Man accused of kicking K9 at Dulles International Airport so hard "he was lifted off of the ground"
An international traveler was arrested after allegedly "maliciously" assaulting a police K9 at Dulles International Airport, kicking it so hard it went airborne, according to a federal air marshal.
According to an affidavit, Hamed Aly Marie allegedly attacked the Customs and Border Protection K9, named Freddy, as it was helping screen luggage Tuesday at a baggage claim area where EgyptAir flight 981 luggage was being deposited after arriving at the Washington, D.C., area airport.
Freddy, a beagle "trained to find illicit agricultural contraband," was helping with screening in the baggage claim area when he "alerted to a piece of luggage" and tried to inspect it further, the affidavit said. Marie, the owner of the luggage, came over to the dog and an agent and started talking to the agent, according to the affidavit.
"Shortly after the conversation began, Marie kicked K9 Freddy. K9 Freddy was kicked so hard that he was lifted off of the ground. K9 Freddy was injured and was taken to the veterinary emergency room," the affidavit said.
Marie was arrested Wednesday and is charged in a U.S. District Court in Virginia with willfully and maliciously harming a police animal. No plea had been entered in the case as of Wednesday evening, nor is there a listed defense attorney.
The charging document does not specify Marie's country of origin, but the court reports that an interpreter has been secured for him.

An armed suspect was fatally shot by an employee while attempting to rob a dispensary in Los Angeles County Tuesday night, authorities said. Another Southern California city increases penalties for illegal fireworks
The Fullerton City Council has adopted an urgency ordinance that will strengthen the city's regulations on illegal fireworks. In a press release issued Wednesday, city officials said the ordinance passed unanimously with one councilmember absent. The new legislation, which goes into effect immediately, significantly raises fines and enforces a zero-tolerance policy for the use and possession of illegal fireworks. Penalties included in the updated ordinance include: $3,000 fine for first offense $5,000 fine for second offense $7,000 fine for third offense Additionally, the ordinance also includes clauses for parental liability and private property owner responsibility. 'Parents or guardians of minors who use illegal fireworks will be cited,' officials said. 'Property owners who permit or fail to prevent the use or sale of dangerous fireworks on or adjacent to their property will be held accountable.' On top of that, increased patrols will be conducted throughout the city and authorities will be targeting their response to resident-submitted complaints and tips. 'The city council stands united in protecting the safety, peace and well-being of our residents,' said Fullerton Mayor Fred Jung. 'Illegal fireworks have no place in our community.' The only time city residents are permitted to use fireworks is on and only on July 4 between 10 a.m. and 10 p.m., as long as they are designated as 'safe and sane' and are kept on private property. Effingham man accused of human trafficking after pastor, others help victim escape
EFFINGHAM, Ill. (WCIA) — Effingham Police are highlighting the 'courage and vigilance' of community members, particularly a pastor, in rescuing a girl from years of suspected human trafficking and sexual abuse. The man accused of these crimes is under arrest. Officials said in a news release that Juan Alberto Cruz Ceba, 41, was arrested on Monday during a 'coordinated detail' in the area of 4th Street and Washington Avenue. He is facing multiple charges that include involuntary sexual servitude of a minor, human trafficking and criminal sexual assault. Former GCMS teacher extradited to Ford Co., denied pretrial release in sexual abuse case The investigation started on June 8, when officials said the Effingham Police Department took a report from a female juvenile. She revealed that she was a victim of domestic battery, sexual assaults and involuntary confinement. 'A trusted third party who is the pastor of a local church brought the juvenile to the police department to make the report,' officials said. 'The pastor had previously attended an informational meeting for community leaders on how to be an advocate for victims, which was led by Effingham Police officers.' After the initial report, the victim received immediate medical attention and was given protective assistance from child-victim crisis professionals. Officials said the investigation revealed that the girl was the victim of ongoing sexual exploitation and abuse by Cruz Ceba that started years earlier in a different location.
