The defendant, with an address at Patrician Villas in Stillorgan, admitted threatening and abusive behaviour at the Crowne Plaza Hotel Blanchardstown, last June 9.
Sergeant Conor Mohan told Blanchardstown District Court that gardaí were called to the hotel following reports of a dispute with a guest.
It was alleged that there had been smoking in Kelly's hotel room, and the defendant was asked to leave.
Sgt Mohan said Kelly was very drunk, and he made aggressive threats towards the hotel manager, as well as racial verbal abuse.
Sgt Mohan said Kelly tried to jump over the reception counter, and he had to be sprayed with pepper spray by gardaí due to his aggressive nature.
Judge McHugh said this matter was quite serious, and Kelly tried to get across the desk at the manager.
Kelly's defence solicitor said the defendant was not charged with assault.
She said Kelly used to work in the hotel, and was there celebrating an anniversary with his partner.
There was an allegation of smoking in Kelly's room, which was untrue, the solicitor said, and he was immediately removed from the room.
Kelly argued with hotel management because he felt he should have received a warning, rather than an immediate removal.
Kelly was very sorry for his behaviour, and wished to offer his sincere apology to the hotel manager, the court heard.

Fly infestation at Belfast flats after body of elderly man lay undiscovered for weeks

The elderly neighbour had been dead for several weeks and his body had decomposed, attracting flies. A woman has spoken of the 'nightmare' of living above a flat infested with flies. Atlanta Jackson (24) has been in her Housing Executive property in Dunmurry for almost three years. Two weeks ago her elderly neighbour's remains were found in his home. He had been dead for several weeks and his body had decomposed, attracting flies. The death is not being treated as suspicious. Ms Jackson said: 'A few days before that we'd noticed a really bad smell in our flat, but we didn't really know where it was coming from. Today's News in 90 Seconds - August 21st 'My mum said the smell was also really bad out in the back garden, so we phoned the Housing Executive. 'Mum then asked if I had seen our neighbour recently. He was elderly and kept himself to himself. 'You would only have seen him every once in a while, and I hadn't seen him for a few weeks, so we wondered if maybe something had happened to him.' The Housing Executive asked her to check his windows for any sign of him. She explained: 'It's a block of four flats and I live in the flat above his and across, so I would be in the top left flat and he was on the ground floor and to the right. 'I went and checked outside his flat and the windows were just covered in flies.' Atlanta Jackson (Photo by Kevin Scott) The PSNI was called and found the body inside. Officers told her he appeared to have been dead for three or four weeks. She added: 'We spoke to the Housing Executive and they said someone would come to clear out the flat, but first they wanted to see if there was any next-of-kin, in case they wanted any of the deceased's possessions. 'Then they said there was no next-of-kin. We gave them a few days, but there was still nothing. It's been a nightmare.' The Housing Executive told the Belfast Telegraph a contractor visited the property on Tuesday morning. It said: 'Sadly, an elderly tenant died at this property recently and unavoidable legal and investigative processes have had to be followed before the property could be returned for re-let. Those processes have now been concluded. Thousands of flies in the flat of the pensioner who died (Photo by Kevin Scott) 'Our contractor was present at the property early this morning to carry out the necessary works and the pest infestation has been cleared. 'Our maintenance team are now assessing what further improvement works are required to ensure the property is suitable for reallocation. 'We have also liaised with local representatives in recent days to keep them informed on the situation.' It comes as the Housing Executive is being investigated by the Public Services Ombudsman over concerns about how it handles complaints. Ombudsman Margaret Kelly said: 'Access to good quality housing is an essential foundation for maintaining health and well-being and vital for enabling our children to achieve their full potential. 'When public services don't get it right, it is important they have an effective complaints process which can be easily accessed and has a focus on addressing concerns quickly and fairly.'

Man charged with assaulting Dublin Bus driver in ‘vicious and random' city centre attack

The accused was "caught red-handed" when a passing garda saw what happened and intervened, a court heard A man attacked a Dublin Bus driver with a metal implement in a 'vicious', random and unprovoked assault in the city centre, it is alleged. Ionut Christian Bariz (39) is accused of striking the 63-year-old man on the head from behind with the weapon, then punching him to the ground as he walked home from work on a crowded street in the middle of the day. The accused was "caught red-handed" when a passing garda saw what happened and intervened, a court heard. Judge John Brennan refused him bail and remanded him in custody when he appeared in Dublin District Court. Mr Bariz, from Romania and of no fixed address, is charged with assault causing harm to the driver and possession of an article intended to cause injury. Objecting to bail, Garda Katherine Ward said the driver was making his way home from work at Beresford Place at 2pm yesterday after finishing a shift when he was 'randomly assaulted.' He was struck on the back of the head with a 'metal article approximately 12 inches in length' and before he could register this had occurred, he was punched on the head from behind, causing him to fall to the ground. A garda on patrol nearby witnessed the alleged assault and exited his patrol vehicle, Gda Ward continued. The accused dropped the metal implement and gardai used incapacitant spray and arrested him 'due to the level of aggression and violence in the assault witnessed.' The accused was taken to Pearse Street garda station where he made no reply to the charges after caution. According to gardai, there was 'no reason' for the accused to assault the driver, who was not known to him. It was a 'random attack on a busy street in the middle of the day with no regard for members of the public,' the garda said. The area was 'highly populated' with residents and road traffic. 'It was only by good fortune that gardai were in the immediate area and intervened in the assault,' she said. The alleged victim suffered swelling and pain to his head and neck but also suffered 'significant mental distress' and was still 'quite shook up' last night. Gardai believed the accused, who had only been in Ireland for three months, was a 'serious flight risk' and had said he intended to leave Ireland in the immediate future. Gardai also feared he could commit offences if bailed. Applying for bail, defence solicitor Eoin Lysaght said Mr Bariz had been working but had lost his job because he could not get a PPS number. Judge Brennan said the charges were 'very serious' and the alleged attack was a 'quite vicious assault on a crowded street.' It was also alleged the accused was 'effectively caught red-handed." He remanded the accused in custody to appear in Cloverhill District Court tomorrow. The judge also recommended appropriate medical assistance for the accused, at Mr Lysaght's request. Mr Bariz has not yet entered pleas to the charges. Stock photo: Getty Today's News in 90 Seconds - August 20th

Man appears in court over alleged assault of Dublin Bus driver

A man has appeared in court charged with the alleged assault of a Dublin Bus driver. Romanian national Ionut Christian Biraz, 39, of no fixed address, who arrived in Ireland three months ago, was charged with assault causing harm to the 63-year-old driver at Beresford Place in the city centre and production of a weapon during the incident at around 2pm yesterday. He appeared before Dublin District Court. The court heard directions from the DPP have to be obtained, and an additional charge could be brought. Gardaí objected to bail due to the seriousness of the case. Gardaí agreed with defence solicitor Eoin Lysaght that Mr Biraz had the presumption of innocence and, about comments he made in his interview, English was not his first language. The judge refused bail. Mr Biraz, who listened to the proceedings with the help of an interpreter, was granted legal aid, and the judge also directed that he get medical attention in custody. He will appear again at Cloverhill District Court tomorrow.
