Timor-Leste deports ex-Philippine lawmaker wanted in 2023 killings
MANILA: Timor-Leste deported an Interpol-wanted Filipino murder suspect on Thursday (May 29) whose case the government has linked to its aspirations to join the regional ASEAN bloc, after more than two years of political wrangling.
Former Philippines congressman Arnolfo Teves allegedly masterminded a March 2023 attack that killed then-provincial governor Roel Degamo and nine others.
"The former representative Arnie Teves is now back in the Philippines," President Ferdinand Marcos said in a video message Thursday evening, adding it was time for him "to face justice".
Government television aired footage of a handcuffed Teves being escorted from a Philippine Air Force plane in the southern city of Davao, where the network said the aircraft would refuel before proceeding to Manila.
Hours earlier, AFP journalists saw him boarding the turboprop plane before it took off from Timor-Leste's Presidente Nicolau Lobato International Airport.
Teves was detained at a driving range in the capital Dili last year, but a Timorese court blocked his extradition. The Philippines justice secretary suggested the decision may have been bought, saying it was "obvious that some people are making money out of this".
In an abrupt turnaround, Timor-Leste announced Teves' impending deportation late on Wednesday, saying his continued presence represented a security risk.
"The Government hereby informs that Arnolfo Teves Jr will be deported from Timor-Leste," it said in a statement, using the country's alternate name.
It added that Timor-Leste's "imminent full accession" to the Association of Southeast Asian Nations (ASEAN) had reinforced its responsibility to collaborate regionally on legal matters.
Ex-lawmaker Teves is the prime suspect in the murder of Degamo, the former governor of Negros Oriental province.
Degamo had been distributing aid at his home in Pamplona when six people carrying rifles and dressed in military fatigues entered the compound and opened fire on Mar 4, 2023.
The killings came months after Degamo was declared winner of a disputed vote, unseating Henry Teves, the ex-lawmaker's brother.
Arnolfo Teves was expelled from the House of Representatives after refusing to return to the Philippines to face murder charges.
On Wednesday, Teves' son Axl posted videos on social media of his father being dragged away by Timorese police, claiming he had been "kidnapped".

'Such projects can generate economic opportunities for the Philippines, while supporting the Philippines' renewable energy targets,' he added. On the sustainability front, the two countries are working to finalise a legally binding implementation agreement for cross-border carbon credit transfers that is aligned with Article 6 of the Paris Agreement. The Paris Agreement governs international cooperation to tackle climate change, and includes guidelines for countries to trade carbon credits to meet their climate targets. An implementation agreement will facilitate commercial participation in carbon credits projects, which can spur technology transfer, green investment and create good jobs, said PM Wong. The two leaders also said their respective health ministries are exploring ways to deepen health cooperation, such as in upskilling and the reintegration of returning Filipinos into the Philippine healthcare system. Marcos expressed his appreciation that Singapore has ensured the welfare, safety and security of the over 200,000 Filipinos working in the city-state, while PM Wong said Singapore is committed to being a good second home for them. 'They live and work in Singapore, contributing to our economy and society and enriching our cultural diversity,' said PM Wong. Top Philippine senator to seek dismissal of Duterte impeachment case
MANILA, June 4 (Reuters) - A top Philippine senator has drafted a resolution seeking to dismiss an impeachment case against Vice President Sara Duterte, his office said on Wednesday (Jun 4), which could boost her chances of political survival after an acrimonious fallout with the president. The lower house in February impeached Duterte, the daughter of former President Rodrigo Duterte, on accusations that included budget anomalies, amassing unusual wealth and an alleged threat to the lives of President Ferdinand Marcos Jr, the first lady, and the house speaker. Sara Duterte faces a lifetime ban from office if convicted in a Senate trial. She has repeatedly denied wrongdoing. The resolution was drafted, according to his office, by Senator Ronald dela Rosa, a staunch ally of Duterte and a former police chief under her father's 2016 to 2022 presidency. A Senate source, who declined to be identified, confirmed the draft was circulating among senators. The draft seen by Reuters says the Senate did not act promptly to begin proceedings upon receipt of the impeachment article, so the case was "de facto dismissed" as 100 days had already passed. It was not immediately clear when the resolution would be filed or how much support it would have. If it succeeds, it could intensify an escalating battle for power between Marcos and former ally Duterte ahead of a 2028 presidential election that she is widely expected to contest, with Marcos limited to a single term and unable to run again. At stake is the legacy and future influence of Marcos, who has waged a decades-long campaign to defend his family's name from what he says are false historical narratives of plunder and brutality during the 1970s and 1980s rule of his strongman father and namesake. The effort to dismiss the case comes after a stronger-than-expected showing for allies of Duterte in l ast month's midterm elections, demonstrating her popularity and unswerving influence, despite the row with Marcos, humiliating legislative enquiries and the arrest and transfer to the International Criminal Court of her father in March. The Senate's current session ends next week, which the draft resolution said was insufficient time to act on the impeachment case. A new Senate will convene in late July. "The matter cannot cross over to the incoming 20th Congress," the draft said. Marcos has called for unity among all political camps and has distanced himself from the impeachment of Duterte, which was backed overwhelmingly by a lower house controlled by his allies. His office did not immediately respond to a request for comment on Dela Rosa's proposed resolution.
