Govt mulls ‘pay-as-you-use' model for maintenance fees in affordable housing

KUALA LUMPUR: The Housing and Local Government Ministry is exploring a 'pay-as-you-use' model for maintenance fees in future affordable housing developments, as part of housing sector reforms.
Minister Nga Kor Ming said the initiative is part of efforts to elevate the real estate industry and promote more equitable access to housing for all Malaysians.
Speaking to reporters at the Kuala Lumpur Architecture Week (KLAW) 2025 today, Nga said the ministry plans to introduce a system which allows residents to pay maintenance fees based on actual usage of shared facilities.
'Under this proposed model, residents will receive access cards that track their monthly usage of shared facilities. We are starting with the Rumah Bakat Madani initiative led by Skyworld Pearlmont in Penang, which features a pay-per-use clubhouse with an infinity pool, pickleball and badminton courts, a children's playground, and gyms,' he said.
Nga added that the concept will serve as a reference for future public housing projects.
'This will serve as a reference model for future public housing projects, which may also include vertical schools to provide better access to education for vulnerable communities,' he said.
In addition, the ministry plans to engage private sector players to develop Industrialised Building System (IBS) facilities, aiming to expand the use of modular construction methods such as Prefabricated Prefinished Volumetric Construction (PPVC).
Nga said this initiative aligns with Malaysia MADANI aspirations and the nation's role as President of the UN-Habitat General Assembly, supporting sustainable urban development by reducing construction waste and minimising pollution.
Commenting on KLAW 2025, Nga highlighted the importance of architecture in rejuvenating heritage buildings.
'Architectural elements play a vital role in breathing new life into heritage buildings, preserving their cultural significance while integrating modern design,' he said.
KLAW 2025 is held as a prelude to the ASEAN Real Estate Conference (AREC) and ARCHIDEX. The series of large-scale events, being held this week at the Malaysia International Trade and Exhibition Centre (MITEC) and Kuala Lumpur Convention Centre (KLCC), is expected to attract over 50,000 foreign visitors, generating an estimated RM2 billion in transactions. – Bernama

"Toll charges are part of the cost of doing business. Any increase would raise logistics and retail prices. "We can't get the best of everything . I believe the government is looking at what's important as of now," he said. He advised pausing new infrastructure developments temporarily to focus on safeguarding livelihoods of the B40 and M40 income groups. "This toll freeze should be seen as a proactive move in assisting those in needs in general. "To curb long-term concession planning, proper costing and town planning is required and government should consider more privatisation and reducing government participation. "But at the same time, it shoud consider enforcing price control to avoid profiteering and any form of indirect increase in the general business cost for business owners," he added.

PUTRAJAYA: The MADANI government's push to reduce bureaucratic inefficiencies has achieved significant results, with 97 Bureaucratic Reform Projects (RKB) under the Public Service Reform Agenda (ARPA) saving RM873.5 million annually in compliance costs. The Special Taskforce on Agency Reform (STAR) confirmed the savings following its latest meeting chaired by Chief Secretary Tan Sri Shamsul Azri Abu Bakar. The reforms have streamlined processes for businesses and the public while enhancing national productivity. Four ministries received recognition for high-impact projects. The Ministry of Agriculture and Food Security (KPKM) digitised aid approvals, the Ministry of Works (KKR) reduced tender evaluations from 35 to 18 days (saving RM1.1 million yearly), and the Ministry of National Unity (KPN) slashed Rukun Tetangga application processing from 90 to 30 days. Meanwhile, the Ministry of Tourism, Arts and Culture (MOTAC) shortened vehicle approval times in Sabah, Sarawak, and Labuan from five days to one, saving RM160,000 annually and boosting local tourism. STAR also discussed strategic initiatives, including curbing livestock smuggling at the Malaysia–Thailand border and drafting a new Cooperative Act. Updates were shared on the ILTIZAM Government Service Efficiency Act and the Public Service Performance Index. KUCHING (July 23): The 'Appreciation for the People' financial package is expected to have limited direct impact on the business community, said Sarawak Federation of Chinese Associations (SFCA) president Dato Richard Wee. Commenting on Prime Minister Datuk Seri Anwar Ibrahim's recent announcement, Wee noted that while the initiatives primarily cover the general public, their effect on the business community remains relatively modest. 'From initial understanding of the announcement, the major areas covered are aimed at the rakyat. For the business community, the impact is somewhat minimal,' he told The Borneo Post. However, he said business owners may indirectly benefit from postponed toll fare hikes and electricity savings, while supermarkets and shops may see a boost in sales due to increased spending on sundry goods and groceries. Wee added that the financial package will have more impact on Peninsular Malaysia than in Sarawak and Sabah, stressing that it is crucial for the federal government to ensure benefits are fairly distributed across all states. Among the measures announced was the reduction of RON95 petrol to RM1.99 per litre under a newly targeted subsidy mechanism. Currently priced at RM2.05, the new subsidy is expected to benefit around 18 million motorists nationwide. Additionally, 85 per cent of domestic consumers reportedly saw a reduction of up to 14 per cent in their July electricity bills compared to the first half of the year. The Prime Minister also announced a one-off RM100 cash aid for all Malaysian citizens aged 18 and above in conjunction with the Merdeka Day celebration. The assistance, provided under the Sumbangan Asas Rahmah (Sara) programme, will be credited via MyKad and can be used to purchase essential goods between Aug 31 and Dec 31 at over 4,100 participating stores nationwide. The initiative involves an allocation of RM2 billion and is expected to benefit 22 million Malaysians. As for 'Jualan Rahmah Madani', the government will double its allocation from RM300 million to RM600 million this year. 'This additional allocation will increase the frequency of sales and expand the number of locations nationwide, covering all 600 state constituencies. 'It will also broaden the variety of goods offered to give the people more options,' said Anwar.
