Those Opposing Caste Survey in Karnataka are Among the Most Socially Advanced Communities in the State

Brahmins, Vokkaligas, and Lingayats – the three communities that have been opposing the caste survey claiming that it is 'unscientific' – are among the most socially advanced communities, leaked portions of Karnataka's Social and Education Survey show. The survey, commissioned by the previous Siddaramaiah government in 2015, measured overall backwardness in terms of social, educational and livelihood indicators.
Caste associations of Brahmins, Vokkaligas, and Lingayats have been consistently opposing the survey on various grounds, their biggest grouse being that the survey had under-counted their communities. However, the caste survey was aimed at measuring social backwardness and not populations of individual castes or sub-castes.
Leaked portions of the survey, which TNM accessed, suggest that Brahmins, Vokkaligas, and Lingayats are among the state's most socially advanced communities. These findings are broadly in line with the findings of the O Chinnappa Reddy Commission, which submitted its report in April 1990.
The leaked portion of the survey is only a partial list of the scores of 23 'main castes' that are among the numerically larger caste groups. The document shows that five communities are the least socially backward, starting with Brahmins, followed by Christians, Vokkaligas, Neygis, and Lingayat-Veerashaivas. Muslims are seventh.
The survey measures and assigns scores for social, educational, and livelihood backwardness and an overall score after taking these into account. Communities are given scores out of 100 for social backwardness, out of 68 for educational backwardness, and out of 32 for livelihood, which add up to a total score of 200. The higher the score, the greater the backwardness.
The various communities scored between 12 and 147 out of 200 on overall backwardness, with the mid-point being 90. Those with a score higher than 90 were categorised as Most Backward, 50-89 as More Backward, and those with a score of 20-49 as Backward. Communities with a score of below 20 were considered as General.
Brahmins, who comprise 2.62% of the state's population according to the survey, have the lowest score on overall backwardness at 11.29. This is the only community on the list of 23 that has a score below 20. On social and educational backwardness, the community scores 1.12 and 1.19 respectively, and on livelihood backwardness, 8.98.
Lingayats, who constitute 11.09% of the state's people, have an overall score of 41.58, while Vokkaligas form 10.31% of the state's population and score 42.6.

Kumaraswamy took to X on Monday and questioned whether Siddaramaiah is the chief minister of Karnataka or only for the Vidhana Soudha stairs. He asked how fair it was to wash his hands clean by skirting the blame entirely on police and why there was a desperate ploy to distract by targeting the opposition. Meanwhile, the KPCC criticised the social media campaign in support of the suspended Bengaluru city police commissioner B Dayananda. KPCC spokesperson Ramesh Babu said no one from Dayananda's community requested the CM to appoint him as the commissioner. It was the CM's call as part of his social commitment to taking all the communities together. "The opinion emerging after the suspensions is BJP-driven," he alleged. He questioned BJP for not appointing Dayananda as the commissioner during its tenure though he was eligible for the post. "BJP is playing politics in the name of caste," he claimed.

Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyaan (PM KUSUM)–C project, which will provide farmers with reliable daytime electricity by installing solar units near agricultural electricity feeders will be officially launched by Chief Minister Siddaramaiah on June 11 at Gauribidanur of Chikkaballapura district, said Energy Minister K.J. George. Speaking at a curtain raiser press conference on Monday, he said, 'Union Minister for New and Renewable Energy and Consumer Affairs, Food and Ration Distribution Pralhad Joshi, Union Minister of State for New and Renewable Energy Shripad Yesso Nayak, Deputy Chief Minister D.K. Shivakumar, Ministers Krishna Byre Gowda, M.C. Sudhakar, and others will be participated.' The KUSUM–C scheme aims to provide farmers with reliable daytime electricity by installing solar units near agricultural electricity feeders. These units will generate power locally, which will then be supplied to agricultural pump sets through the feeders. This localized generation ensures the delivery of high-quality power, the Minister noted. In Gauribidanur taluk's Thondebhavi Hobli, a 20 MW solar unit has been established across approximately 60 acres in the villages of Hanumenahalli and Charakamattenahalli. This is the largest solar installation under the KUSUM–C scheme in Karnataka to date, which is why Gauribidanur was chosen for the scheme's official launch. The land for the project has been leased from private owners for a period of 25 years, he added. Further the Minister stated that, the KUSUM–C scheme, introduced four to five years ago, was initially put on hold in the State. However, after our government came to power, we decided to implement the scheme and invited tenders. The central government provides a subsidy of ₹1.05 crore for generating 1 mw of solar power, which significantly reduces the cost of establishment of the Solar Power System for the RESCO developers. 'The Karnataka Electricity Regulatory Commission has fixed a maximum rate of ₹3.17 per unit of electricity, ensuring affordable and reliable power supply for farmers. In the first phase of the scheme, we aim to generate 2,400 megawatts of solar electricity through the solarisation of agricultural feeders. This will provide quality daytime electricity to around 6,19,000 (6 lakh 19 thousand) agrarian pump sets, significantly reducing their energy costs and ensuring a reliable power supply,' he explained.

Karnataka Chief Minister Siddaramaiah on Monday stated that he would give "zero marks" to the Prime Minister Narendra Modi-led government. Interacting with media at his residence in Mysuru, the Chief Minister, answering a question on the completion of 11 years in office by Prime Minister Modi, asserted that Prime Minister Modi survives on publicity. He questioned who benefited from demonetisation, and reminded reporters of the Prime Minister's promises of "Achhe Din" (good days are coming), providing two crore jobs every year, and resolving farmers' issues. He then asked why farmers agitated for a year if their problems were solved. The Chief Minister highlighted that Prime Minister Modi has not delivered on his major promises and "has merely completed eleven years in power". Siddaramaiah criticised the media for giving the Prime Minister excessive publicity, which he claimed helps spread false narratives. He pointed out that when the Karnataka government announced its guarantee schemes, critics claimed they couldn't be implemented and that the state would go bankrupt. Yet, these same schemes were later duplicated and implemented in Rajasthan, Uttar Pradesh, and Delhi. He also questioned PM Modi's actions, contrasting them with his tenure as Gujarat Chief Minister, where he advocated for a 50 per cent tax share. Siddaramaiah stated that while Union Finance Minister Nirmala Sitharaman announced Rs 5,300 crore for the state, it was never provided. CM Siddaramaiah further added that despite the 15th Finance Commission recommending Rs 11,495 crore in funds to Karnataka, it was also withheld. He accused the BJP of spreading misinformation instead of questioning the injustice being done to Karnataka.
