
Govt releases Rs1.15b for tehsil councils
Khyber-Pakhtunkhwa Finance Department has released Rs1.15 billion for the payment of salaries and pensions to employees of 64 tehsil councils in the province.
Previously, the non-release of funds to these councils had resulted in delays in disbursing salaries and pensions, resulting in widespread protests.
The allocated funds cover the period from January to March of the current year, ensuring that employees receive their dues for the specified timeframe.
Notably, Haripur Tehsil has received the highest allocation of Rs100 million.
It may be recalled that last week the local government employees announced a protest against the non-payment of salaries and pensions.
The leaders of the Municipal Workers Union (MWU) said that if the finance department did not release a special grant to enable salary payment, they would protest on the streets during the month of Ramazan.
Pakistan Local Government Workers Federation (PLGWF) office bearers said in press statement that the employees of the majority of TMAs across the province had been deprived of their monthly salaries and pensions for the last four months.
Employees of more than 50 municipal institutions, including the Chief Minister's hometown of Dera Ismail Khan, were protesting against this injustice.
They criticized the provincial government for comparing its performance with the Punjab, saying K-P government's performance is zero in addressing people issues.
They claimed the government is punishing people for giving it a heavy mandate, and both municipal employees and the general public have run out of patience due to the chief minister and his cabinet's policies.
They warned of holding protests during the month of Ramazan against the government, if the Finance Department fails to release a special grant for municipal institutions.
The lack of administrative powers and funds to the local government representatives is a bone of contention between the provincial government and tehsil municipal administration.
Last month LG representatives announced a protest in Peshawar against lack of funds and powers.
Despite repeated assurances, the local councilors have not received the necessary powers and financial support, leading to a wide range of problems.

Murree, Talagang granted autonomy
In the new provincial budget, Murree and Talagang have been included as independent autonomous districts within the Rawalpindi division. The government has decided to grant full autonomy to all five districts and seven tehsils created over the past three years, with separate development budgets allocated for each. Earlier, these new districts were operating in an inconsistent manner, often described as being run on a "half partridge-half quail" basis, reflecting administrative incompatibility. To date, all the government departments in any of the new districts are neither autonomous nor do they have district and sessions judges. Separate special districts were not included for these new districts in the budget for the current financial year 2024-25. This decision was formally communicated to the deputy commissioners of all the new districts and the commissioner of the new Gujarat Division. This decision has also sparked a wave of joy among the elected members of the new districts. With one new division, five new districts and seven new tehsils, Punjab now consists of 10 divisions, 41 districts and 156 tehsils. The Rawalpindi division consists of 24 tehsils of six districts, Rawalpindi, Murree, Chakwal, Attock, Jhelum, Talagang. In terms of the number of districts and tehsils, Rawalpindi has become the largest division in Punjab, surpassing Lahore, which now ranks second. Lahore Division has four districts, Lahore, Kasur, Sheikhupura, Nankana Sahib and 22 tehsils. Gujranwala Division has three districts, Gujranwala, Sialkot, and Narowal and has 11 tehsils. Gujarat Division (this new division has been created) has four districts, Gujrat, Hafizabad, Mandi Bahauddin, Wazirabad and 12 tehsils. Multan Division has four districts, Multan, Lodhran, Vehari, Khanewal and 14 tehsils. Sahiwal Division consists of seven tehsils of three districts Sahiwal, Pakpattan, Okara. Bahawalpur Division consists of 15 tehsils of three districts Bahawalpur, Bahawalnagar, Rahim Yar Khan. Dera Ghazi Khan Division consists of 16 tehsils of six districts Dera Ghazi Khan, Taunsa, Rajanpur, Layyah, Muzaffargarh, Kot Addu. Faisalabad Division consists of 17 tehsils of four districts Faisalabad, Jhang, Chiniot and Toba Tek Singh. Sargodha Division consists of 18 tehsils of four districts Sargodha, Khushab, Mianwali, Bhakkar. The largest number of districts is in the Rawalpindi Division and Dera Ghazi Khan Division. The largest number of tehsils is in the Rawalpindi Division and the Lahore Division. The new districts will receive a special grant, including the annual development budget. Their members of the National and Provincial Assembly will receive development funds of Rs100 million.

Rs23.27bn tagged for uplift projects

According to budget 2025-26 documents, a total of Rs2.095 billion has been proposed allocation for 10 ongoing development projects and Rs21.175 billion for development programmes under Special Initiatives. For ongoing projects, the government has proposed Rs500 million allocation for construction of Plan House at Administrative Sector, F-5/2,Islamabad; Rs250 million for Capacity Building and Institutional Strengthening of Ministry of Planning; Rs200 million for Competitive Grants Program for Policy-Oriented Research; Rs200 million for Development Communication Project; Rs70.141 million for Strengthening of Research of Planning Ministry in Information Technology (IT); Rs200 million for Strengthening of PDR in Monitoring and Evaluation of PSDP Project; Rs300 million for Feasibility and Construction of PIDE (Campus), at H-16,Islamabad; Rs75 million for Establishment of Federal SDGs Support Unit; Rs150 million for Change of Base of National Accounts from 2015-16 to 2025-26, and Rs150 million for National Economic Transformation and 5Es Unit. Retail sector woes prompt tax on digital platforms: FBR
ISLAMABAD: Federal Board of Revenue (FBR) Chairman Rashid Mahmood Langrial Wednesday said tax has been imposed on digital platforms after serious concerns of formal retail sector paying sales tax as well as income tax on sales of goods. During post-budget press conference held on Wednesday, the FBR chairman clarified that 2.5 per cent tax would be applicable on income slab between Rs600,000 and Rs1.2 million under revised salary slabs. The tax rate of one per cent has been mentioned in the Finance Bill 2025-26. Sales through digital invoicing needs strong deterrence under self-assessment scheme. The integration of sales tax registered persons has been started through authorised integrators including Pakistan Revenue Automation Limited (PRAL). The FBR chairman stated that the country is moving towards digital economy. Formal retail sector is paying all kinds of taxes as compared to undocumented online companies engaged in selling of goods and paying no taxes. All Pakistan Retail Association has complaint to the FBR that the market of the documented sector has been at the verge of collapse due to informal sector. They are at a disadvantage of paying 18 per cent sales tax as compared to informal sector. The level playing field has been restored through the Finance Bill. Two percent tax of gross value of supplies would be applicable on persons supplying digitally ordered goods from within Pakistan through online market place, website and software applications. The FBR chairman stated that the board has included all taxable activities to incorporate digitally ordered taxable goods into the e-commerce sales tax framework. Presently, online marketplaces are required to withhold one percent sales tax on local supplies made by non-active taxpayer vendors. However, this does not fully capture the growing e-commerce sector, especially businesses using websites, apps, etc, for online sales to consumers. To address this, the withholding tax scope has been expanded to cover transactions settled via online payment or CoD. Under the proposed regime, payment intermediaries (banks, financial institutions, exchange companies, and payment gateways) will collect sales tax on digital payments, while couriers will handle tax collection for CoD transactions. Additionally, the withholding tax rate is set to increase from one per cent to two per cent. Under the Finance Bill 2025, in the case of supply of digitally ordered goods by online market place, website and software application from within Pakistan during the course of e-commerce, the liability tocollect and pay tax shall be of payment intermediary including a banking company, a financial institution, licensed exchange company or payment gateway in case the payment is made digitally and of the courier delivering the goods where those are supplied on Cash on Delivery (CoD) basis at the rates provided in the Eleventh Schedule. The FBR chairman also stated that sales tax has been imposed on the import of solar panels to create an enabling environment for domestic manufacturing industry. The FBR Member Inland Revenue (Policy) stated that domestic e-commerce covers a number of e-stores operating outside the formal banking system. They sell goods through Bykea and websites. The FBR has chalked out a domestic e-commerce framework for small and medium businesses selling goods through websites or online. A simple regime has been introduced for payment of tax through couriers and banks with final discharge of tax liability. The FBR Member said that four items have been included in the Third Schedule of the Sales Tax Act to check under-invoicing on the import of chocolates, pet food and imported cereal bars in retail packing. The FBR chairman stated that the non-profit organisations would go through strict scrutiny under the Finance Bill 2025-26. The FBR has laid down very strict conditions for the NPOs for availing exemption. Now the NPOs have to prove that they are not engaged in commercial activities. In future, we would review performance and scrutinise NPOs. Pointing out that globally non-profit organisations were not subjected to tax measures, Langrial said, 'No organisation will be exempt from scrutiny in the future.' Under the Finance Bill 2025-26, the FBR has listed entities granted complete exemption on any income and exemption subject to Section 100C provision respectively have been merged.
