India, China Review LAC Situation, Plan 'Special Representatives' Talks

New Delhi: India and China on Wednesday reviewed the overall situation along the Line of Actual Control (LAC) in eastern Ladakh and prepared the ground for the next edition of the Special Representatives' dialogue on the boundary question. The two sides discussed the issues at a meeting of the Working Mechanism for Consultation and Coordination (WMCC) that took place in Delhi. They expressed "satisfaction with the "general prevalence of peace and tranquillity in the border areas, leading to gradual normalisation of bilateral relations", the Ministry of External Affairs (MEA) said. It said India and China also prepared for the next round of the Special Representatives' (SR) talks to be held in India later this year. While India's Special Representative for the dialogue is National Security Adviser (NSA) Ajit Doval, the Chinese side is headed by Foreign Minister Wang Yi. Wang is expected to visit India for the upcoming SR talks. The last episode of the SR dialogue was held in Beijing in December last year. On the WMCC talks, the MEA said the two sides reviewed the situation in the India-China border areas. They "agreed to maintain regular exchanges and contacts on issues related to the boundary affairs at the diplomatic and military levels through established mechanisms", it said in a statement. "With a view to advancing effective border management and sustaining peace and tranquillity, the two sides deliberated on various measures as explored during the previous 23rd round of SR talks," the MEA said. The Indian delegation at the WMCC talks was led by Gourangalal Das, the joint secretary (East Asia division) in the MEA. The Chinese side was headed by Hong Liang, the director general of the boundary and oceanic affairs department of the Chinese foreign ministry. Hong also called on Foreign Secretary Vikram Misri. Over the last nine months, India and China have been engaged in normalising their relations after ending the military face-off along the LAC in October last year. Though the two sides have disengaged troops from the friction points, they are yet to de-escalate the situation by pulling back the frontline forces from the border. Each side currently has around 50,000 to 60,000 troops along the LAC in the eastern Ladakh region. The WMCC talks took place days after External Affairs Minister S Jaishankar visited China to attend a conclave of the foreign ministers of the Shanghai Cooperation Organisation (SCO). The military standoff in eastern Ladakh began in May 2020 and a deadly clash in the Galwan valley in June that year resulted in a severe strain in ties between the two neighbours. The face-off effectively ended following the completion of the disengagement process from the last two friction points of Demchok and Depsang under an agreement finalised on October 21 last year. The decision to revive various dialogue mechanisms was taken at a meeting between Prime Minister Narendra Modi and Chinese President Xi Jinping in the Russian city of Kazan in October last year. The Modi-Xi meeting came two days after India and China firmed up the disengagement pact for Depsang and Demchok.

How powerful is the Tayfun Block-4 missile? Designed and developed by Turkish defense giant Roketsan, the Tayfun Block-4 is a hypersonic variant of Turkey's indigenously built longest-range Tayfun ballistic missile series. The Tayfun Block-4 measures 6.5 meters, weighs 2,300 kilograms and has a range of 800 kilometres, as per a report by Turkey Today. 'The Tayfun Block-4 is capable of long-range strikes, setting another record for the Turkish defence industry. Weighing over 7 tonnes, this new variant of the Tayfun, with its multi-purpose warhead, will be capable of destroying a range of strategic targets such as enemy air defence systems, command and control centres, military hangars and important military facilities from hundreds of kilometers away,' Roketsan said in a statement. What makes hypersonic missiles so lethal? As the name suggests, hypersonic missiles are capable of travelling at hypersonic speeds of Mach 5 and above (five times the speed of sound or around 6,100 kilometers per hour), making it extremely difficult for even the most advanced air defense systems to intercept them in time. The destruction caused by Iran's hypersonic missiles across major Israeli cities such as Tel Aviv and Haifa during the recent Israel-Iran war is a testimony to the penetrative capabilities of the hypersonic missiles which render even advanced air defenses like Arrow 3 and the Iron Dome useless in a battle scenario. Why Turkey's new missile is a concern for India? Turkey, along with China and Azerbaijan, was among the few countries that openly supported Pakistan during the recent India-Pakistan conflict. Turkey, which has strengthened its military ties with Pakistan in recent times, also armed the Pakistani forces with advanced military drones like the Bayraktar TB2, which were actively used against Indian installations during Operation Sindoor. Defense analysts believe Turkey's development of a hypersonic missile system could be a significant security threat to India as Ankara could provide the technology and the missiles to Pakistan. Notably, Pakistan had earlier approached its 'iron brother' China for hypersonic technology, but the request was denied.

India said it will issue tourist visas to Chinese citizens from July 24, five years after it suspended the process, as the neighbouring nations seek to improve people-to-people ties amid decreasing border tensions. Chinese citizens can apply for a tourist visa to India by filling out an online application, scheduling an appointment and personally submitting their passport and other required documents to the Indian Visa Application Centres in Beijing, Shanghai and Guangzhou, the Embassy of India in China said in a statement Wednesday. Sources indicated that a vigil will be maintained so that the tourist visas are not misused. India had suspended all tourist visas in early 2020 in a bid to contain the spread of Covid-19. While New Delhi lifted restrictions on tourists from other countries as concerns over the pandemic eased, it did not resume issuing tourist visas to Chinese nationals as bilateral relations soured after the 2020 clashes in Ladakh's Galwan valley. This is a positive move. Easing cross-border travel is widely beneficial. China will maintain communication & consultation with India to further facilitate travel between the two countries." Earlier this month, external affairs minister S Jaishankar met his Chinese counterpart Wang Yi in Beijing and raised the issue of restrictive trade measures and roadblocks to economic cooperation in the backdrop of restrictions on rare earth magnet supplies to India. He also brought up the issue of faster de-escalation along the Line of Actual Control in eastern Ladakh and the two sides agreed to take additional practical steps, including travel to each other's country and direct flight connectivity.
