
Wastewater treatment project approved to boost sustainability
Officials say the project, to be established at Chak 244-RB in Faisalabad, includes the construction of a wastewater treatment facility, rehabilitation of a Katcha channel, laying of a trunk sewer from the terminal point of Channel 4 to the plant covering 2.6 kilometres, and the development of a 10.5-kilometre force main to discharge treated water into the Gogera Branch Canal.
With a total estimated cost of Rs53.66 billion, the project is included in the Annual Development Programme 202425 and is being funded through a loan by the Danish government's Danida Sustainable Infrastructure Finance (DSIF).
According to WASA Faisalabad Deputy Managing Director Saqib Raza, the Project Management Unit (PMU) was established in March 2022, and 90 acres of state land were transferred to the Housing and Urban Development Department for the project.
The selection process for a consultant began in February 2022 and was concluded in March 2022 with the appointment of NIRAS, Denmark, as the official project consultant.
WASA Managing Director Amir Aziz said a pre-qualification notice was issued in October 2022, and the process was finalized in December 2022 with two firms being pre-qualified.
Tender documents were issued in February 2023, technical bids opened in July 2023, and financial bids were reviewed in November 2023.
However, the submitted financial bids were higher than the approved loan ceiling, prompting WASA to negotiate a revised scope with the bidder.
The revised plan involved reducing the treatment plant's capacity from 200,000 to 150,000 million gallons per day and shortening the operation and maintenance period from five years to three.
WASA submitted a revised PC-1 in July 2024 through the Housing Department to the Planning and Development Board in Lahore. Following rigorous scrutiny, the Provincial Development Working Party (PDWP) cleared the project on October 2, 2024, and formally approved the revised PC-1 on January 27, 2025.
After months of technical planning and negotiation, the final approval by ECNEC has paved the way for launching the project.
The loan agreement with the Danish government is expected to be signed next week, operationalising a major environmental upgrade, an official said.

CDWP clears 15 projects worth Rs518.972bn
ISLAMABAD: The Central Development Working Party (CDWP) cleared a total of 15 different development projects at the cost of Rs518.972 billion, out of these, six projects with a cost of Rs22.487 billion were approved at the CDWP level and nine projects amounting to Rs496.485 billion were recommended to the Executive Committee of the National Economic Council (ECNEC) for final approval. The CDWP met with Federal Minister for Planning, Development and Special Initiatives Ahsan Iqbal in the chair at P-Block Secretariat on Friday. The meeting was attended by Awais Manzur Sumra, Secretary Planning, along with VC PIDE, other members of the Planning Commission, federal secretaries, heads of Provincial Planning and Development (P&D) boards/departments, and senior representatives from relevant federal ministries and provincial governments. CDWP approves eight development projects The agenda focused on development projects across key sectors, including Education and Training, Health, Higher Education, Physical Planning and Housing, Social welfare, Special Areas (AJK and GB) and Transport and Communications. Four projects related to Higher Education sector were approved by the forum after detailed discussion namely, 'Uplifting of Academic and Infrastructure Facilities at Hazara Universality, Mansehra' with the revised cost of Rs2,804.899 million, 'Establishment of Women Sub-Campus at Batkhela, University of Malakand' with the revised cost of Rs1,341.873 million, Allama Muhammad Iqbal Scholarships for Bangladesh, Central Asian and Friendly countries study in Pakistan (HEC)- New worth Rs6,637.088 million and hostels for UET Lahore and Sub-Campuses - New worth Rs3,357.095 million. Expressing concern over the decline in foreign student admissions, the minister emphasised that Pakistan's universities still have the capacity to attract them and should offer more scholarships, particularly targeting students from Central Asia, Africa, and other Global South countries. He underscored that higher education is a form of soft power, and attracting at least 10,000 international students would not only enhance the country's goodwill and image abroad but also increase remittances. The deputy chairman of the Planning Commission directed that a special meeting be convened to review the scholarships policy to encourage greater international enrollment. A project related to Education and Training sector presented in the meeting namely, 'System Transformation Grant (STG)-New' worth Rs10.605 billion refereed to ECNEC for further consideration. Source of financing of the project is GPE Grant (World Bank). The project aims to advance Pakistan's progress towards SDG 4 — inclusive and quality education — by improving access, retention, and quality in the school system. A project related to health sector presented in the meeting namely, 'Jinnah Medical Complex and Research Center (JMC&RC) previously Quaid-e-Azam Health Tower Islamabad-New' worth Rs1,429.150 million was approved by the forum. Two project of physical planning and housing sector presented in the meeting namely, 'Flood Response Emergency Housing Project (Phase III) EIB/GoS Financing' worth Rs42.09 billion were referred to ECNEC for further consideration. The project is proposed to be financed through foreign funding of EIB. It aims to rebuild over 116,000 multi-hazard resilient homes for flood victims in Sindh and provide inclusive infrastructure for vulnerable groups. Another project of physical planning andhousing sector got the approval namely, 'AJK Legislative Assembly Complex' with the revised cost of Rs6,917.11 million. Two projects related to social welfare sector presented in the meeting namely, 'Sindh Coastal Resilience Project (SCRP) – Livelihood AND Community Infrastructure - New' worth Rs30.915 billion was referred to ECNEC for further consideration. The project is proposed to be financed through foreign funding of IFAD. The Sindh Coastal Resilience Project (SCRP) – Livelihood and Community Infrastructure aims to promote inclusive and climate-resilient livelihoods for smallholder farmers, fisherfolk, and disadvantaged groups, including women, youth, and the landless, across 500 villages in Badin, Sujawal, and Thatta. While discussing the project, the deputy chairman of the forum, AhsanIqbal, constituted the formation of a committee under the Secretary of Planning to conduct a detailed review of the project before submission to ECNEC, ensuring that all requirements highlighted by the CDWP forum are fully addressed. Another project of Social Welfare sector presented in the meeting namely, 'Karachi Water & Sewerage Services Improvement Project(KWSSIP) Phase-II' referred to the ECNEC with the revised cost of Rs185.895 billion. This WB-, AIIB-, and EIB-financed initiative will enhance Karachi's water and sewerage systems through infrastructure upgrades, institutional reforms, and capacity building. While reviewing development projects in Sindh, Deputy Chairman Planning Commission and Federal Minister for Planning, Ahsan Iqbal, reaffirmed that Sindh's development initiatives remain a top priority for the federal government. He assured that the federation is fully committed to supporting the province and is making every possible effort to meet its development needs. During the meeting, the Minister emphasized the importance of expediting the implementation of ongoing projects to ensure timely benefits for the people of Sindh. A project related to Special Areas of AJK & GB presented in the meeting namely 'Construction of Road from Pissan to Hoper Nagar (40KM.) Privatisation Commission signs financial advisory pact for ZTBL sell-off
The Privatisation Commission (PC) has signed a Financial Advisory Services Agreement (FASA) with a consortium led by Next Capital Limited for the privatisation of Zarai Taraqiati Bank Limited (ZTBL), according to a PC statement on Friday. The consortium brought together a powerhouse of expertise, including Ijaz Ahmed & Associates, Baker Tilly Mehmood Idrees Qamar, Executives Network International, Bridge Public Relations, Savills Pakistan (Pvt.) Limited, and Prima Global Consulting (Pvt.) Limited, the statement added. ZTBL privatisation: PC Board approves appointment of FA 'This initiative reflects the government's unwavering commitment to inviting private sector investment, modernising banking operations, and ensuring the long-term sustainability of state-owned enterprises (SOEs),' the PC said. 'More importantly, it marks a decisive step towards equipping ZTBL with the tools, capital, and agility needed to empower Pakistan's farmers and agribusinesses like never before.' The government maintains that privatisation of the ZTBL will help deliver faster and accessible credit to small farmers and rural communities. 'The privatisation of ZTBL is designed to catalyse investment in Pakistan's agricultural future by combining private sector efficiency with ZTBL's long-standing expertise in agricultural finance for fostering rural prosperity and ensuring farmers have timely access to essential financial resources. 'The signing of this FASA represents the first critical milestone in the privatisation journey. Under the agreement, the financial advisor will conduct sell-side due diligence, carry out market sounding, engage with potential investors, structure the transaction, market it to investors, and assist the Privatisation Commission in a transparent bidding processm, the PC said.

European shares hit near five-month high on upbeat earnings season
European shares hit a near five-month high on Friday, as investors looked past a US inflation spike and drew support from a largely positive earnings season. The pan-European STOXX 600 index rose 0.2%, as of 0717 GMT, driven by miners and chemical stocks. US President Donald Trump and his Russian counterpart Vladimir Putin will meet later in the day in Alaska, with the US hoping to seal a ceasfire agreement on Ukraine as well as negotiate a possible nuclear deal. Globally, stocks rose despite a spike in US producer price data reining in expectations of a 50 basis point rate cut from the Federal Reserve next month and weak Chinese economic data pointing to tariff-related impacts. NKT jumped 9.1% after the Danish power cable solutions provider updated its full-year financial outlook. ASML fell 1.5%, with the world's biggest supplier of computer chip-making equipment coming under pressure after US peer Applied Materials lowered its fourth-quarter earning forecasts on weak demand in China and tariff-uncertainty related impacts. The Dutch firm had issued a similar warning in mid-July, saying it might not achieve 2026 growth. Chip stocks BE Semiconductor and ASMI dropped 0.7% and 1.1%, respectively.
