FEMA records show Kerr County didn't alert all cell phones as flooding began

FEMA records obtained by NBC 5 Investigates show that Kerr County officials did not use FEMA's Integrated Public Alert & Warning System to send warnings with safety instructions to all mobile phones in the affected area during critical hours as the flooding began on July 4.
Researchers who have studied the cell phone warning system told NBC 5 Investigates that policies on how and when to issue critical alerts vary widely from one county to another, potentially risking delays when seconds count.
As the search for the missing continues in Kerr County, records reviewed by NBC 5 Investigates raise new questions about whether local officials could have used the nation's wireless emergency alert system to better warn people in the flood's path.
Along with our partners at NBC News, we scoured a FEMA archive of cell phone alerts sent through FEMA's integrated public alert and warning system, or IPAWS.
IPAWS is a system that many local counties, including Kerr County, are authorized to use to issue warnings to all cell phones in a designated area. It's the same system used to send Amber Alerts.
The FEMA message archive shows that as the water began rising in Kerr County on July 4, the National Weather Service sent an IPAWS flood warning to cell phones as early as 1:14 a.m.
However, weather service forecasters cannot issue instructions on whether to evacuate or wait for rescue; those messages are up to county or city officials.
The FEMA archive showed that Kerr County did not send any wireless alerts through IPAWS on July 4, when the flooding began.
Some families said they did receive a CodeRed alert from Kerr County, which is similar to an IPAWS message. But CodeRed only reaches people who signed up for alerts.
'Most of the people I've talked to didn't even know what CodeRed was,' said Kerr County resident Louis Kocurek.
Louis and Leslie Kocurek shared a screenshot of a Kerr County dispatch CodeRed message they received, saying major flooding continues. However, the Kocureks said that the message didn't reach their phones until after 10 a.m.
By then, one flood gauge in Kerr County showed the river had already risen about 30 feet, and the Kocureks had taken a photo showing that roads in their neighborhood were already cut off.
'I'm mad because, you know, like I told another lady, how many lives do we have to lose in order for them to fix the system? It's broken,' said Leslie Kocurek.
Kerr County has used the wider-reaching IPAWS system to warn of flooding in the past. Last year, on July 23, the archive showed the county sent an IPAWS alert saying the Guadalupe River was 'expected to rise an additional 4 feet,' telling people to 'avoid the river' and 'move assets to higher ground immediately.'
So why no county IPAWS alert before the flood this time?
NBC 5 Investigates reached out to Kerr County Judge Rob Kelly and emergency management coordinator William Thomas, but they did not immediately respond to questions.
At a news conference last week, Kelly was asked why children's camps along the river were not evacuated.
'I can't answer that, I don't know,' said Kelly, adding that they never expected water would rise so fast.
'We didn't know this flood was coming. Rest assured, no one knew this kind of flood was coming,' Kelly said.
Researchers who have studied the IPAWS system told NBC 5 Investigates that communities across the country sometimes struggle to decide when to issue cell phone alerts, who should issue those alerts, and what the messages should say. The struggle stems, they said, in part from a lack of standardized nationwide policies.
'There is no required training. There's no certification process currently within IPAWS,' said Jeannette Sutton, an emergency alert researcher who explained it's up to each local government to write its own policies. That methodology, she said, has created differences in how effectively the system is used in each community.
'We need a lot of training, and we need the resources to help people to get trained,' said Sutton.
Sutton's team at the University at Albany recently helped FEMA develop a tool for local emergency managers to use to pre-plan more effective messages before disaster strikes.
'They are generally facing a blank text box that says, 'insert message here.' And you can imagine that in a situation where there's a lot of stress and uncertainty, that writing a message from scratch is very difficult,' said Sutton.
In a statement to NBC 5, FEMA said its IPAWS office '..encourages and supports practicing and exercising..' and said the agency makes training tools available '...enabling public safety officials to gain confidence using IPAWS.'
'It is really important to get it right when people's lives are on the line,' said Sutton.
Sutton said cell phone alerts can be critical, especially in places like Kerr County, which doesn't have a siren warning system.
But she said counties should also amplify alerts using tools like social media or even knocking on doors, as cell phone service is sometimes spotty in rural areas.
On the morning of the July 4 floods, the Kerr County Sheriff's Department did use its Facebook account, posting messages around 5:30 a.m. warning of 'dangerous flooding' and urging people to 'move to higher ground.' Those messages could have reached social media users who happened to be awake and looking at Facebook, but they would not sound an alert on a phone like an IPAWS message.
At a news conference Wednesday, the sheriff said the county would look into whether evacuation orders should have been issued.
'Sometimes, evacuation is not the safest. Sometimes it's better to shelter in place,' said Sheriff Larry Leitha.
The sheriff also pledged to examine why cell phone alerts did not happen sooner.
'Those are important questions. Those are, we will answer those questions,' said Leitha.

The number of people reported missing in the wake of historic July 4 flooding in Kerr County, Texas, has dropped from a peak of more than 160 to three, with many now verified as being safe, officials said Saturday. "Extensive follow-up work" and "extraordinary efforts" were credited with the reduction after 173 people statewide were reported missing amid floodwaters two stories deep, officials said in nearly identical statements from Kerr County and the city of Kerrville. "This remarkable progress reflects countless hours of coordinated search and rescue operations, careful investigative work, and an unwavering commitment to bringing clarity and hope to families during an unimaginably difficult time," Kerrville City Manager Dalton Rice said in the statements. Dozens upon dozens of people reported missing by loved ones were taken off a list of missing persons after their safety was verified, officials said. "Many individuals who were initially reported as missing have been verified as safe and removed from the list," the city and county statements said. "This has been an ongoing effort as investigators worked diligently to verify reports of missing persons and confirm their status." County officials did not immediately respond to a request for more information Saturday. It wasn't clear if any one factor, such as the return of cellphone service interrupted by the storm, may have been instrumental in locating those initially reported as missing. Rapidly rising floodwaters in the early morning hours of July 4 swept through river-adjacent summer camp bungalows, washed cars off roadways and left some survivors clinging to trees. A "flood wave" also swept down the Guadalupe River, rapidly increasing its depth and damaging structures along its banks. Federal weather data showed the Guadalupe, which runs through Kerville and Kerr County, rose 26 feet in 45 minutes. At least 27 campers and staff members died at Camp Mystic, which was hosting more than 750 children when it was inundated by the sudden river flooding. The process of warning residents is under scrutiny as the federal Integrated Public Alert & Warning System was not used to send Emergency Alert System texts to cellphone users in the region. Sen. Ruben Gallego, D-Arizona, earlier this week called for a formal investigation into the Department of Homeland Security's response to the flooding. President Donald Trump toured flood-damaged Kerrville last week and defended the stance of his administration, saying the federal response was immediate. Homeland Security Secretary Kristi Noem was 'there right from the beginning,' the president said. State and local officials have also had to grapple with criticism of the lack of timely alerts being sent to residents ahead of the floods. 'It happened so rapidly that nobody, nobody could have anticipated it,' Kerrville City Manager Dalton Rice told NBC News this week, arguing that the historic and overwhelming nature of the flooding could barely be avoided with the best warnings and forecasts.

Currently, Gutzler is having difficulty getting any response for assistance with damages caused by a tornado that struck the St. Louis area in March, impacting her new community of Florissant. Meanwhile, others across the state are also seeking help following another tornado that hit the region in May. 'There was absolutely no response from FEMA until weeks and weeks later,' she said. 'I would assume it's administration and their capacity.' Drawing on her background in customer service, she added, 'I know what you're taught to do if people call and you can't have answers for them. You're taught to just delay.' As the Atlantic hurricane season begins in the eastern US and officials deal with with deadly flooding in Texas, FEMA is under increasing pressure, competing for limited resources amid broad federal staffing reductions. Experts are concerned that there may not be sufficient funding or personnel available when the next major disaster strikes. 'We know this is going to be an active Atlantic hurricane season,' said Shana Udvardy, senior climate resilience policy analyst with the Union of Concerned Scientists, a non-profit group. 'All we need is one big hurricane, and we're going to probably be in 'immediate needs' funding,' she said, referring to a special designation when disaster funds run low. Disaster relief fund Donald Trump has issued a disaster declaration following this month's devastating floods in Texas. This designation enables both public agencies and local residents to request federal assistance. However, the Federal Emergency Management Agency (FEMA) is already under significant financial strain due to a rising number of increasingly severe disasters. According to the latest estimates, its Disaster Relief Fund (DRF) could face a shortfall of approximately $1.6 billion to $2.3 billion by the end of September. Department of Homeland Security Secretary Kristi Noem commented on FEMA saying it has been 'disastrous' and 'incompetent' in some cases throughout the years, especially after Hurricane Katrina in 2005. 'It has been slow to respond at the federal level - it's even been slower to get the resources to Americans in crisis, and that is why this entire agency needs to be eliminated as it exists today and remade into a responsive agency,' she told the FEMA Review Council. Local solutions One approach the administration might take to preserve the relief fund is by reducing the number of major disaster declarations, though this essentially transfers the burden of recovery expenses to state and local governments. 'Certainly it appears that they are much less eager to provide disaster funding post-disaster, or at least declaring a major disaster,' said Steve Ellis, president of Taxpayers for Common Sense, a watchdog group. In response to the growing frequency and severity of climate-induced storms, wildfires, and hurricanes, nonprofit organizations, along with state and local authorities, have been developing their own strategies.

The owner of Camp Mystic has been accused of failing to evacuate campers until an hour after the first official alert warning of oncoming catastrophic Texas floods. Richard 'Dick' Eastland, the camp's executive director, did not immediately order an evacuation after the first text notification from the National Weather Service on July 4, the Washington Post reported. Eastland died trying to save girls from the devastating flooding, which claimed the lives of 27 campers and counsellors. At least 130 people have died in total. Cabins of some of the youngest girls staying in the camp just off the Guadalupe River were washed away in a matter of minutes. The camp is situated on the banks of the Guadalupe River, a well-studied, high-risk flood zone, according to mapped data from the Federal Emergency Management Agency (Fema). Some of the cabins were located in what is known as 'the floodway', with some low-lying cabins located on the 'flats' – just 225ft from the river bank. On the night of the disaster, the first 'life-threatening' flash flood alert from the National Weather Service was issued to all Kerr County residents in Texas at approximately 1.14am. The warning, which did not include an evacuation order, 'came fast' Richard Eastland Jr, Dick Eastland's son, told the newspaper. Eastland immediately notified some adults at the camp via walkie talkie, and ordered them to 'assess the situation' as it unfolded, according to the Washington Post. The camp's loud speaker system ran on electricity and was unusable during the chaos that followed. The girls staying at Camp Mystic were also generally not allowed access to their phones or other electronic devices, per 2025 summer policies and procedures. Eastland waited until 2.30am to begin evacuating campers, his family reportedly told the newspaper in a statement. He later died trying to evacuate the youngest campers from the scene. Counsellors in the cabins closest to the river had to deal with the unfolding tragedy as the river swelled some 26ft in the space of 45 minutes. Camp Mystic's Bubble Inn cabin, which was located less than 500ft from the river, was quickly swept away. No survivors have been reported. Jeff Carr, the Eastland family spokesman, told the newspaper that the family would be taking time to process the tragedy before making further comments. 'It will be important to go through this process and avoid sharing information on a piecemeal basis,' he said. Dick and Tweety Eastland are the third generation to own and run the Christian all-girls camp, which has remained in their family since 1939, according to the camp's website. It has a long history of flooding, according to reports. In 1987, following the deaths of 10 children at a nearby camp, Dick Eastland successfully pushed for a new flood warning system to be installed. However the system was said to have been shut down in 1999 as it had become 'unreliable' due to lack of repair and maintenance, local media reported. Kerr County officials have come under fire for their failure to install a new flood warning system in the area, having suggested such a measure would be too 'extravagant'. In a tribute to Dick Eastland on social media, George Eastland, his grandson, said: 'If he wasn't going to die of natural causes, this was the only other way—saving the girls that he so loved and cared for.' He added: 'Although he no longer walks this earth, his impact will never fade in the lives he touched.' Further heavy rain in Texas on Sunday temporarily paused the week-long search for victims, as storms damaged homes, stranded motorists and put some residents under evacuation orders.
