
Parliamentary Panel Urges Law Mandating SC, ST, OBC Student Quotas In Private Universities
In its report submitted to Parliament on Wednesday, the panel said the representation of SC, ST and OBC students in top private universities was "considerably low"
A parliamentary panel has recommended a central law to enforce reservations for students from Scheduled Castes (SC), Scheduled Tribes (ST), and Other Backward Classes (OBC) in private higher education institutions. The committee has proposed quotas of 15% for SCs, 7.5% for STs, and 27% for OBCs.
In its report submitted to Parliament on Wednesday, the Parliamentary Standing Committee on Education, Women, Children, Youth and Sports, headed by Congress leader Digvijaya Singh, said the representation of SC, ST and OBC students in top private universities was 'considerably low".
According to a report by The Indian Express, data submitted by three of the four private Institutions of Eminence — BITS Pilani, OP Jindal Global University, and Shiv Nadar University — revealed that less than 1% of their students belonged to the ST category, which the panel described as 'abysmally low".
'Education must be a key instrument of attaining social justice in this country, and the current absence of reservations in private higher education institutions may be an impediment to the same," the committee noted.
The panel urged Parliament to implement Article 15(5) fully by passing legislation similar to the Central Educational Institutions (Reservation in Admission) Act, 2006, which applies to centrally-funded institutions such as IITs, IIMs, and central universities.
The committee also said that the introduction of quotas in private institutions should be financially supported by the government. It recommended a model similar to the reimbursement given to private schools under the 25% reservation rule.
Further, it called for dedicated funds to help private universities increase infrastructure, faculty, and seats so that general category seats are not affected.
The Ministry of Education told the panel that since private universities are set up by state legislatures, it is the responsibility of state governments to make laws on reservation in such institutions.

Assam CM Himanta decides to stop issuing Aadhaar cards to adults to check infiltrators
GUWAHATI: The Assam government will stop issuing Aadhaar cards to adults, except for people from the Scheduled Castes (SC), the Scheduled Tribes (ST), and the tea garden communities. A Cabinet meeting chaired by CM Himanta Biswa Sarma on Thursday approved the decision to prevent fraudulent Aadhaar enrollment by illegal migrants. The government said District Commissioners will have the authority to issue Aadhaar cards to adults only in 'rarest of rare' cases. The restriction will not apply for one year to SC, ST, and tea garden communities, during which time enrollment for left-out individuals from these groups will be completed. Sarma said the move comes amid efforts to apprehend illegal Bangladeshi migrants along the international border. 'For the past year, we have been continuously apprehending illegal migrants. We pushed back seven of them yesterday. We are not sure we can nab all of them, so we want to take some protection to prevent infiltrators from becoming Indian citizens with Aadhaar,' he said. Earlier in April, the Assam government had announced a crackdown on Aadhaar cardholders who had not applied for inclusion in the National Register of Citizens (NRC). Sarma had also highlighted that four districts—Barpeta, Dhubri, Morigaon, and Nagaon—had more Aadhaar cardholders than their projected population. Meanwhile, Assam and Nagaland will jointly plant trees at Uriamghat in Golaghat district, where 12,000 bighas of encroached land were recently cleared. The land, near the Nagaland border, is claimed as ancestral land by some Nagaland villagers.

COIMBATORE: Scheduled Caste (SC) residents of Anna Nagar near Thondamuthur have alleged that officials of the Tamil Nadu State Transport Corporation (TNSTC) in Coimbatore are favouring caste Hindus by not operating two corporation buses to their area. Around 300 SC families live in the village. Though a formal complaint is yet to be lodged, the Dravidar Viduthalai Kazhagam (DVK) has petitioned the district administration but is awaiting a response. When TNIE visited Kembanur, residents alleged that buses 21 and 21B, operating from Gandhipuram and Town Hall, are not allowed into Anna Nagar, located just 400 metres away.
