Police Minister Senzo Mchunu has condemned violence against women after a 36-year-old man accused of attacking his ex-girlfriend was denied bail.
Zenzele Xaba appeared at the Richmond Magistrate's Court, KwaZulu-Natal, on Tuesday for his formal bail application.
He is facing charges of assault with intent to cause grievous bodily harm (GBH) and attempted murder.
The charges stem from an incident on 16 April, when Xaba allegedly attacked his former girlfriend and her mother at their home in the Maswazini area of Richmond.
The suspect allegedly first assaulted the mother before violently attacking the young woman by gouging both of her eyes with a screwdriver.
The young woman is currently receiving medical treatment at Harry Gwala District Hospital.
Mchunu condemns GBV attack
Speaking to the media before the bail verdict, Mchunu said the attack followed a dispute between Xaba and his former partner.
'When the mother intervened, he attacked the mother viciously, and when the ex-girlfriend went out from her bedroom to the lounge to assist her mother, she was brutally [attacked] … he even used a screwdriver, attacking her [in] both eyes,' he said.
'It is said that her eyes bled very badly. They are bad, but she's being attended to,' Mchunu remarked.

The minister said the incident was completely unjustified.
'There was absolutely no reason on earth for that young man to attack that young lady just because she had said 'I no longer like you or I no longer love you', which is her full right,' he said.
Mchunu praised the community for assisting police with the arrest and condemned the 'sheer brutality' of the incident.
'He attacked this woman in her own home, and that means… he has no bounds. He doesn't deserve to be free.'
Extended my sympathies to the family on Sunday, and today, we are here to show them our support. We stand with survivors, not perpetrators. #GBVMustFall #JusticeForSurvivors #EndGBV pic.twitter.com/pG5jj30pDn — Senzo Mchunu (@Senzo_Mchunu_) April 29, 2025
A broader GBV crisis
Mchunu said the incident highlighted the scourge of gender-based violence and femicide (GBVF) in South Africa.
'Anyone who calls himself a man of whatever age who attacks a woman for whatever reason, in whatever way, whether with bare hands, fists or foot or whatever, doesn't deserve to be called a man.
'He belongs in jail. He doesn't belong to our community, and when people are saying they are tired, I believe they mean it.'
The minister indicated that the Justice, Crime Prevention, and Security (JCPS) cluster has reviewed the government's framework for addressing GBVF.
'We now have reviewed the framework that we've been using all the time because it has been effective, but not to the [necessary] extent [because] there is an outcry about [GBV] in the whole country.

'Some say the president should declare a state of emergency about it.'
He further emphasised the importance of collaboration in tackling this issue.
'The proportions, the extent, and even some of these incidents, they are so ugly, so painful that they really are unacceptable, and therefore, the collaboration on the ground between all the law enforcement and the community is the best way of doing this,' Mchunu said.
'We have to play our role as well as the justice and safety cluster and make sure that we tighten all the loose ends.'
Accepted a memorandum from citizens demanding, amongst others, justice in the case and calling for a number of other measures to be implemented to intensify the fight against crime.

The victim's mother told eNCA she was relieved by the court's decision to deny bail.
She stated that she would have feared for her family's lives if the accused had been released.
She also expressed cautious optimism about her daughter's recovery, saying the young woman had regained vision in one eye.
Meanwhile, Minister Mchunu also addressed the case involving a seven-year-old girl named Cwecwe, who was allegedly raped at her school, Bergview College, in Matatiele, Eastern Cape, in October 2024.
Public anger escalated last month after the girl's mother came forward to criticise the slow progress of the investigation.
Although DNA samples were taken from individuals of interest, no foreign DNA was found on the child's clothing and, therefore, no suspect has been identified.
Providing an update, Mchunu said the case was at an 'advanced stage'.
'You remember that we did say that the matter is quite complex. It has got various aspects.'
He also addressed an earlier misstatement involving the school's principal, who had been wrongfully linked to rape incident.
'It was an error which got committed in the course of duty unintentionally, as it would be, and we felt it was responsible to say sorry to the principal,' Mchunu told the media.

Next Stay Close ✕ Speaking to the mourners gathered at the Nkone Maruping Primary School, also in Braamfischerville, Morero said those responsible for Fose's death and who deal with body parts of young people will never be rich. "Body parts will not make you rich. We want to tell our people that to get rich they must wake up in the morning and work hard. It is painful to lose a child like this. As the city, we are here to comfort the family. Your child was killed by criminals, and I hope the police will do everything in their power to find the perpetrator so that justice is done," he said. On Wednesday, former Chief of the JMPD, David Tembe, who visited the family indicated that the JMPD and other law enforcement agencies would prioritise police visibility in the area. "This is no longer business as usual. The brutal murder of Likhona Fose has shaken the soul of our city. As the Public Safety leadership, we are declaring war on crime as we will be unleashing every tactical unit on the killers. "We are coming for those who think our children are targets. Johannesburg will not be a playground for criminals. We owe Likhona justice, we owe our people safety and we will deliver, no compromise, no retreat," he stated.

DNA analysis confirms remains are of journalist Aserie Ndlovu and partner
DNA analysis of human remains found in Rust De Winter in Limpopo on May 8 has positively linked them to those of journalist Sibusiso Aserie Ndlovu and Zodwa Mdhluli. The couple was reported missing on February 18. 'The human remains were analysed and matched with the reference sample of the biological relatives of the deceased,' police spokesperson Brig Athlenda Mathe said in a statement on Wednesday. Police have already notified both families. Four suspects arrested in this case are currently appearing before the KwaMhlanga magistrate's court on various charges including kidnapping, house robbery and possession of stolen property. The African Media and Communicators Forum (AMCF) and the National Press Club (NPC) welcomed the latest developments. They said they did not come as a surprise because the location where the remains were discovered was pointed out by the suspects after their arrest. They said this milestone would lead the families closer to the truth. 'We wish to convey our gratitude to the SAPS for keeping to their promise that in four weeks the results would be available. 'We confirm that the families in Ga-Rankuwa [Ndlovu] and Thembisa [Mdhluli] were visited earlier this evening by the police where the results were disclosed to them,' said Elijah Mhlanga, chairperson of the AMCF. He said the families were relieved and could now begin with plans for funerals. Acting chairperson of the NPC Antoinette Slabbert said it had been an agonising wait for the results after months of grief following the mysterious disappearance of the couple. 'We hope that the evidence will also serve in court in the murder charges against the accused,' Slabbert said. The memorial services and funeral arrangements will be communicated once the families have finalised the details. TimesLIVE

Urgent action needed to address KZN's alarming rape statistics
NGO's say the deep-rooted issues that lead to gender-based violence need to be addressed. Image: Independent Newspapers Archives KwaZulu-Natal continues to report one of the highest rates of rape in South Africa, contributing 19.9% to the national total, according to the fourth quarter crime statistics released recently by the South African Police Service. Police Minister Senzo Mchunu said that in the quarter under review, provinces such as the Eastern Cape, Gauteng, Limpopo, North West, and the Western Cape recorded decreases in rape statistics. However, Gauteng and KwaZulu-Natal remained the biggest contributors, at 19.1% and 19.9% respectively. To address the crisis, Mchunu said the government had launched a 90-day Gender-Based Violence and Femicide (GBV+F) blitz. 'This includes the revival of the Inter-Ministerial Committee on GBV+F, tasked with coordinating government interventions, resolving systemic bottlenecks, and ensuring measurable progress,' he said. But activists say the government's efforts are not addressing the deep-rooted and devastating reality facing women and children in the province. 'It's incredibly difficult to determine the true scale of sexual violence in South Africa because an estimated 95% of rape cases go unreported,' said Women For Change founder and executive director, Sabrina Walter. 'In the official crime statistics published by SAPS, we only see a fraction of the reality, silenced by fear, shame, and a broken justice system.' Walter said the persistent high rape figures in KZN were driven by 'entrenched patriarchy, poverty, and the lack of accessible, trauma-informed support services'. She added that the stats showing that most rapes were committed by individuals known to the victims, and often in private homes, further underscored the need for community-based prevention strategies, said Walter. 'This is exactly why prevention must begin at home, within families, relationships, and communities. It's also why we focus on empowering bystanders, friends, neighbours, and relatives to speak out, intervene safely, and support survivors instead of staying silent.' On the state's response to GBV, Walter said the justice system was failing. 'Every single day, we hear from survivors who were turned away by police, refused the right to open a case, or watched as officers failed to arrest perpetrators, even in clear cases where protection orders were breached.' She called for ongoing, trauma-informed, survivor-centred training for police and for GBV to be declared a National Disaster. 'Without this formal recognition, GBVF continues to be treated as a secondary issue, despite thousands of women and children being harmed or killed every year.' The TEARS Foundation echoed this view, saying it had seen no evidence of a real decrease in rape, especially not in KZN. 'At The TEARS Foundation, we are deeply concerned by the narrative suggesting a national decline in rape cases,' the organisation said in a statement. 'What we are seeing is an increase in survivors being turned away at police stations, more cases being closed without prosecution, and fewer formal reports being made. These are not signs of progress. They are signs of a system that survivors are losing faith in.'
