Probe Agency Conducts Raids In Money Laundering Case Against Ex IAS Officer In Assam
Sewali Devi Sharma, who served as the Executive Chairman-cum-Director of the Open and Distance Learning (ODL) Cell of the State Council of Educational Research and Training (SCERT), is accused of large-scale financial irregularities while implementing the National Council for Teacher Education's (NCTE) two-year Diploma in Elementary Education (D.El.Ed.) programme through distance mode.
The Government of Assam had approved the programme for 59 recognized institutions with a total enrolment capacity of 27,897 government teachers. However, in violation of this approval, Sharma allegedly established 347 study centres and enrolled 1,06,828 trainees-nearly four times the permitted number-primarily to collect excess funds.
Investigations have revealed that she opened five unauthorized bank accounts for the ODL Cell, where she was the sole signatory. In a blatant breach of the Assam Financial Responsibility and Budget Management Act, 2005, Sharma allegedly diverted over Rs 115 crore received as fees from trainees into these accounts instead of depositing them in the government treasury.
The ED suspects that more than Rs 105 crore was spent without following financial delegation rules, tendering procedures, or verifying supply and execution of works. Contracts were allegedly handed out to firms owned by close relatives-including her daughter and son-in-law-as well as associates like Sarang More, the ODL Cell's Chartered Accountant, without any competitive bidding process.
Most of these entities reportedly lacked prior experience, and payments were made without proper documentation or verification.
Initial police inquiry has indicated that Sharma may have amassed disproportionate assets worth over Rs 5.7 crore during the period under investigation.
The ED searches are currently underway as part of efforts to trace the proceeds of crime and identify other beneficiaries involved in the alleged scam.

Remarks on wife's cooking, clothing not cruelty: Court cancels case against man
The Bombay High Court on Friday cancelled a criminal case and related proceedings against a man and his family over a complaint filed by his estranged wife, observing that remarks about a wife's attire or cooking skills do not constitute grave cruelty or harassment."Making annoying statements that the wife was not wearing proper clothes and was not able to cook food properly cannot be said to be acts of grave cruelty or harassment," the Aurangabad Bench of the High Court, constituting Justices Vibha Kankanwadi and Sanjay A Deshmukh said, cancelling the court noted, "When the relationship gets strained, it appears that exaggerations are made. When everything was disclosed prior to the marriage and allegations are omnibus or of not so grave for befitting in the concept of cruelty contemplated under Section 498-A of the Indian Penal Code (IPC), it would be an abuse of process of law if the husband and his family are asked to face the trial." Section 498A of the IPC (Section 85 of the Bharatiya Nyaya Sanhita) deals with cruelty against a woman by her husband or his relatives. It is a cognisable, non-bailable, and non-compoundable offence, meaning the police can arrest the accused without a warrant, bail is not a right, and the case cannot be settled out of case stemmed from a complaint filed by the woman who married the man in March 2022. It was her second marriage, following a mutual consent divorce in 2013. The wife alleged that a month and a half into the marriage, she was no longer treated properly. She also claimed that her husband's family had hidden his mental and physical ailments from the court scrutinised the evidence and found contradictions in the wife's claims. It noted that chats exchanged between the couple before their marriage, which were part of the charge sheet, revealed that the husband had explicitly mentioned the tablets he was taking. The court concluded that the wife had knowledge of his illness and that his medical treatment was disclosed to her before the wife had also alleged a demand for Rs 15 lakh to purchase a flat around Diwali. The court, however, questioned the plausibility of this claim, pointing out that the husband already owned a High Court found the allegations against the family members to be "omnibus" and lacking specific details. BJP MPs Nishikant Dubey, Manoj Tiwari booked for forcibly entering Baidyanath Temple's inner chamber
The Jharkhand Police on Friday said it has registered an FIR against BJP MPs Nishikant Dubey, Manoj Tiwari and others for 'forcibly' entering the sanctum sanctorum of the Baba Baidyanath Temple in Deoghar on August 2 and hurting religious sentiments. The FIR was lodged under various sections of the Bharatiya Nyaya Sanhita as per a complaint by temple priest Kartik Nath Thakur for 'forcibly entering the inner shrine on August 2 between 8.45 pm and 9 pm' despite a restriction on VIP or VVIP entry during the holy month of 'Shravan' in view of a large number of devotees. 'An FIR has been lodged at Baba Baidyanath Mandir Police Station against Nishikant Dubey, Manoj Tiwari, Kanshikanat Dubey, Sheshadri Dubey and others for entering the inner shrine of the temple, hurting religious tradition and sentiments and causing obstacles in government work by entering into a scuffle with police persons deployed for security reasons,' an officer told PTI. The 'forcible entry' by the MPs and 'scuffle' with policemen resulted in causing fear and panic among thousands of devotees present and a stampede-like situation, as per the complaint. Thakur said he had lodged the FIR on August 7. In the FIR, he also alleged that both the MPs entered the inner chamber during the 'kancha jal puja' ritual, resulting in disruptions during the prayer. While both the MPs did not respond to phone calls, Nishikant Dubey in a post on X said: 'This case has been registered for worshipping… So far 51 cases have been registered against me. About 55 lakh 'Kanwariyas' have offered holy water at the temple during the ongoing month-long 'Shravan Mela' so far. Additionally, about two lakh devotees offered obeisance through 'Shighra Darshanam' (fast track) facility. The shrine registered an income of around Rs 7.5 crore between July 11 and August 5, which includes revenue from other temple sources. This is not the first time the MPs have courted controversy. On August 31, 2022, an FIR was registered against nine people, including both the BJP MPs, for allegedly forcing Air Traffic Control (ATC) officials to provide clearance for their chartered flight to take off from Deoghar airport beyond the scheduled time. As per the complaint, all the nine persons violated safety standards by entering the ATC room at the Deogarh airport and 'forcibly taking clearance' for the take-off. The FIR had resulted in a spat on social media between Dubey and then Deoghar Deputy Commissioner Manjunath Bhajantri, who has earlier, too, locked horns with him on many occasions. The Supreme Court in January had confirmed the quashing of the case of criminal trespass registered against the MPs and others for entering the ATC room at Deoghar airport.
