Starmer to pledge to ‘rebalance power' at summit with community groups
Sir Keir Starmer will deliver a keynote speech when he launches the Government's civil society covenant on Thursday, at an event that will touch on issues such as healthcare and violence against women and girls.
He will tell attendees: 'This is about rebalancing power and responsibility.'
Sir Keir will add: 'Not the top-down approach of the state working alone.
'Not the transactional approach of markets left to their own devices.
'But a new way forward – where government and civil society work side by side to deliver real change.'
As well as the speech from the Prime Minister there will be sessions led by Education Secretary Bridget Phillipson and safeguarding minister Jess Phillips.
Chancellor Rachel Reeves' de facto deputy Darren Jones will also lead a talk focused on investors and philanthropists.
Ahead of the event, Culture Secretary Lisa Nandy said 'charities, volunteers, and social enterprises are embedded in the communities they serve and trusted by the people they support'.
She added: 'That makes them the perfect partners for shaping the change we need.
'By working together, we'll improve public services, make them more responsive and rooted in local needs, and ensure that every community benefits as part of our plan for change.'
In its election manifesto Labour pressed the importance of community groups when it said that 'government is at its best when working in partnership with business, trade unions, civil society, faith groups, and communities'.

Under the Building Creative Futures package, £30.5m will go towards improving youth clubs in the poorest areas and a £19m joint investment will support more than a million additional hours of youth work in areas with high rates of anti-social behaviour. Some £22.5m over three years will give students in up to 400 schools access to extra-curricular activities, from new climbing walls and outdoor adventures to music lessons and debating clubs. And £7.5m will go towards supporting clubs like scouts, guides and police cadets. Downing Street said investment in youth services in England had declined by more than 70% over a decade. It said its new package of funding was part of efforts to "reconnect young people with the world around them" amid them spending 'more and more of their time detached from the real world, either stuck in their bedrooms or behind a screen'. The National Youth Strategy will set out the government's long-term vision for youth policy in the autumn. The long-awaited child poverty strategy is due to be published at a similar time. The PM added: 'Today's investment is about offering a better alternative: transformative, real-world opportunities that will have an impact in communities across the country, so young people can discover something new, find their spark and develop the confidence and life skills that no algorithm can teach." Culture Secretary Lisa Nandy said: 'We know that strong local youth services are the bedrock of thriving communities that give our young people safe spaces to learn, grow and reach their potential. Today's announcement is just the beginning.'

JK Rowling has called for a boycott on M&S if it continues to let transgender women into female changing rooms. The Harry Potter author wrote: 'It's time for women to vote with their wallets.' 2 It came after it emerged a trans member of Marks & Spencer staff — a 6ft 2in biological male — asked a girl of 14 in the lingerie section if she needed help with a bra fitting. The girl's mum, who does not want to be named, called the approach 'completely inappropriate' and said her daughter recoiled in horror. She added that the teen was visibly upset and 'freaked out'. The incident happened, it is said, before the Supreme Court ruled the word 'sex' in the Equality Act referred to biological sex, not self-identified gender. M&S apologised for the incident but has made no commitment that trans staff or customers would be told to stay out of female changing rooms. Rowling wrote on X: 'If stores like M&S continue to flout the Supreme Court ruling on women-only spaces, prioritising the wishes of men who want to undress near, or help fit bras on, teenage girls, a boycott seems appropriate.' In an email to the mum the day after the incident, Marks & Spencer wrote: 'We deeply regret the distress your daughter felt during her visit to our store. RACHEL Reeves must find £50billion in her autumn Budget to keep the country's finances in check, experts warn. The shortfall is the equivalent of raising income tax by 5p for both basic and higher-rate earners, they say today. 1 The Chancellor has to raise taxes or cut spending to maintain her stated financial cushion of £9.9billion by the end of the decade, according to the National Institute of Economic and Social Research. The think tank warned Ms Reeves faced an 'impossible trilemma' of meeting her own fiscal rules while hitting spending commitments and upholding a manifesto pledge to not raise taxes. Poor growth, eye-watering debt levels and welfare cut U-turns have led to a 'worsening' outlook, analysis shows. Prof Stephen Millard, from the NIESR, said: 'We would advocate building a bigger buffer. To do that requires a moderate but sustained increases in taxes.' The think tank has upped its growth forecast for this year to 1.3 per cent but 2026 is down from 1.5 per cent to 1.2 per cent. It said the UK can expect inflation at a higher-than-expected 3.5 per cent due to bigger wages and the national insurance hikes. Meanwhile, research shows the living standards of the poorest 10 per cent of households fell by 1.3 per cent in 2023-24. They are 10 per cent lower than pre-Covid levels. Shadow Chancellor Mel Stride said: 'Labour will always reach for the tax rise lever because they don't understand the economy. 'Businesses are closing, unemployment is up, inflation has doubled and the economy is shrinking. And Labour are refusing to rule out more damaging tax rises on investment.'
