due to the investigation by the Canadian Forces Provost Marshal.
Purpose of unlit buoys
Stuart Andrews, a former Royal Canadian Navy captain who has been retired for 19 years, doesn't speak for the navy. He believes the unlit buoys are for something called degaussing, which reduces "a vessel's magnetic signature and thereby making it less susceptible to magnetic mines."
Andrews said this is achieved by way of mooring the ship to the buoys.
"They would wrap cables around the ship and they would run current through them and it would align and adjust the magnetic signature of a ship," he said. "I mean, all navies around the world do this."
2013 incident
Twelve years ago from his home, Andrews heard a pleasure craft hitting an unlit degaussing buoy in the Bedford Basin just after midnight on Sept. 30, 2013. He heard the people on board crying for help, so Andrews called called 911.
"I couldn't see a thing, it was a pitch-black night, no moon," said Andrews.
All five people on board were sent to hospital. Come had broken bones and at least one person had a concussion. Two people swam to shore and three people were rescued from the boat. Everyone survived and no charges were laid.

‘We already have a lot of endangered species. We don't need anymore': Moose Jaw exhibit educates public about prairie burrowing owls
With 17 baby burrowing owls recently hatching in southern Saskatchewan, a not-for-profit organization is calling people to be mindful about the endangered bird species. 'We're here to help educate the public about the Burrowing Owls and their endangered status here in Canada,' shared Lori Johnson, owl coordinator for the Saskatchewan Burrowing Owl Interpretive Centre. 'We want to give people information about the owls about their prairie habitat, and what they can do to help ensure that future generations get to enjoy burrowing owls in the wild.' In effort to teach people about the Western Burrowing Owls in the prairies, the centre is providing tours all summer-long in Moose Jaw. The native wildlife species is a 'highly endangered bird' in Canada, and be spotted along the southern parts of the province, as well as Alberta, Manitoba, and Okanagan, B.C. 'We don't have exact population numbers just because these guys can be a little hard to study and a little hard to find, but biologists are estimating there's probably less than a thousand pairs remaining here in Canada,' said Johnson. 'It's not a self-sustaining wild population which is what we would need to be able to downgrade them from an endangered species.' Visiting the centre for her second time, Arianna English said she enjoys seeing the grassland birds. 'They're interesting creatures. To be honest, I've never really gotten a good look at them, and they're really hard to find, so seeing them for a first is really exciting,' she said. Western Burrowing Owls Seventeen Burrowing Owls have recently hatched at The Saskatchewan Burrowing Owl Interpretive Centre in Moose Jaw. (Sierra D'Souza Butts/CTV News) Aside from learning that Western Burrowing Owls are at threat of being extinct, English said she learned other interesting facts. 'I learned that their eyeballs take [up] 90 per cent of their skull,' she shared. 'I learned that they don't poop like normal birds where it's white. It's actually like brown and kind of like a dog's poop.' She added that she hopes to see more people visit the centre and gain knowledge about the rare species. 'I think that more people should come here and learn about owls and learn more about their habitats and how to save them because we already have a lot of endangered species. We don't need anymore,' English noted. The centre will be open until Sept. 1, where people can view 13 adult burrowing owls, along with 17 babies.

‘Come back into play': Wanuskewin bison herd has grown in the past five years
Wanuskewin Heritage Park is marking national bison week by highlighting the cultural and ecological significance of bison. 'Bison are regarded as a keystone species,' said Ian Hnatowich, manager of natural resources and ecology at Wanuskewin. 'Without the bison on this landscape — much like a building would crumble and fail without the keystone — these environments would similarly begin to crumble and fail.' Bison behaviour create conditions and habitats that can benefit other plants and animals. Their waste incubates insect eggs and larvae, which in turn provide food for endangered prairie bird species. As bison roam, they also help spread seeds, and birds use their shed fur for nesting. Nearly 150 years after facing near extinction, bison are making a comeback. In 2019, a small herd of 11 bison was introduced to Wanuskewin. That herd has since grown to more than 50, and their presence is already making a noticeable impact on the landscape. 'We've seen the rejuvenation of several different specific animal species and their populations,' Hnatowich told CTV News. 'We've also seen new species that should be part of this environment start to slowly come back into play.' Bison also hold spiritual and cultural importance for many Indigenous communities. Historically, they were used for a variety of purposes including food, clothing, and ceremonial practices. 'Bison have such a huge history here on the Plains, and they are so intertwined with the history of Indigenous people,' said Jessie Muhlbach, a senior interpretive guide. 'So, when you learn about bison, you're also learning about the land and Indigenous culture.' National bison week encourages people to celebrate the species. 'Because it's national bison week, coming out here and spending time with the bison is a great way to understand Wanuskewin in its complete form,' said Andrew McDonald, co-executive director of Wanuskewin. National bison week runs until Saturday.
