S. Korean ex-PM Han Duck-soo's house raided over suspected role in Yoon's martial law decree

SEOUL - A special counsel team on July 24 carried out a search and seizure operation at the residence of former South Korean prime minister Han Duck-soo, accused of involvement in impeached former President Yoon Suk Yeol's attempt to impose martial law.
The team led by special prosecutor Cho Eun-suk, formed to investigate the
Dec 3 martial law debacle , sent investigators to raid Mr Han's residence in Jongno-gu, central Seoul, in the morning.
Mr Han is accused of adding his signature to the martial law decree, drafted by then-presidential secretary Kang Eui-gu, after martial law had already been declared to add legitimacy to the former president's actions.
The special counsel claimed that Mr Han then ordered the destruction of the document, which was allegedly hastily drafted after Yoon's surprise declaration.
Mr Han allegedly
had the document destroyed to avoid 'additional controversy' if it were discovered that the document was drafted after the declaration.
Article 82 of the Constitution states that 'acts of the President under law shall be executed in writing, and such documents shall be countersigned by the Prime Minister and the members of the State Council concerned.' It adds that 'the same shall apply to military affairs'.
Mr Han is also accused of lying in his testimony to the Constitutional Court and the National Assembly about his prior knowledge of Yoon's martial law decree.

Mr Han said that he was unaware of the existence of Yoon's martial law declaration – the version announced in Yoon's address to the nation – until after the decree was lifted. He said he only discovered a copy in his pocket later and that he openly opposed Yoon's plans to impose martial law at the time.
In contrast to Mr Han's claims, the special counsel team secured surveillance footage showing Mr Han leaving the Cabinet meeting room at the presidential office, after Yoon presided over a legally irregular Cabinet meeting, with copies of the decree.
The special counsel plans to analyse the seized documents and files before summoning Mr Han again. 'Today's search and seizure operation was carried out due to criminal allegations against former prime minister Han, so there will be another summoning (of Han) based on the evidence collected,' assistant special prosecutor Park Ji-young told an afternoon briefing.
Former presidential secretary Kang's residence was also raided in the morning by investigators from the same special prosecutor team, for allegedly playing a part in Yoon's attempt to impose martial law.
The raid took place 22 days after Mr Han was summoned and questioned by the special counsel team on July 2.

SINGAPORE – A new mosque for Tengah residents, $1 deals for essential items and priority walk-ins at Choa Chu Kang Polyclinic – these are among the changes the constituency's new MPs have been working towards in the first 100 days of taking office after the 2025 General Election in May. Speaking to the media on Aug 10 after interacting with a breakfast crowd during a walkabout in Teck Whye Lane, the team detailed its efforts in Chua Chu Kang GRC since it took charge. 'Prior to the general election, we talked about a 100-day plan. We've reached that particular milestone, and we thought that it is important for us to give an update as to what are some of the initiatives we have identified that we're going to put into action, as well as some of the immediate low-hanging fruits and quick wins that we will be able to implement very quickly,' said Manpower Minister Tan See Leng, who is the anchor minister for the GRC. He added that the team has engaged residents through chit-chat sessions and dialogues, as well as walkabouts, since taking office. His team comprises Acting Minister for Transport Jeffrey Siow, second-term MP and lawyer Zhulkarnain Abdul Rahim and first-term MP and neuroscientist Choo Pei Ling. The PAP team retained Chua Chu Kang GRC for a fourth consecutive term in the general election held on May 3. It won 63.6 per cent of the valid votes against the Progress Singapore Party. The existing mosques in the GRC are facing capacity constraints, and as Tengah grows, there will be a need for minority spaces for Muslim congregants to conduct their prayers, he added. 'In the meantime, Brickland-Tengah, Chua Chu Kang and Keat Hong divisions will have a lot more prayer spaces during the Ramadan month and Hari Raya, so that will help to alleviate some of the space constraints that the mosques are facing,' said Mr Zhulkarnain. He added that there will be a consultation process where residents can give feedback on the facilities that they want in the mosque. Many residents have given feedback on their concerns about daily living expenses. Before end 2025, the GRC will progressively roll out a programme where 12,000 households can purchase daily essential items for just $1, noted Mr Zhulkarnain. Dr Tan pointed out that one key feedback he received from his Meet-the-People Sessions is access to healthcare. Choa Chu Kang Polyclinic used to require online bookings the night before for appointments. But Dr Tan noted that the elderly may not be as IT-savvy and younger children might need the flexibility to see a doctor quickly if they fall ill. The GRC team worked with the polyclinic to allow priority walk-ins for seniors above 70, children under two years old, and those who are frail and less mobile. This will also apply to Tengah Polyclinic, which is scheduled to open in 2025. ST PHOTO: GIN TAY Mr Siow detailed the efforts to improve connectivity in the constituency. He noted that bus service 872 was launched on the morning of Aug 10. It starts at Tengah bus interchange and serves areas like Tengah Boulevard, Plantation Crescent and Bukit Batok. On Aug 11, a premium bus service run by a private operator will connect Brickland to Buona Vista via Tengah. These are part of a total of eight new bus services that will be introduced in Tengah and Brickland to ease transport woes by end 2026. 'Our focus in the last 100 days, as well as going forward, is to make sure parts of Choa Chu Kang town are both connected to the rest of Singapore, as well as internally; people are able to move around to where they want to go,' added Mr Siow. Dr Choo, who oversees Tengah ward, pointed out that Tengah is Singapore's youngest town and will see 15,000 units completed by end 2025. Four new pre-schools have opened in Tengah since May, bringing the total number to seven that serve close to 2,000 residents. New amenities in the area include a 24-hour supermarket and coffee shop, said Dr Choo. Dr Tan said Chua Chu Kang GRC's MPs are also looking into longer-term issues such as infrastructure changes, the changing population demographics and how to serve different groups better.

SEOUL - South Korea's military shrank by 20 per cent in the past six years to 450,000 troops, largely due to a sharp drop in the population of males of enlistment age for mandatory service in the country with the world's lowest birthrate , a report said on Aug 10. The dramatic decline in the pool of available males for military service is also causing a shortfall in the number of officers and could result in operational difficulty if it continues, the defence ministry said in the report. The report was made to the ruling Democratic Party Member of Parliament Choo Mi-ae, whose office released it. South Korea's military has steadily declined since the early 2000s when it had about 690,000 soldiers. The pace accelerated during the late 2010s and there were about 563,000 active-duty soldiers and officers in 2019. North Korea is believed to have an active-duty military of about 1.2 million, according to the latest estimate by the defence ministry in 2022. In the period between 2019 and 2025, the population of 20-year-old males, which is the age when most men who pass a physical exam enlist for military service, declined by 30 per cent to 230,000, according to government data. The two-week 'Koshien' high school tournament is watched by millions on national television each year and has launched the careers of many of Japan's leading players. Los Angeles Dodgers superstar Shohei Ohtani and San Diego Padres pitcher Yu Darvish both earned their spurs in the tournament played at Koshien Stadium near the western city of Osaka. Acts of violence included shoving him in the chest and slapping him in the face, with the victim then transferred to another school in March following an apology by his assailants, the school said. Koryo High reported the assault to the federation, was given a reprimand in March and did not initially publicise the incident. But emotional social media posts detailing the case went viral earlier this month, triggering an outpouring of anger against the school. Unsubstantiated information then swirled online about other instances of violence allegedly involving Koryo's baseball team. Koryo High principal Hori warned on Sunday that the posts 'include pure speculation not based on facts, and slanders against unrelated students'.
