Can Rodrigo Duterte serve as Davao mayor from ICC detention?

Advertisement The post he won is no ordinary local office. It is the mayorship of Davao City, the southern Philippine metropolis that has long served as the Duterte family's political stronghold – a position he held for more than two decades before ascending to the presidency in 2016. But despite his electoral triumph, Duterte's return to Davao's city hall remains far from certain. His victory in May's midterm election has triggered a surreal legal and diplomatic conundrum in the Philippines: can a man imprisoned in an international detention facility legally assume the office of mayor? The International Criminal Court in The Hague, where Duterte is set to be tried for crimes against humanity. Photo: AP A legal impossibility? The answer to the quandary, according to legal experts, is almost certainly no.

Davao routs Western Visayas for first-ever Palarong Pambansa HS basketball title

ILOCOS NORTE - Davao has finally brought the title home as the Eagles pulled away late to silence Western Visayas, 67-51, in the 2025 Palarong Pambansa secondary boys basketball finals on Friday at the Ilocos Norte Centennial Arena. The victory was a historic feat for the region as it clinched its first-ever Palaro gold medal in the high school ranks. READ | Palarong Pambansa Medal Tally Jhonmark Pelegrino and Rene Clert Baterbonia carried the offensive onslaught for Davao as the rising tandem poured in 19 points each to help the squad improve from their bronze medal finish last year. "Sobrang overwhelmed ko ngayon, sobrang happy ko pero si Lord lahat 'yun. Lahat naman ng teams nagpa-practice at nagsa-sacrifice everyday pero sinu-surrender namin lahat kay Lord," Davao head coach Jess Evangelio said. "Very thankful kami kasi ayun nga, history. First-time ever." Davao started off hot and mounted an early 15-8 separation at the end of the first quarter, but Western Visayas turned to Luke Rose once again as the 15-year-old guard picked up where he left off and fueled a second quarter rampage. The youthful court general fired 13 points in that period, including three three-pointers that helped Western Visayas pull within just three points at the half, 27-24. But Baterbonia and Pelegrino took care of business for Davao in the second half with the former scoring nine points as part of a massive 14-3 blast to open the penultimate period, 41-27. They ended the third enjoying a 46-37 lead. Pelegrino put together the finishing kick by unleashing eight of their last 10 points en route to the 16-point victory as they humbled Western Visayas, which was coming off a pair of upset victories over NCR in quarterfinals and CALABARZON in semifinals. "Ang hirap po ng pinagdaanan namin na araw-araw na practice po para lang po dito sa Palaro," Pelegrino said. "Naging susi lang dito ay 'yung pagsisikap po namin at pagtawag sa Panginoon lagi. Araw-raw bago matulog nagdadasal kami para bigyan kami ng gabay dito." The win also saw Davao complete a title sweep, going undefeated in four games in the elimination round before beating Northern Mindanao in quarterfinals and Central Luzon in semifinals. —JKC, GMA Integrated News

Western Visayas upsets CALABARZON to reach Palaro basketball finals

ILOCOS NORTE - Luke Rose ignited in the second half to carry Western Visayas to an 80-73 come-from-behind upset win against CALABARZON in the semifinals of 2025 Palarong Pambansa secondary boys basketball on Thursday at the Ilocos Norte Centennial Arena. The 15-year-old guard powered Western Visayas' 18-9 closing run as they erased a deficit as big as 18 to enter the finals against Davao with the gold medal match set on Friday. CALABARZON, represented by San Beda University-Rizal, stretched its 50-42 halftime lead to a 58-48 cushion behind Red Cubs star Andrei Ugaddan. But Western Visayas, still on a high after dethroning National Capital Region in the quarterfinals, slowly crawled their way back behind the hot hands of Rose. Down 64-62, Western Visayas took advantage of Ugaddan's absence after the NCAA standout rode the bench following cramps with 4:06 to go in the third. Rose unleashed a personal 5-0 run capped by a buzzer-beating three-pointer to give Western Visayas its first lead of the game at 67-64 before heading to the payoff period. Macadangdang sank a pair of jumpers to make it a 75-65 advantage for WVRAA, before Ugaddan returned and fueled a desperate comeback attempt with six straight points as CALABARZON pulled within seven, 78-71, in the final 3:59. CALABARZON, however, could not complete the magic trick as Western Visayas took down another powerhouse en route to the finals stage. In the first game, Davao escaped Central Luzon with a nail-biting 66-65 victory. —JKC, GMA Integrated News

Timor-Leste deports ex-Philippine lawmaker wanted in 2023 killings

MANILA: Timor-Leste deported an Interpol-wanted Filipino murder suspect on Thursday (May 29) whose case the government has linked to its aspirations to join the regional ASEAN bloc, after more than two years of political wrangling. Former Philippines congressman Arnolfo Teves allegedly masterminded a March 2023 attack that killed then-provincial governor Roel Degamo and nine others. "The former representative Arnie Teves is now back in the Philippines," President Ferdinand Marcos said in a video message Thursday evening, adding it was time for him "to face justice". Government television aired footage of a handcuffed Teves being escorted from a Philippine Air Force plane in the southern city of Davao, where the network said the aircraft would refuel before proceeding to Manila. Hours earlier, AFP journalists saw him boarding the turboprop plane before it took off from Timor-Leste's Presidente Nicolau Lobato International Airport. Teves was detained at a driving range in the capital Dili last year, but a Timorese court blocked his extradition. The Philippines justice secretary suggested the decision may have been bought, saying it was "obvious that some people are making money out of this". In an abrupt turnaround, Timor-Leste announced Teves' impending deportation late on Wednesday, saying his continued presence represented a security risk. "The Government hereby informs that Arnolfo Teves Jr will be deported from Timor-Leste," it said in a statement, using the country's alternate name. It added that Timor-Leste's "imminent full accession" to the Association of Southeast Asian Nations (ASEAN) had reinforced its responsibility to collaborate regionally on legal matters. Ex-lawmaker Teves is the prime suspect in the murder of Degamo, the former governor of Negros Oriental province. Degamo had been distributing aid at his home in Pamplona when six people carrying rifles and dressed in military fatigues entered the compound and opened fire on Mar 4, 2023. The killings came months after Degamo was declared winner of a disputed vote, unseating Henry Teves, the ex-lawmaker's brother. Arnolfo Teves was expelled from the House of Representatives after refusing to return to the Philippines to face murder charges. On Wednesday, Teves' son Axl posted videos on social media of his father being dragged away by Timorese police, claiming he had been "kidnapped".

Philippine elections 2025: Detained former president Duterte wins Davao mayor's election

Former Philippine President Rodrigo Duterte was almost certain to be elected mayor of his home city by a landslide, unimpeded by his detention at the International Criminal Court on charges of murder as a crime against humanity. With 80% of votes counted in an unofficial tally, Duterte, who was brought to The Hague in March over his bloody "war on drugs" that killed thousands of people, was winning the Davao mayoral contest with eight times more votes than his nearest rival. The victory during nationwide midterm elections is testament to the 80-year-old's enduring influence in the southern city, owing to his reputation as a crime-buster that earned him the nicknames "Duterte Harry" and "the Punisher". Duterte's old Facebook account was flooded with congratulatory messages from supporters, with some calling for his return to serve his people. "Congratulations, Tatay (father) D! Let's bring him home," read one of the comments. Duterte could become the first Asian former head of state to go on trial at the ICC. His surprise arrest by Philippine police at the request of the ICC caused outrage among his army of supporters, who called it a kidnapping at the behest of a foreign court. He has defended the anti-drugs crackdown and his legal team says his arrest was unlawful. The ICC maintains it has jurisdiction to prosecute alleged crimes committed before Duterte withdrew the Philippines from its founding treaty in 2019. Despite the ICC's case also including alleged killings of criminal suspects by a "death squad" in Davao while Duterte was mayor - which he has denied - analysts have said his arrest has only hardened support for him and his family, in Davao and beyond. The former president's two sons were also set to win posts on Monday, one reelected congressman and the other winning the contest for Davao vice mayor and likely to serve in his father's absence. The family's political resilience and dominance in Davao could prove pivotal as Duterte's popular daughter, Vice President Sara Duterte, faces an impeachment trial that could see her banned from politics for life if convicted, killing off any hopes of a presidential run. Asked earlier on Monday about her father's likely victory, she said plans would be made for him to be sworn in as mayor. "The ICC lawyer said once we get proclamation papers, we will discuss how he can take oath," she said.
