United Nations Support Mission in Libya (UNSMIL) takes note of High Council of State (HCS) Presidency elections, invites constructive engagement in the political process
UNSMIL is of the view that yesterday's two-thirds attendance reflects a broad consensus among members to overcome the division that has hindered its ability to fulfill its responsibilities over the last year. The Mission echoes the calls to expand internal consensus by engaging those members who did not attend yesterday's session.
The Mission congratulates the new Presidency and looks forward to constructive engagement with all Council members to break the stalemate, advance the political process, and end the protracted transitional phases.
It further expects the Council to responsibly carry out its functions, as outlined in the Libyan Political Agreement, consistent with its independent political role and Libyans' aspirations to end institutional division, restore legitimacy through elections and contribute to necessary reforms.
The Mission encourages the HCS membership to fulfill their patriotic duties and rise to the expectations of the Libyan people by supporting a Libyan led and Libyan owned political process facilitated by UNSMIL.

6,000 aid trucks blocked outside Gaza, says Unwra chief
The United Nations has nearly 6,000 food trucks currently stuck outside Gaza and ready to enter the territory, said Unwra chief Philippe Lazzarini on Friday. "UNRWA has 6,000 aid trucks blocked outside Gaza, awaiting the green light to enter," Lazzarini stated on social media platform X, adding that aid airdrops are ineffective and insufficient. "If there is political will to allow extremely costly, insufficient, and ineffective airdrops, then there should be similar political will to open road crossings," he added, without explicitly naming Israel, which has blocked aid into Gaza, leading to famine. The UN, including Unwra and partners, "were able to bring in 500 to 600 trucks a day during the ceasefire earlier this year," Lazzarini said. That aid "reached the entire population of Gaza safely and with dignity" and with "no diversions," he said, stressing that "no alternative to the UN-coordinated response has produced similar results."

Comment by United Nation (UN) Human Rights Office spokesperson Thameen Al-Kheetan on deaths during protests in Angola
Authorities in Angola must carry out prompt, thorough and independent investigations into the deaths of at least 22 people, as well as associated human rights violations, during protests this week against an increase in fuel prices. According to official reports, more than 1,000 people have been detained. Unverified footage suggests that security forces used live ammunition and tear gas to disperse protesters, which points to an unnecessary and disproportionate use of force. We note that some of those protesting resorted to violence and that a number of individuals reportedly took advantage of the unrest to commit criminal acts, including looting shops, as well as vandalising property in multiple locations in the capital, Luanda. We call on the Angolan authorities to refrain from resorting to unnecessary or disproportionate use of force to maintain public order, and to guarantee the full enjoyment of the rights to life, freedom of expression, peaceful assembly and association. Any individuals who may have been arbitrarily detained must be immediately released. All protesters taking to the streets to express their opinions should do so peacefully. All human rights violations must be investigated and those responsible held accountable. 6+6 Committee and Advisory Committee Conclude Consultative Meeting on Electoral Framework
At the end of their two-day consultative meeting under the auspices of the United Nations Support Mission in Libya (UNSMIL), the 6+6 Committee and the Advisory Committee agreed on the necessity of amending Libya's constitutional and legal framework to facilitate presidential and parliamentary elections with broadly accepted results. Members of the 6+6 Committee praised the Advisory Committee's recommendations published on 5 May and committed to integrating them into efforts to make the electoral laws more implementable. Both committees acknowledged that a comprehensive political settlement is crucial for paving the way for elections. This settlement requires amending the Constitutional Declaration, revising electoral laws to ensure the integrity of election outcomes, establishing a unified government with a clear, time-bound electoral mandate, and adopting both domestic and international guarantees to rebuild trust among stakeholders, particularly between the Libyan people and political institutions. Stengthen local governance, ensure election security, advance national reconciliation, and enhance spending transparency while combating corruption. This meeting came as part of UNSMIL's ongoing consultations with Libyan stakeholders, ahead of the anticipated announcement of a political roadmap during the upcoming Security Council briefing.
